Precision Guided Munitions (PGMs) are critical to the Maneuver Battalion Commander's success on future, rapidly deployed, battlefields. These PGMs will provide an increase in lethality, significantly improve survivability, reduce collateral damage, minimize non-combatant casualties, and decrease the logistics burden or increase the number of kills from the standard logistics load. PGMs all require inertial measurement sensors embodied in an Inertial Measurements Unit (IMU). Up to now they have been large, expensive, and could not readily survive the high G launch environments. Micro Electro-Mechanical Systems (MEMS) technology provides inherent cost savings and size reduction and is ideal for application to navigation and control systems for small missiles and munitions. Using MEMS technology, gyroscopes, accelerometers and control electronics can readily be integrated to form a tightly packaged, low-cost, extremely small, high performance IMU suitable for munitions and missiles, as well as other applications. The ultimate objective of the MEMS Common guidance program is to develop technology that can be exploited by 90% of the tactical weapons fleet navigation requirements. This paper will describe the current Army development underway and some of the technical challenges we have encountered, as well as outlining the results of our Quality Functional Deployment conducted to assure our end-users needs are met.

The ECPD had a mission to establish training plans for personal and professional development, devise methods whereby engineers could achieve recognition from their profession and the public, recognize engineering curricula that met specific standards and maintain a list of accredited curricula, and provide guidance for engineering students. This article revisits the pedagogical dilemma of maintaining neutrality in the religious studies/theology classroom. I argue that if the boundary between teaching about religion and actually teaching spirituality seems to be vanishing, it is because the boundary was inappropriately constructed in the first place. To the extent that the religious concepts, even when compressed into religious studies categories, inherently inspire personal transformation, how can a boundary exist between the ideas students encounter and the power of those ideas to transform? Spiritual guidance emerges naturally in the academic study of religion, and those of us who teach in the field might as well get used to it. In explaining my position, I draw on my experience as a teaching assistant in Professor Walter Capps's course, "Religion and the Impact of the Vietnam War." I, then, develop a pragmatic teaching strategy, neutral enthusiasm, which preserves the important neutrality of classroom presentation in religious studies courses, yet recognizes the unavoidable evocative power present in the intellectual territory that is religion. Neutral enthusiasm allows the content to do the work.

Government guidance for the control of legionella bacteria in water systems places everyone at risk from being scalded by recommending that hot water systems are operated at unsafe, high temperatures. As a result, every year around 20 people, mainly young children and the elderly, die from scald injuries sustained in the *** have shown that fitting thermostatic mixer valves to provide protection against scalding, can newly expose users to infection from the potentially deadly legionella bacteria where no significant risk existed before. This study examines the reasons why the risks are linked and why some users are more susceptible than others. By mapping these factors against primary design characteristics of the available thermostatic mixer valves, the study demonstrates that social risk management, in this case, can be served by providing guidance in decision alternatives, i.e. by the appropriate selection of safety device.

The Scientific Panel on Genetically Modified Organisms (GMO Panel) adopted its guidance document for the risk assessment of genetically modified (GM) plants and derived food and feed on 24 September 2004. The European Food Safety Authority (EFSA) and the GMO Panel have consulted stakeholders prior to the final adoption of this document. This document provides guidance for the preparation and presentation of applications submitted within the framework of Regulation (EC) 1829/2003 on GM food and feed, and of Directive 2001/18/EC on the deliberate release into the environment of genetically modified organisms (GMOs). This document therefore covers the full risk assessment of GM plants and derived food and feed. Issues related to risk management of GMOs (traceability, labelling, co-existence) are outside the scope of the guidance document. guidance for the preparation of applications is given throughout the different chapters of the document. The first chapter of the guidance document clarifies the scope of the document and the legal background for the risk assessment of GMOs, GM food and feed at Community level. Chapter II describes the overall risk assessment strategy. Chapter III describes the issues to be considered when carrying out a comprehensive risk characterisation. These include molecular characterisation of the inserts, assessment of modification to the agronomic characteristics of the GM plant and evaluation of food/feed safety aspects of the GM plant and/or derived food and feed. Data on composition, toxicity, allergenicity, nutritional value and environmental impact provide, on a case-by-case basis, the cornerstones of the risk assessment process. The characterisation of risk may give rise to the need for further specific activities including post-market monitoring of the GM food/feed and/or for the environmental monitoring of GM plants. The paper presents a stochastic approach to optimal guidance with significant uncertainty in time until intercept. The uncertain intercept time is modeled as a random variable, with discrete probability density. An optimal guidance law is derived by solving the appropriate Hamilton-Jacobi recursion, under the assumptions: (1) the target maneuver is modeled as a first order Gauss-Markov process;(2) the missile's guidance commands are based on observing the line of sight angle to the target in additive observation noise;(3) the missile acceleration response to the acceleration commands is well described by a linear first order transfer function. Although the present problem is formulated in the LQG frame work, the certainty equivalence principle does not apply since the optimal guidance law depends on the discrete probability density of the time until intercept. A simple simulation example shows that when the interceptor has a large acceleration advantage over the target, the miss distances resulting from the use of the proposed law are essentially equivalent to those obtained when using the optimal guidance law, which requires full knowledge of the time until intercept.

Wind generation has experienced tremendous levels of growth, exceeding 8000 MW installed in the US in 2008 alone [1], and is the second-leading form of generation additions installed on the US grid in that year. Utility relay engineers are in need of guidance with respect to wind generation modeling for short circuit calculations in order to perform protective relay applications and settings. With very few exceptions, wind turbine generators (WTGs) do not use conventional line-connected synchronous generators, for which the short-circuit characteristics are very well understood in the relay community. For various reasons discussed in this paper, WTGs use induction generators, doubly-fed generators, and generators interfaced to the grid via ac-dc-ac converters. The short-circuit characteristics of these forms of generation differ from the familiar synchronous generator behavior. There are also significant differences between various types of WTGs, and between different designs of WTGs in the same type.
