In this paper, we propose a model that can be used as a decision support system for post-disasters recovery. This model consists of finding an optimal scheduling of the ambulances in order to bring the maximal number of alive victims to hospitals, taking into account many constraints such as the number of beds in the hospitals, the capacity of ambulances, the time to death of each victim. We have developed a mixed integer programming (MIP) model for the problem and generated test instances in different sizes (5-100 victims) and we have developed a memetic to solve the studied problem. The results show that the proposed algorithm can be effectively carried out in an emergency evacuation.

In this paper, an event-triggering approach is proposed for a robust model predictive control method. The approach is applicable to constrained, linear time-invariant systems with bounded, additive disturbances. At each triggering instant, the triggering mechanism is designed online using a linear programming approach. Intuitively, the mechanism is a sequence of hyper-rectangles that surround the optimal state trajectory, over the prediction horizon. Standard analyses of robust feasibility and robust stability of the closed-loop, event-triggered control system are conducted. A numerical example is presented to show benefits of the proposed approach. In particular and under the assumption that the disturbance has a uniform distribution, we further study some statistical properties of the generated triggering instants.

This paper presents a mixed-integer linear programming model for the optimal long-term electricity planning of the Greek wholesale generation system. In order to capture more accurately the technical characteristics of the problem, we have divided the Greek territory into a number of individual interacted networks (geographical zones). In the next stage we solve the system of equations and provide simulation results for the daily/hourly energy prices based on the different scenarios adopted. The empirical findings reveal an inverted-M shaped curve for electricity demand in Greece, while the system marginal price curve also follows a non-linear pattern. Lastly, given the simulations results, we provide the necessary policy implications for government officials, regulators and the rest of the marketers.

Distance measures are important in the framework of multi-criterion decision making with probabilistic linguistic term sets. However, few studies investigated the distance of probabilistic linguistic term sets from the perspective of probability distributions. Due to this fact, this paper originally proposes a probabilistic linguistic Kolmogorov-Smirnov distance measure to identify the gaps between probability distributions. As a basis of this distance measure, the cumulative probability distributions of probabilistic linguistic term sets are introduced. Then, a common basic scale is given to get the probabilistic linguistic Kolmogorov-Smirnov distance between the probabilistic linguistic term sets with different lengths. After that, a linear programming technique for multidimensional analysis of preferences is developed based on the probabilistic linguistic Kolmogorov-Smirnov distance. An illustration of the hospital service quality evaluation is solved by the proposed method, and a sensitivity analysis is done to demonstrate the reliability of the results.

Based on the consideration of respective and common interests of emergency management network decision-making departments and the affected people, the gray discrete bi-level programming method, is applied to solve the double emergency management network planning problem with interval gray parameters. A related model is established to simulate and optimize the design of the medical rescue supplies dispatch management network under the condition of sudden infectious diseases. The gray discrete bi-level programming method based on the hierarchical model and solution, fully considering the hierarchical level of the management system and the selection behavior of the affected people, can be used to solve the planning problem of the emergency management network with interval gray parameters, and optimize the decision-making mechanism of the actual management network. It is proved that calculation results are more credible compared with other traditional planning models.
