Real-time locating systems (RTLS) enable a number of new important applications. Their performance is mainly limited by wireless propagation impairments. This paper puts forth the idea to enhance coverage and accuracy of RTLS in the presence of severe non line-of-sight propagation conditions using low complexity non-regenerative ultra-wide bandwidth relays. A maximum likelihood position estimator is derived and the feasibility of relay-based positioning scheme is demonstrated.

Divergent thinking refers to a style of thinking that ranges across a broad range of concepts, and is considered to be a core enabler of creativity. Thinking is often modeled as a process of conceptual combination, and creative ideas are seen as those using unconventional combinations of concepts. Since conceptual combination is fundamentally an associative process, it has been proposed that creative thinking reflects stronger than expected associations between normally remote associates in the mind of the thinker. We recently proposed a neurodynamical model called Itinerant Dynamics with Emergent Attractors ( IDEA) to explore the process by which ideas can emerge in an associative memory system through conceptual combination. In this paper we study how the functional dynamics of this model changes when its associative weights are changed to make remote associations stronger. We apply the model to data from four sets of papers from previous IJCNN meetings. In addition to identifying the differences in the dynamics due to changes in the association pattern, we consider whether divergent thinking can potentially predict future ideas or reconstruct past ideas.

In this article it is argued that one must distinguish between the arbitrary, short-run power of the state and the long-run, infrastructural power of the state. Game theory concepts are used to illustrate these ideas and successful development is linked to the infrastructural power of the state. The evolution of the latter is related to culture/ideology and this is given operational meeting within the context of simple game theory. The historical experience of Japan is utilized to illustrate these ideas.

This paper develops some of these ideas in a more specific way; it describes the way in which contracts were introduced between the workers and clients of a Family Service Unit After setting out the context in which the idea was introduced, the different features of some contracts between workers and families are reported, along with the views of the different parties. This material is used to illustrate and develop some of the ideas discussed in the earlier paper.

Most markets function nicely and easily; sometimes, all they need is a tree. A well-known story recounts that three centuries ago on Wall Street in the old New Amsterdam, a buttonwood tree marked the spot where traders and speculators would gather to trade informally. In 1792, 24 stockbrokers signed the Buttonwood Agreement, giving birth to the New York Exchange. Markets for technology and ideas (MFTIs) need more than a buttonwood tree to function though. Tom Lavelle, Senior Vice President at Rambus Technology, which leads the field in high-speed memory architectures, summarized the difficulties for MFTI after Rambus filed a suit against Nvidia for patent infringement: "For more than six years, we have diligently attempted to negotiate a licensing agreement with Nvidia, but our good faith efforts have been to no avail" (Business Wire, 2008). Such MFTIs are plagued by maladies, including asymmetric information, moral hazards, transaction costs, and strategic considerations that can even lead to the complete failure of markets (Fosfuri, 2006; Pisano, 2006). This setting explains why MFTIs appear in only a few sectors (e.g. biotechnology, chemicals, pharmaceuticals, software, and semiconductors) and remain virtually nonexistent in others. Traditionally, firms do not sell but rather embody their technologies and ideas in goods, services, and people (Teece, 1986).

Americans have heightened fears of radiation, including that emitted by diagnostic imaging equipment. The origins of these fears lie in the nation's history of nuclear bombs and plant meltdowns. These fears were fueled in 2009, when it was learned that a California hospital had exposed more than 200 brain scan patients to abnormally high doses of radiation, subjecting many to skin burns, hair loss, and increased risk for long-term radiation effects [1]. This disclosure came close on the heels of another California incident in which a 2-year-old boy underwent more than 1 hour of scanning for posttraumatic neck pain [2]. These unfortunate incidents highlighted the lack of controls in place with respect to radiation dose and contributed to a renewed legislative and regulatory focus on addressing radiation concerns.

Smoothing of derivative values which correspond, for example, to the gradient of a finite element method (FEM) solution of a scalar field, is a well-known approach for obtaining an estimate of a higher-order derivative. The difference may be used to estimate the error in the derivative or recovery may simply be used as a post-processing tool. Recovery is not a well-explored topic for electromagnetic field integral equation solutions by the Method of Moments (MoM). Recently, a charge recovery procedure for the RWG-based MoM has been introduced. This paper explores the possibility of recovery for the current itself. Recovered current distributions and a posteriori estimated errors based on the recovered values are presented.
