governmentdata covers authoritative and valuable information about our society. Public access to governmentdata, however, remains challenging largely due to the heterogeneity and complexity of the public information ecosystem which results in high costs for locating, decoding, inter-linking and reusing existing governmentdata. Recently, linked data-based solutions have been adopted by the leading practitioners (such as *** in the US and *** in the UK) to offer an open and incremental ecosystem that interconnects providers, consumers, and contributors of open governmentdata. This article first reports a community consensus on the architecture of the linked open governmentdata ecosystem, then reviews the key technologies reported by works included in this special issue, and finally concludes with three grand challenges towards opening, linking, and reusing governmentdata. While E-government is currently establishing as the most important public sector reform strategy in the EU (Lisbon Agenda), age is a factor which strongly affects E-government usage. Under the label of 'E-Inclusion' EU policies seeks to solve also age-related digital divide issues. This paper presents a preliminary exploration on the status of open governmentdata worldwide as well as in-depth evaluation of selected open governmentdata portals. Using web content analysis of the open governmentdata portals from 35 countries, this study outlines the progress of open governmentdata efforts at the national government level. This paper also conducted in-depth evaluation of selected cases to justify the application of a proposed framework for understanding the status of open governmentdata initiatives. This paper suggest that findings of this exploration offer a new-level of understanding of the depth, breath, and impact of current open governmentdata efforts. The review results also point to the different stages of open governmentdata portal development in term of data content, data manipulation capability and participatory and engagement capability. This finding suggests that development of open government portal follows an incremental approach similar to those of e-government development stages in general. Subsequently, this paper offers several observations in terms of policy and practical implication of open governmentdata portal development drawn from the application of the proposed framework.

Public governmentdata refers to documents and proceedings which are freely available and accessible. Repositories facilitate the collection, publishing and distribution of data in a centralized and possibly standardized way. Metadata is used to catalog and organize the provided data. The operationality and interoperability depends on the metadata quality. In order to measure the efficiency of a repository the metadata quality needs to be quantified. Quality assessment is considered to be most reliable when carried out by a human expert. This approach, however, is not always feasible. Hence, an automatic assessment of the quality of metadata should be pursued. Proposed metrics from the field of metadata quality assessment are taken, implemented and applied to three public governmentdata repositories, namely *** (Germany), *** (United Kingdom) and *** (Europe). Five quality metrics were applied: completeness, weighted completeness, accuracy, richness of information and accessibility. The metrics and their implementation will be discussed in detail and the results evaluated.

Although the open government concept is not new, current trends in open government imply a change in focus from the traditional principle of accountability to a concept of citizen empowerment, collaboration and information sharing. In this paper, we explore the use of open data and mobile apps in the top countries according to the UN 2010 e-government Survey. Our exploration suggests that, although not all countries yet offer mobile apps to their citizens, there is a great diversity of apps to create citizen value. Moreover, private companies and citizens are getting involved in the creation of such apps. More research is needed to understand ways to promote the development of this kind of government applications. Copyright 2012 ACM.
