This paper describes an idea of one approach to small aircraft safety increasing. The project was founded as reaction on numbers of small simple-engine aircraft accidents in the Czech Republic and their usual reason - human factor. Pilots and schools in the Czech Republic recently started to use glass cockpits which can be used also in other way than pure EFIS. Glass cockpit system could be extended by appropriate safety software modules. Software modules can be used in critical situations for flight analysis and giving appropriate advices to the pilot. Under this project was developed simple module navigating pilot to landing site when engine fails. Paper describes first version of EFIS with mentioned modules and also summarizes idea of designing system including testing approaches.

Deep fading and multicell interference are the two main limiting factors for the practical realization of ultrareliable wireless transmissions. A recently proposed solution for achieving ultrareliability builds upon the idea of combining the user messages as a single packet, then transmitting the packet using a two-phase relaying strategy in order to harvest diversity. A potential problem with such a strategy is that it may be overly optimistic about the ability of the device to decode the entire message in the first phase. This work devises an alternative approach that splits the per-cell message into the broadcast part and the relay part, thereby enabling layered data transmissions to the receivers of various channel conditions. We first analyze the information theoretic achievable rate of a channel with one sender and two receivers, and show that rate-splitting attains the optimal generalized degree-of-freedom (GDoF) whereas the existing method is suboptimal. Furthermore, we combine rate splitting with successive cancellation to handle the case with multiple cells interfering with each other. Numerical examples show a significant advantage of the proposed rate-splitting method over the existing approaches.

Stopping the unstoppable? A discursive-institutionalist analysis of renewable transport fuel policy

From a discursive-institutionalist perspective I seek to establish the influence exerted over environmental agenda setting and policy change by ideas and discourse, through an examination of recent developments in the UK's flagship biofuels policy, the Renewable Transport Fuels Obligation (RTFO). Discursive institutionalism's central contention is that the intricate interactions between ideas and institutions should be at the centre of studies of the policy-making process. By elucidating the mutually reinforcing character of cognitive processes (including 'framing' and 'boundary work') and institutional factors (such as 'standard operating procedures' and path dependency), I show how, despite a raft of countervailing evidence, significant changes in both the form and objectives of the RTFO were precluded. Longer-term research is required to establish the precise precipitating circumstances enabling such stability to result from these feedbacks, however, as it is-theoretically at least-equally likely that far shorter periods of dramatic policy change, or 'paradigm shifts', will emerge.

TOWARD THE SELF-REGULATION OF MOOD - THEORY AND RESEARCH

Moods, defined as diffuse or global feeling states, may lead us to take self-regulatory action designed to maintain them (good moods) or eliminate them (bad moods). This paper first surveys theories that help explain the origin and nature of such feeling states and then goes on to review and evaluate evidence purporting to demonstrate that self-regulation of mood occurs. Some support was found for the idea that people in bad moods will engage in various self-gratifying or self-indulgent acts as "therapy". Other techniques that appear to be used are alcohol consumption and self-serving cognitive processes. The evidence regarding other sorts of self-regulation is fragmentary and/or anecdotal. It is argued that research on the self-regulation of mood would profit from better theoretical development, and some ideas along these lines are offered.

In the scope of the IDEAS project to develop General Guidelines for the Assessment of Internal Dose from Monitoring data, two databases were compiled. The IDEAS Bibliography database contains references dealing with problems related to cases of internal contamination. The IDEAS Internal Contamination database now contains more than 200 cases of internal contamination. In the near future, the IDEAS Internal Contamination database will be made available to the internal dosimetry community. The database has several potential applications, including: training, testing biokinetic models, testing software for calculating intakes and doses from bioassay data, comparison of data from a new accidental intake with that from previous exposures to similar materials. The database is by no means complete, and this presentation is also an appeal for internal contamination cases to extend and update it.

OMA as tribute to OMU: exploring resonances in the work of Koolhaas and Ungers

This article explores the resonance between the work of Rem Koolhaas and that of Oswald Mathias Ungers. It has been suggested that the roots of OMA lie in Berlin, which this article expands upon. The ideas of Koolhaas and Ungers exhibit important parallels throughout the period from 1968-1978, when Koolhaas was a student and later a colleague of O.M. Ungers, beginning with Koolhaas's admission to Cornell in the Autumn of 1972. This period was a formative period in the work of Koolhaas, where many of his ideas on architecture and its relationship to the city took shape. Exploring a number of ideas and projects in the period from 1968-1978 ( from his studies at the Architectural Association through to his time working with Ungers), this article argues that, contrary to popular belief, the formal tools of architecture play a central role in the work of Koolhaas.

The article refers to the Longitude Prizes of the 18th century and focuses on the innovation management concept called a tournament for ideas. The incentive mechanism in tournaments or contests that generate innovation and revolutionary or evolutionary ideas is discussed. The design of tournaments from an economic theory perspective such as prize structure is mentioned. A decision tree which includes the major points in the design of tournaments for ideas is discussed. Examples are given of platform and network concepts in market ecosystems that produce an exchange of ideas.

The psychological consequences of combat exposure: The importance of appraisals and post-traumatic stress disorder symptomatology in the occurrence of delusional-like ideas

Objective. The aim of the current study is to explore the association between combat experience and the occurrence of delusional-like beliefs. It is hypothesized that negative post-trauma appraisals and positive beliefs about paranoia will be associated with vulnerability to delusional ideas and that veterans who meet criteria for post-traumatic stress disorder (PTSD) will be more likely to hold delusional-like ideas. Design. A small-scale survey design was employed in order to ensure that detailed information was gathered concerning battle exposure. Methods. Forty-one British war veterans completed questionnaires relating to combat experience, delusional ideation, beliefs about paranoia, appraisals of combat trauma and PTSD symptomatology. Results. Negative post-trauma cognitions and positive and negative beliefs about paranoia were associated with increased predisposition to delusional beliefs;however, the severity of combat experience was not. It was also found that veterans who met criteria for PTSD were more likely to hold delusional-like ideas compared with those who did not. Furthermore, the PTSD group held more negative post-trauma cognitions and more positive beliefs about paranoia. Conclusions. These findings suggest that PTSD symptoms may confer vulnerability to delusional beliefs and that this may be mediated by negative appraisals about the self, the world and dysfunctional beliefs about paranoia. However, it is possible that psychotic-like phenomena confer vulnerability to PTSD. The implications of these findings are discussed.

ECAR takes the ideas of programmable data plane, including signal processing in the physical layer, MAC, and upper layers, software defined networking, common channels in the physical layer, and coordination mechanisms in the control plane. ECAR applies these ideas in a coherent and systematic manner. The result is a modular and flexible design where new cellular service models can be implemented in software.

The generation of ideas and their implementation are crucial for economic performance. We study this in a model of endogenous growth, where productivity increases with innovation and where the exchange of ideas (technology transfer) allows those with comparative advantage to implement them. Search, bargaining, and commitment frictions impede the idea market, however, reducing efficiency and growth. We characterize optimal policies involving subsidies to innovative and entrepreneurial activity, given both knowledge and search externalities. The role of liquidity is discussed. We show intermediation helps by financing more transactions with fewer assets and, more subtly, by ameliorating holdup problems. We also discuss some evidence.
