This paper applies a multiobjective goal programming (GP) model to define the profile of the most profitable insurers by focusing on 14 firm-decision variables and considering different scenarios resulting from the exogenous change in interest rate and GDP per capita growth variables. We consider a detailed database of Spanish non-life insurers over the period 2003-2012 taking into account two dimensions of insurers' results: underwriting results and investment results. A prior econometric analysis is used to find out relevant relations among the variables. Next, a GP model is formulated on the basis of the relationships obtained. The model is tested in a robust environment, allowing changes in the coefficients of the objective functions, and for several scenarios regarding crisis/noncrisis situations and changes in interest rates. We find that having the stock organizational form, being an unaffiliated single company and maintaining low levels of investment risk, leverage, and regulatory solvency are recommended for result optimization. Growth and reinsurance utilization are not advisable for optimizing the results, whereas size should be positively emphasized even more in instability periods and when interest rates increase. The results also show that the optimal level of the diversification/specialization strategy depends on economic conditions. More specialization is advisable as negative changes in interest rates increase. However, we find that the optimal values of the diversification variable are higher for the crisis scenarios compared to the corresponding noncrisis scenarios, suggesting that diversification creates value in crisis. Further sensitivity analyses show the soundness of the conclusions obtained.

Integrated Energy System (IES) is critical to improving energy efficiency and promoting the large-scale development of renewable energy sources. However, uncertain renewable wind energy brings challenges to the IES's optimal operation. In this article, a chance constrained weighted goal programming (CCWGP) model is proposed to address this issue. First, the CCWGP is introduced to establish multiple chance constraints on gas turbine reserve capacity to achieve system risk quantification. Then, the objective function is established that aims to minimize the IES's operating cost and risk. Finally, the state transition algorithm (STA), an intelligent optimization algorithm, is used to solve this high-dimensional complex problem in the multi-energy coupling system. Experimental results verify that the proposed method can effectively balance the safety and economy of the system. © 2022 IEEE.

Broadcasting, which is an essential mode of operation in wireless sensor networks (WSNs), dissipates a non -negligible portion of the energy budget of a sensor node. Broadcasting is achieved by the dissemination of broadcast packets (originated at the BS) by a set of relay nodes, which constitute a backbone so that all sensor nodes receive broadcast packets. Utilization of multiple backbones is necessary to achieve balanced energy dissipation of sensor nodes in broadcasting. In this study, we propose two mixed integer programming (MIP) models (i.e., the flow-based model and the node-based model), which minimize the energy dissipation of the highest energy-consuming node for broadcasting by utilizing multiple backbones. Balanced energy minimization and delay minimization objectives are integrated through a goal programming (GP) framework built upon the foundation provided by the scalable node-based model. Performance evaluations based on the optimal solutions of our models reveal that maximum energy dissipation and delay in WSN broadcasting can be significantly reduced, simultaneously, by utilizing multiple backbones (e.g., with two backbones maximum energy dissipation and delay can be, concurrently, reduced by more than 2% and 22%, respectively, in comparison to the single backbone case, likewise, it is also possible to simultaneously reduce maximum energy dissipation and delay more than 8% and 13%, respectively, depending on the priorities assigned to the objectives). Nevertheless, employing more than two backbones does not provide any significant performance improvements.

In the dynamic manufacturing landscape, efficient scheduling of parallel plastic injection machines is critical for optimizing production efficiency, minimizing resource wastage, and enhancing sustainability. This study addresses inefficiencies in manual job scheduling at a leading electrical components manufacturer, with a focus on extended setup times and significant raw material losses during frequent color changes. The proposed solution uses goal programming techniques—specifically Weighted goal programming, Tchebychev goal programming, and Lexicographic goal programming—to develop an optimal scheduling model. The focus is on minimizing raw material loss and total setup time. All instances of the problem were solved using IBM ILOG CPLEX Version 22.1, ensuring robust and efficient solutions. This study aims to establish a benchmark for sustainable manufacturing practices by comparing these different goal programming approaches in terms of efficiency and effectiveness in real-world scheduling problems. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2025.

A goal programming model for early evacuation of vulnerable people and relief distribution during a wildfire

Wildfires generate many safety issues to population at risk areas. Sometimes, due to the proximity of a fire, it is necessary to carry out the evacuation of vulnerable people in order to protect them from heat, sparks or flames. To facilitate the evacuation planning, potential evacuees are classified according to their health condition, so that they are taken care of properly. Additionally, once they reach a safe area, basic supplies are crucial to ensure their welfare. In order to assure the proper coverage of the basic needs of the evacuees, supplies have been also classified according to their characteristics. Furthermore, not everybody decides to evacuate at the same time;on the contrary, vulnerable people affected by fires require assistance or go to the designated pick-up points according to their own susceptibility about the situation, leading to the dynamic arrival of potential evacuees along a certain time horizon. In the same way, dynamic arrival of potential supplies along time can be considered. All these factors define a real-life problem that can be formulated as a mixed integer optimization model that is dynamic, multi-modal and multicriteria. This model is more flexible than others available in the literature and allows for a joint approach to people evacuation and supply distribution. A case study regarding the Saddleridge Fire that hit San Fernando Valley in Los Angeles County, California, in October 2019, is introduced and used to validate the proposed model and evaluate its performance.

Companies must manage their supply chains effectively under changing conditions in marketplace in order to be successful against their competitors. As a result of some regulations in recent years, companies are forced to consider the damage they cause to the environment by their supply chain activities. In this paper, a production-distribution problem, which concerns economic and environmental effects, is considered. A multi-product, multi-stage production-distribution network with different transportation alternatives is modelled in the problem. A goal programming model is proposed to support planning decisions of this production-distribution network by considering the profit of network activities and the carbon emission value caused by material and product transportation. A randomly generated set of test data was used to evaluate the effectiveness of the proposed model. The results show that the proposed model can be used as an effective tool for environmentally friendly production-distribution planning.

In the Brazilian judiciary, the Electoral Registry Offices (EROs) are responsible for managing the Brazilian electoral districts. Moreover, not only do they organize elections in their district, but they are also responsible for managing the registration of electors and supervising the political parties. Brazil has a multi-party system with more than 35 political parties competing over the 295 cities of Santa Catarina state, which had over 4.98 million voters in 2017. In this context, we present a mixed integer model, with the concepts of goal programming and contiguity graph, to propose a more equilibrated distribution of political districts to Santa Catarina state. The mathematical model considers the political districting criteria (population balance, spatial contiguity, and compactness), and also considers the particularities of the Brazilian electoral system (minimum number of voters in an electoral district, maximum electoral zones per city, and so forth). The objective of the problem is to determine the optimum set of districts for the most efficient use of public resources and best service to the population. Therefore, there must be a balance of workload among the (EROs), i.e., a steady number of electors and nominating petitions per district. The solution proposed succeeded in presenting a set of districts with a better workload distribution while respecting all the districting criteria and the Brazilian legislation. Compared to the current situation, the model shows a reduction in the standard deviation of the electorate distribution per district of 7520 voters. The solution obtained by the proposed model for the Brazilian electoral system in the state of Santa Catarina may be used by any other of the 26 Brazilian states. The proposed model is a particularization of the classic political districting problem since it inserts complementary constraints to this classic problem from the operational research literature.

Being capital intensive, the shipping industry's asset and liability management (ALM) is very distinctive due to its difficulty for speculation. Credits and financing of the shipping industry are constrained especially in developing countries. With this, this paper aims to analyze the ALM of shipping companies in Malaysia with goal programming (GP) model to determine the balanced blend of assets, liabilities and equities for their profits, earnings and optimum management item. Malaysian shipping companies face many disturbances since the great lockdown and are now moving into the recovery phase. Hence a study on the ALM of the shipping companies would provide an overview of the assets and liabilities to make decisions on investment, expansion and succession activities. This GP model is enhanced by taking the best values of all goals as the target values to ensure better comparison of goal achievements. The results show that COMPLET, FREIGHT and HARBOUR have achieved the asset, equity and optimum management item goals. COMPLET and HABOUR have also achieved the profit and earnings goals. The quantifiable optimal allocation of resources serves as improvement values to revamp the companies. The overachievements and underachievement of goals provide insights for the shipping companies in their investment decisions, financing and risk management strategies. Even though GP model is highly flexible, the shipping industry must satisfy the interests of all the stakeholders simultaneously which cannot be fully reflected in this model. Future studies may include expert opinions which can then integrate with other multi-criteria decision-making model to reduce subjectivity.

Fuzzy cognitive-based goal programming for waste rock management with in-pit dumping priority: Towards sustainable mining

Internal (in-pit) dumping is a sustainable waste rock management approach that can mitigate the potential adverse environmental, social, and economic impacts of conventional off-site dumping. In this study, a fuzzy-weighted multi-objective programming model was developed to determine the best feasible waste scheduling strategy. Minimizing waste rock hauling cost, social complaints, environmental penalties, and operational issues are the main objectives of the model. A fuzzy cognitive map was incorporated into the model to analyze the objectives based on their causal relationships. Various weighting scenarios were used to assess the influence of prioritization of objectives on the waste scheduling results. The model was applied to a surface mine containing several lens-shaped limestone deposits. It was found that entirely dumping waste rock in the internal dumps (D1 -D3) could lead to the lowest social, environmental, and operational issues under the causal weights of 0.272, 0.267, 0.230, and 0.230 for the social, environmental, economic, and operational objectives, respectively. However, the distances between the extraction sites and internal dumps are large compared to external dumps (K1 and K2), and dumping in the external dumps resulted in significantly more social complaints and environmental effects. A sensitivity analysis on the capacity of the preferred internal dump (D1) indicated that if its capacity is inadequate to accommodate all wastes, the less preferable internal dumps would be used, followed by external dumps.

Supplier selection problems have been considered widely in literature;however, considering the availability and reliability of the products provided by suppliers has been investigated less. In this regard, the presented work addresses a supplier selection problem in which the reliability of the parts is one of their main factors for supplier selection. This paper develops a multiobjective mathematical goal programming model to allocate the system's components orders to the suppliers. The model minimizes the system construction costs and maximizes the probability of working the system in nominal and half capacity. The similarity of the ordered components affects their delivery lead times and prices. The model determines the optimal solution for an industrial system composed of 4 parts. The proposed approach includes using the reliability block diagram to develop the Markov chain model. A multiobjective binary nonlinear mathematical program uses the Markov model to select the optimal components suppliers. Solving the model by goal programming approach provides the possibility of reflecting the decision-maker opinion relative to the construction cost's importance compared to system availability.
