Waste Management Model Associated with Public-Private Partnership in Hamilton, Ontario, Canada

A waste management model associated with public-private partnerships (WMMPPP) was formulated and applied to the City of Hamilton, Ontario, Canada. The WMMPPP has the advantages of considering a combination of public and private services so that trade-offs between system costs and service quality can be addressed. Meanwhile, uncertain information presented as interval numbers can be effectively communicated into the optimization processes such that feasible decision alternatives can be made through the interpretation and analysis of the interval solutions according to projected applicable system conditions. The model minimizes the inexact costs (direct costs, indirect costs, and penalties) under three waste-service-delivery scenarios: (1)100% in-house public services, (2)a combination of public and private services, and (3)100% private services. These three scenarios covered most types of the municipal solid waste (MSW) management systems in North American municipalities. The results indicated that reasonable solutions were generated through the WMMPPP under different scenarios. Most importantly, the risk of total system costs would increase with the decrease of service quality due to privatization in Hamilton. This study is potentially useful for MSW decision-makers in most municipalities of North American for long-term planning of regional waste management activities and for formulating related local policies/regulations regarding privatizing the service delivery in waste management. It is recommended that more-complex and hybrid inexact programming models based on the WMMPPP be further developed. (C) 2015 American Society of Civil Engineers.

Sustainable energy generation is a key feature in sustainable development and among various sources of energy electricity due to some unique characteristics seems particularly important. Optimising electricity generation mix is a highly complex task and requires consideration of numerous conflicting criteria. To deal with uncertainty of experts' opinions, inaccuracy of the available data and including more factors, some of which are difficult to quantify, in particular for environmental and social criteria, we applied grey relational analysis (GRA) with grey linguistic, and grey interval values to obtain the rank of each system. Then the obtained ranking were used as coefficients for a multi objective decision making problem, aimed to minimize the cost, import dependencies and emissions as well as maximizing the share of generation sources with better ranking. Due to existence of interval variables multi objective grey linear programming (MOGLP) method was used to solve the problem. Our results for the UK as a case study suggest increased role for all low carbon energy technologies and sharp reduction in the use of coal and oil. We argue that the integrated GRA-MOGLP approach provides an effective tool for the evaluation and optimisation of complex sustainable electricity generation planning. It is particularly promising in dealing with uncertainty and imprecisions, which reflect real-life scenarios in planning processes.

interval programming techniques are a valuable approach for tackling uncertainty in mathematical programming models, because they only require the knowledge of the feasible range of variation of the model coefficients. Nevertheless, the use of these techniques has some limitations, namely when the number of decision variables with interval coefficients is high since the number of objective functions at stake in the sub-problem for testing the (weak) efficiency of each non-basic variable may be easily out of an acceptable computational effort. A similar problem may arise with the number of sub-problems for testing the multi-parametric optimality of each solution obtained (that is, to check whether the solution is possibly optimal or not) and the multi-parametric optimality of each edge by using the all emanating edges algorithm. An alternative algorithm is suggested that allows obtaining all possibly optimal solutions, which fulfill the formal criteria of optimality in a feasible bounded region.

Fuzzy Multi-Objective linear programming Problem Using DM's Perspective

In this paper, a two-stage method has been proposed for solving fuzzy multi-objective linear programming problem (FMOLPP) with interval type-2 triangular fuzzy numbers (IT2TFNs) as its coefficients. In the first stage of problem solving, the imprecise nature of the problem has been handled. All technological coefficients given by IT2TFNs are first converted to a closed interval and then the objectives are made crisp by reducing a closed interval into a crisp number, and constraints are made crisp by using the concept of acceptability index. The amount by which a specific constraint can be relaxed is decided by the decision maker, and thus, the problem reduces to a crisp multi-objective linear programming problem (MOLPP). In the second stage of problem solving, the multi-objective nature of the problem is handled by using fuzzy mathematical programming approach. In order to explain the methodology, two numerical examples of the proposed methodology in production planning and diet planning problems have also been worked out in this paper.

Facing serious environmental forms and combining structure, engineering and management emissions reduction (SEM), this paper had drew up a SEM total control evaluation index system, and built an interval optimization model of regional pollution total amount control which minimized the emission reduction costs. Through the application of model case, the interval optimal model had obtained a reasonable scheme. The minimum total costs of emission reduction was [461.51, 531.19] (10(8) yuan), decreasing -1.75%similar to 11.59% comparing with the recommended scheme (522.03, 10(8) yuan), while the maximum emissions reduction of COD, NH3-N, SO2 and NOx were [42.58, 48.32], [6.92, 7.80], [30.72, 34.96], and [23.21, 26.78] (10(4) tons). The interval optimal result provides policymakers an excellent decision, expands the range of macro-decisions and controls countermeasures for pollutant total amount control program.

The paper is concerned with the application of interval linear programming to limit analysis of discrete structures. The static limit analysis problem is formulated as an interval linear program, i.e. a linear programming problem with two-sided constraints. A new method to obtain an explicit representation of the set of optimal solutions to this problem, using the generalised inverses of matrices, is proposed in the paper. The method is illustrated by simple examples of truss, beam and frame. © 1984.

Bounds on mean absolute deviation portfolios under interval-valued expected future asset returns

This work concerns a suitable range of optimal portfolio compositions as well as their optimal returns in the mean absolute deviation portfolio selection model when a threshold return expected from the investment is given. Disagreement in measurements of expected future asset returns is resolved by the alternative representation of their intervals. The nonlinear behavior of the resultant parametric model with its nonconvex feasible region is discussed in detail. Constraints used in achieving exact bounds can be relaxed for faster computation and more accurate results, leading to relaxed bounds which can be improved by basis stability. This is particularly useful for a securities company to create more appealing advertisement on its financial products and also for an investor to screen out unfavorable assets from a variety of instruments to spend less time on and reduce expenses incurred in the process of fundamental and technical analysis. The relaxed bounds are compared with the bounds obtained by bilevel and nonlinear approaches.

For a Microgrid (MG) with cooling, heating, electricity coordinated supply to satisfy its end customers' multi energy-type demands, a day-ahead coordinated scheduling model is developed. In the model, the objective for achieving the economy of MG owner, and the constraints for the multi-energy supply and demand balances and energy devices characteristics are considered. The fluctuations of solar and wind power generation and electricity load are described by uncertainty intervals. For the nonlinear performance of energy devices, the piecewise linear regression is implemented to make it approximately represented by linear functions, and then the interval linear programming is applied to derive the interval values of the worst-and the best-case optimal solution. Several case studies are given to demonstrate the effectiveness of the proposed method.

In this paper, we consider a non-cooperative 2-player zero-sum interval-valued 2-tuple fuzzy linguistic (IVTFL) matrix game and develop a methodology to evaluate its saddle point and optimal interval-valued linguistic value of the game. In this direction, we have constructed an auxiliary pair of interval-valued linguistic linear programming (IVLLP) problem that is further transformed into conventional interval linear programming (ILP) problem to obtain optimal strategy sets of both players as the region that is not only completely feasible but also totally optimal. The proposed method is illustrated via a hypothetical example to show its applicability in the real world. To validate the suggested solution scheme, the transformed ILP problems are solved using best-worst case (BWC) approach, enhanced-interval linear programming (EILP) method and linguistic linear programming (LLP) technique of solving interval linguistic matrix game problems and lastly the obtained results are compared.
