This panel looks into the impact of the current copyright framework in the European Union on text and data mining (TDM) and discusses the impact of introducing a TDM exception in EU copyright law. A design of this exception is proposed for the panel, and is partially based on findings in the Horizon 2020 FutureTDM project. This project aims to improve uptake of text and data mining (TDM) in the EU and, in that regard, has studied the legal barriers to TDM and will be developing and recommending a policy framework in the future. Part of this policy framework will consist of possible actions to be undertaken by the - European and national - legislators. A TDM exception is considered to include in the recommendations and we therefore broach the topic to discuss the possible legal, economic and practical impact of such an exception with experts from the field. The TDM exception, as proposed for this panel, is inspired by the "black-box analysis" exception from the Software Directive, which allows lawful users of a program to perform any of the acts of loading, displaying, running, transmitting or storing the program to "determine the ideas and principles" underlying it. The authors of the panel believe that this underlines the general principle of copyright law: namely, that ideas and facts are not protected. Therefore, proposition to be discussed is that a similar exception should be introduced for copyright law in general, that would allow reproductions to be made of works for the sole purpose of extracting facts and ideas underlying them. This would allow TDM activities, where machines 'read' lawfully accessed works just as the human reading of works does not require further authorization from the copyright holder.

This research involves a study of the existing carsharing services in Singapore. In this paper, a novel method to forecast and relocate vehicle resources for carsharing services was proposed. The idea is adapted from a model of logistical inventory management The proposed model consists of three main components, i.e., focus forecasting, inventory replenishing, and microscopic traffic simulation. Based on the experimental results, the proposed method has the potential to improve the carsharing service currently operating in Singapore.

This paper presents an original approach for improving performances of the supervised classifiers in hyperspectral remote sensing imagery using generation of synthetic samples to optimize the training set. The proposed model called Virtual Sample Generation by Concurrent Self-Organizing Maps (VSG-CSOM) is based on the idea of improving the training set of a supervised classifier by substituting the initial labeled sample set with the "virtual" samples generated with a system of concurrent SOMs. Wehave considered a Spatial-Contextual Support Vector Machine (SC-SVM) classifier, taking into consideration both intraband and also interband pixel correlation. The proposed method is implemented and evaluated using two of the most known data sets of hyperspectral images: Indian Pines and Pavia University. The experimental results prove the significant advantage of the new model.

By this study, it is aimed to build a general agent framework to simulate human-like intelligence. For this purpose, theories of needs and intentional notion are combined together. To explain motives, Alderfer's needs theory which is based on the ideas of Maslow is adopted. In this manner, it is tried to define the needs of human-beings as the cause of emergence of intelligence. Intelligent entities are considered as entities driven by unsatisfied needs, to satisfy these motives they act intentionally. Based on these ideas, we present an architecture to mimic all aspects of human intelligence.

To the Editor: In the letters pages of ANZJP, April 2012, Pek Ang proposes "extremes in the speed of thought" as a pathogno-mic symptom for bipolar disorder and goes on to suggest that "we could consider the slower pole of depression as 'psycho-retardation' and the faster pole of mania as 'psycho-acceleration'". He then queries whether "these ideas have been previously expressed".

This paper addresses adaptive detection of possibly rangespread targets without resorting to secondary data, namely data free of signal components, but sharing the spectral properties of those under test. More precisely, detection of coherent target echoes embedded in Gaussian noise with unknown covariance matrix has been attacked by approximating the covariance matrix of the noise as a block diagonal one with identical diagonal blocks;moreover, each block is estimated froma set of subvectors obtained by filtering out possible signal components from data under test. The proposed detector guarantees the Constant False Alarm Rate (CFAR) property with respect to the noise power. In addition, its threshold setting seems not very sensitive to the actual structure of covariance matrix. Finally, a preliminary performance assessment, also conducted using real high range resolution radar data from an urban scene, has shown that it might be a viable means to deal with uncertain scenarios.
