Medicine residency is three to seven years of challenging graduate medical training that puts a lot of mental and physiological burden over the residents. Like other surgical branches, anesthesia and reanimation departments provide 24 h continuous service and the residents are the main providers of this service. The residents are assigned for on-call shifts during their training, as well as working during the regular day shifts. These schedules must address several considerations like preferences of the residents and coverage requirements of two different locations: the intensive care unit (ICU) and the surgery room (SR). In this study we develop a goal programming (GP) model for scheduling the shifts of the residents in the Anesthesia and Reanimation Department of Bezmialem Vakif University Medical School (BUMS). The rules that must be strictly met, like the number of on-duty shifts or preventing block shifts, are formulated as hard constraints. The preferences of the residents like increasing the number of weekends without shifts and assigning duties on the same night to the same social groups are formulated as soft constraints. The penalties for the deviation from the soft constraints are determined by the analytical hierarchy process (AHP). We are able to solve problems of realistic size to optimality in a few seconds. We showed that the proposed formulation, which the department uses currently, has yielded substantial improvements and much better schedules are created with less effort. (C) 2012 Elsevier Ltd. In this study, an Analytic Hierarchy Process (AHP) and goal programming-based solution approach for the student-project team formation problem is proposed. In the first and second phases of a two-phase goal programming-based approach developed in a recent study of authors, students and advisers are allocated to project teams considering several criteria. The AHP method is used to determine the criteria weights for the goal programming models. Surveys are conducted with students and advisors to determine the criteria weights for each student and advisor. Since the criteria weights are different for different decision makers, a distance-based non-linear (DBNL) mathematical programming model is used to determine a group decision. The proposed approach is implemented on a real-life project-team formation problem. The results are compared with the real-life allocations in terms of the problem criteria considered in the study and it is observed that our approach produces significantly more satisfactory results. Additionally, although it takes a considerable amount of time to perform the allocations in real-life, using the proposed approach, allocations can be performed in a few hours, including the only once-conducted survey time. The presented approach is proposed for a special problem in this study;however, it can be easily adapted to other project-team formation problems.

This paper presents fuzzy goal programming using with exponential membership function, which uses the modeling, and solving of health care system for optimal efficient management. The limited human resources and budget in a health-care organization are described with fuzzy conditions for determine the future strategies for unknown situations. In this study, the exponential membership function is preferred dynamic situation in next period. The study aims to assign the resources for optimization with enable management to meet the fuzzy objective of minimizing the system costs while patients are satisfied. The fuzzy goals are identified and prioritized for the strategic planning and resource allocation. This paper presents a goal programming (GP) procedure for fuzzy multiobjective linear fractional programming (FMOLFP) problems. In the proposed approach, which is motivated by Mohamed (Fuzzy Sets and Systems 89 (1997) 215), GP model for achievement of the highest membership value of each of fuzzy goals defined for the fractional objectives is formulated. In the solution process, the method of variable change on the under- and over-deviational variables of the membership goals associated with the fuzzy goals of the model is introduced to solve the problem efficiently by using linear goal programming (LGP) methodology. This decision-making model helps decision-makers with reducing decision-making time and choosing a suitable decision alternative for a capital budgeting investment within the companies' goals, constraints and strategies. Neutrosophic set theory plays an important role in dealing with the impreciseness and inconsistency in data encountered in solving real life problems. This article aims to present a novel goal programming based strategy which will be helpful to solve Multi-Level Multi-Objective Linear programming Problem (MLMOLPP) with parameters as neutrosophic numbers (NNs). Difficulty in decision making arises due to the presence of multiple decision makers (DMs) and impreciseness in information. Here each level DM has multiple linear objective functions with parameters considered as NNs which are represented in the formc+dI wherecanddare considered real numbers and the symbolIdenotes indeterminacy. The constraints are also linear with the parameters as NNs. Firstly the NNs are changed into intervals and the problem turns into a multi-level multi-objective linear programming problem considering interval parameters. Then interval programming technique is employed to obtain the target interval of each objective function. In order to avoid decision deadlock which may arise in hierarchical (multi-level) problem, a possible relaxation is imposed by each level DM on the decision variables under his/her control. Finally a goal programming strategy is presented to solve the MLMOLPP with interval parameters. The method presented in this paper facilitates to solve MLMOLPP with multiple conflicting objectives in an uncertain environment represented through NNs of the formc+dI where indeterminacyIplays a pivotal role. Lastly, a mathematical example is solved to show the novelty and applicability of the developed strategy.

In this paper, a goal programming model is developed in order to study the possibility of decreasing the length of stay on the waiting list of a hospital that belongs to the Spanish Health Service. First, a problem is solved to determine the optimal planning for one year, so as to make the maximum waiting time decrease to six months (at present, some operations have a waiting list of more than a year). Afterwards, two other problems are solved in order to determine the impact that a further reduction of the waiting time (four months) would have on the requirements of extra resources for the hospital. The particular problem for the Trauma service is described in detail, but global results are shown and commented.

Although the sustainable development philosophy has been widely recognized, it is still necessary to weigh the economic, environmental and social implications of tourism development. The decision is often difficult involving typically complex multi-criteria decision making problems. This study aims to contribute a theoretical framework and approach for the determination of top priorities in tourism development and making decisions based upon that approach. Taking Xizang as a case, this study explores the means to weigh and realize tourism development goals during the '13th Five-Year Plan' period, using the analytic network process within a goal programming model. Results show that there are 10 criteria and nine decision variables determined in Xizang's sustainable tourism development and the priorities in Xizang's tourism development should be: 1) economic goals, 2) social goals, and 3) environmental goals. In addition, using the analytic network process-goal programming model, this paper provides the solution of the decision problem for two years, namely 2016 and 2020, and discusses the significance of the results. This study concludes that in a newly-emerging tourism but otherwise economically and socially backward region like Xizang, considering the economy first and the environment last is both appropriate and practicable. It is suggested that Xizang's tourism managers should implement specific strategies to raise the GDP, encourage higher levels of consumption by tourists and appropriately restrict the growth in the number of tourist coming to the area. Other goals should be to improve tourism research and the treatment of tourism employees and provide more support for tourism enterprises. The interdisciplinary approach from a systems perspective used in this study can be used to judge, queen and select numerous goals and criteria to make decisions in sustainable tourism development. The internet and local area networks, which are growing rapidly, have witnessed an increase in malicious threads. Therefore, the deployment of security tools is necessary for protecting organisations from external attacks on their information systems, preventing information losses and ensuring secure communication. To this end, the primary objective of this paper is to propose an enhanced methodology for supporting the decision maker in selecting the appropriate security tools for information systems in organisations. First, we construct a security criteria hierarchy as the decision criteria. Then, based on the criteria, we compute the competitiveness score of each security tool and the relative weights among different types of security tools utilising an analytic hierarchy process (AHP). Finally, in order to incorporate a trade-off between all the competitiveness aspects associated with the security tools and costs, a prioritising/weighting mixed integer goal programming (GP) model or a combination of mixed integer GP and weighted-sum model to determine the optimal solutions for the security tools is employed.
