This paper presents an extension of the two-stage transportation planning problem for a large scale hydropower construction project where bi-level programming and a balance of the satisfactory degree between decision makers are considered. For solving the complex and non-linear bi-level programming model, an interactive fuzzy programming technique and a particle swarm optimization with passive congregation algorithm are designed as a combined solution approach. Finally, the results and analysis of a practical example are presented to demonstrate the practicality and efficiency of the proposed model and optimization method.

In this paper, we focus on stochastic two-level integer programming problems with cooperative decision makers. Using the fractile criterion optimization model in chance constrained programming, the formulated stochastic two-level integer programming problems are transformed into deterministic ones. Taking into account vagueness of judgments of the decision makers, we present an interactive fuzzy programming method to derive a satisfactory solution through interactions with the upper-level decision maker in consideration of the cooperative relation to the lower-level decision maker. For solving transformed deterministic problems efficiently, we also introduce genetic algorithms with double strings for nonlinear integer programming problems. An illustrative numerical example is provided to demonstrate the feasibility and efficiency of the proposed method.

Bilevel Optimization of Regional Water Resources Allocation Problem under fuzzy Random Environment

The allocation of water resources has long been recognized as a critical optimization problem. In this study, a bilevel programming model with fuzzy random variables is developed for tackling a regional water resources allocation problem on the basis of water rights distribution in a river basin. The bilevel programming model takes the optimal total benefit of the society and the optimal economic benefit of each subarea as the upper and lower targets, respectively. In contrast to previous studies, the balance of the satisfactory degree between the upper and lower decision makers is considered in the bilevel optimization for ensuring the equity of the water resource allocation. To deal with inherent uncertainties, the fuzzy random variables are first transformed into trapezoidal fuzzy numbers, and by taking advantage of the expected value operation, the trapezoidal fuzzy numbers are subsequently defuzzified. For solving the complex and nonlinear bilevel programming model, an interactive fuzzy programming technique and an entropy-Boltzmann selection-based genetic algorithm are designed as a combined solution method. Rough approximation-based random model for quarry location and stone materials transportation problem

This paper considers a bi-level multi-objective quarry location and stone materials transportation problem for a large-scale construction project with random phenomenon. Based on the characteristics and mechanisms of the problem, the objective functions and constraints are established. To deal with the problem uncertainty, an expected value operator is employed to deal with the random coefficients in the objective functions, and a rough approximation method is adopted to deal with the feasible region, which features constraints with random coefficients. Then a rough approximation-based bi-level multi-objective model is developed as an equivalent crisp model. To solve the complex and nonlinear bi-level multi-objective model, a hybrid genetic algorithm embedded with an interactive fuzzy programming technique is designed as a combined solution method. Finally, the results and a comparison analysis of a case study at the Xiluodu dam construction project are presented to demonstrate the practicality and efficiency of the optimization method.

In this paper, considering the two-level linear programming problem, which is a numerical model for the optimization of a hierarchical system by two decisionmakers, we focus on the situation where the coefficients are stochastic variables and reduce the formulated two-level stochastic linear programming problem to an ordinary two-level programming problem based on the probability maximization model in chance-constrained programming. Based on the assumption that motivation exists for cooperation between the high-level decisionmaker and the low-level decisionmaker in this resulting two-level programming problem, we consider interactive fuzzy programming that interactively derives a satisfactory solution of the high-level decisionmaker while considering the balance with the degree of satisfaction of the low-level decisionmaker. Impact of the use-based maintenance policy on the performance of cellular manufacturing systems

In this paper, a multi-objective integer programming approach is developed to investigate the impact of the use-based preventive maintenance (UPM) policy on the performance of the cellular manufacturing system (CMS). Under the UPM policy a maintenance schedule is established which provides for the performance of preventive maintenance (PM) only after a predetermined number of operating hours of machine use. This research indicates how PM and failure repair (FR) actions affect the effective availability of the machines and accordingly the machine and inter/intra-cell material handling costs under the UPM policy. The objective is to minimise the machine cost, inter-and intra-cell material handling and PM/FR costs. The proposed model is solved by an interactive fuzzy programming (IFP) approach to determine the best compromise solution from the decision maker point of view. IFP assumes that each objective function has a fuzzy goal and focuses on minimising the worst upper bound to obtain an efficient solution which is close to the best lower bound of each objective function. Compromise solutions are prioritised by two efficiency criteria, i.e. grouping efficiency and system availability. The performance of the proposed model is verified by a comprehensive numerical example.

This paper proposes an interactive fuzzy programming method for seeking a satisfactory solution for multiobjective two-level linear fractional programming problems in which the decision makers in the upper and lower levels have several objectives, by first setting up the fuzzy goals for several objectives of each decision maker and seeking a satisfactory solution for the degree of satisfaction of two decision makers in a cooperative manner. In the proposed method, the decision maker at the upper level sets the minimal satisfactory levels for each fuzzy goal and the decision maker at the lower level determines the aspiration levels. The minimal satisfactory levels are treated as a constraint and the solution closest to the aspiration levels of the decision maker at the lower level is computed. The ratio of the aggregative degrees of satisfaction of the decision makers in the upper and lower levels with the obtained solution is evaluated by using partial information on the preference of the decision makers. If the ratio of the degrees of satisfaction satisfies the given condition and the decision maker at the upper level is satisfied with this solution, then the interaction is complete. Otherwise, a satisfactory solution is sought by updating the minimal satisfactory and aspiration levels. (C) 2003 Wiley Periodicals, Inc.

This paper presents interactive fuzzy programming for a decentralized two-level linear programming problem with a single decision maker (DM) at the upper level and multiple DMs at the lower level. The interactive method consists of two phases. In the first phase, after determining the fuzzy goals of the DMs at both levels, the DM at the upper level subjectively specifies a minimal satisfactory level. Taking into consideration overall satisfactory balance between the two levels, the DM at the upper level updates the minimal satisfactory level if necessary, and a tentative solution is obtained. In the second phase, consulting the ratios of satisfaction between the DM at the upper level and each of the DMs at the lower level, the DM at the upper level specifies maximal satisfactory levels to the DMs at the lower level and updates them if necessary. A satisfactory solution can be derived efficiently through the interactive procedure of the two phases. A numerical example illustrates the proposed method. (C) 2002 Elsevier Science B.V. A decentralized two-level transportation problem in a housing material manufacturer: interactive fuzzy programming approach

In this paper, we deal with a transportation problem in a housing material manufacturer and derive a satisfactory solution to the problem by taking into account not only the degree of satisfaction with respect to objectives of the housing material manufacturer but also those of two forwarding agents to which the housing material manufacturer entrusts transportation of products. The two forwarding agents handle the regular transportation and the small lot transportation, and each of them assigns work force, the transformation tasks properly. There are two objectives in the housing material manufacturer: one is to minimize the transportation cost and the other is to minimize the opportunity loss with respect to transportation time. The objectives of the two forwarding agents are to maximize their profits. We formulate the transportation planning and work force assignment problem as a decentralized two-level integer programming problem, and derive a satisfactory solution by applying an interactive fuzzy programming method. interactive fuzzy optimization for an economic and environmental balance in a river system

An interactive fuzzy approach is applied to develop a water quality management plan in a river basin for solving multi-objective optimization problems involving vague and imprecise information related to data, model formulation, and the decision maker's preferences. This approach, originally proposed by Sakawa in 1983, is modified and presented as a sustainable water quality management strategy in which the decision makers and the environmental analysts put forward their views on three major economic and environmental factors: river water quality, assimilative capacity, and treatment cost of wastewater. This methodology is illustrated in a case study of multi-objective water quality management in the Tou-Chen River Basin in northern Taiwan. The incorporation of these three economic and environmental factors demonstrates the capability of the fuzzy interactive multi-objective optimization approach and also works suitably in water quality management in a river basin by the trade-off procedures.
