A mathematical programming model for Scheduling of Nurses' Labor Shifts

In this study, a mathematical programming model is proposed for scheduling problem of nurses' labor shifts. The developed mathematical programming model's aim is to minimize nurses' total idle waiting time during a week planning horizon. In this model, investigated constraints are as follows: (1) Maximum total working time a week for each nurse must not be exceeded. (2) After a nurse works a shift, the nurse can be assigned to another shift after two shifts at least. This constraints-set ensures resting of the nurse after the nurse works a shift. (3) Total number of nurses worked for each shift must be controlled with maximum and minimum bounds given for number of nurses for each shift. In this manner, total number of nurses worked for each shift is between maximum and minimum limit-values given for each shift. This constraint ensures flexibility to the user to determine number of nurses for each shift. (4) The decision variable that shows nurse-shift assignment pairs is 0 or 1. In this study, maximum total working time a week for a nurse, total number of nurses in a health service, maximum and minimum numbers of nurses worked a shift are user-specified parameters. In this way, this model can be adapted for the studies with different values of these parameters. In this study, the developed model is illustrated using a numerical example and then LINGO8.0 software is used to ensure the global optimum solution of the developed model. Results and also sensitivity analysis carried out for this example are presented in the study.

Probabilistic hesitant fuzzy multiple attribute decision-making based on regret theory for the evaluation of venture capital projects

The selection of venture capital investment projects is one of the most important decision-making activities for venture capitalists. Due to the complexity of investment market and the limited cognition of people, most of the venture capital investment decision problems are highly uncertain and the venture capitalists are often bounded rational under uncertainty. To address such problems, this article presents an approach based on regret theory to probabilistic hesitant fuzzy multiple attribute decision-making. Firstly, when the information on the occurrence probabilities of all the elements in the probabilistic hesitant fuzzy element (P.H.F.E.) is unknown or partially known, two different mathematical programming models based on water-filling theory and the maximum entropy principle are provided to handle these complex situations. Secondly, to capture the psychological behaviours of venture capitalists, the regret theory is utilised to solve the problem of selection of venture capital investment projects. Finally, comparative analysis with the existing approaches is conducted to demonstrate the feasibility and applicability of the proposed method.

In recent years, hesitant multiplicative preference relation (HMPR) has been a powerful means to represent the evaluation information of decision makers during the pairwise comparison concerning alternatives. As the important parts of group decision making (GDM) issues with HMPRs, the consistency improving and consensus reaching processes have been researched by many scholars;however, the existing approaches present several limitations, including defining the consistency index depend on the other HMPR instead of the original HMPR, improving the consistency and consensus levels of HMPRs independently, and that the high computational complexity of the existing iterative algorithms. To overcome these drawbacks, this paper proposes a mathematical programming model to improve the consistency and consensus levels of HMPRs, simultaneously. First, a consistency index according to multiplicative consistency is put forward to compute the consistency degree of normalized HMPR (NHMPR) after the normalization procedure. Second, a programming model by minimizing the difference between the original NHMPR and the revised NHMPR is developed to obtain the acceptably consistent NHMPR;then, a consistency-based method is constructed to solve the decision making problems with an HMPR. Third, considering the GDM issues, a consistency- and consensus-based programming model is established to obtain the acceptably consistent and consensus NHMPRs, in which the original evaluation information can remain as much as possible. Fourth, the normalized hesitant multiplicative weighted geometric operator is introduced to fuse the revised NHMPRs and an algorithm for GDM is proposed with novel consistency improving and consensus reaching processes. Individual consistency and group consensus are important topics in group decision-making process with preference relations. This study introduces a programming model to meet the individual consistency level and group consensus threshold value simultaneously. First, the distance measure between two probabilistic hesitant fuzzy preferences (PHFPRs) is proposed, and a consistency index for PHFPR is defined based on the proposed distance measure. Then, a mathematical programming model is constructed to improve its consistency when the PHFPR does not meet the consistency level. Second, considering that some values in PHFPRs provided by the decision makers may be missing in the decision-making process, a mathematical programming model is constructed to derive the missing values. Third, the proximity degree between any two decision makers is proposed, and a consensus index among the decision makers is defined based on the proposed proximity degree. Then, a mathematical programming model is constructed to obtain the expected consistency level and consensus threshold value simultaneously. Finally, an example is provided to illustrate the effectiveness of the proposed method. Comparative studies with several existing methods are also provided.

A critical step in the design of urban transport networks is the determination of the routes and the frequencies of buses. This situation entails a highly combinatorial optimization problem with a complex computational solution, even for small instances. Several studies have addressed such a situation, minimizing travel times as the main objective. However, the growing trend toward the development of sustainable transport operations requires that the design of the network also considers the emissions of toxic gases that result from combustion, which leads to a new variant of this type of problem, called the pollution transit network design problem. In this paper, the problem is formulated as a biobjective mathematical programming model. Complex problem instances are proposed for this problem, and by using a multi-objective genetic algorithm, we approach the unimodal and bimodal version of the problem by taking into account the elastic demand between buses and cars. By using the proposed mathematical programming model and the genetic algorithm for small and large problem instances, respectively, we show that the generated pollutant emissions are drastically reduced without increasing travel times or costs.

Optimal Allocation of Water Resources Using a Two-Stage Stochastic programming Method with Interval and Fuzzy Parameters

Efficient water allocation is one of the most prominent issues in water resources management. In this research, a two-stage interval-parameter stochastic fuzzy programming with type 2 membership functions was used to allocate water resources optimally to different users under uncertainty. This method can handle uncertainties expressed as probability distributions, discrete intervals, and fuzzy sets. The model considers treated wastewater as an allocable water resource in a scenario, in addition to water that is extracted from wellheads, springs, and qanats. Moreover, the loss rate of water during distribution, surplus water in the reservoir in the previous and the next period, and treated wastewater parameters have been incorporated into the model. This model was applied to a case study of water resources allocation within a multi-user and multi-reservoir context in the Zarand region of Kerman, Iran. The results indicate that reasonable solutions have been generated, in the form of interval and fuzzy information under different scenarios that could help managers provide optimal water resources allocation plans. The results also demonstrate that establishing a wastewater treatment station increases the system net benefits, surplus water in wellheads for the next period, and system reliability (level of satisfying the fuzzy goal and constraints), and decreases encountering water shortages.

An iterated local search algorithm for the team orienteering problem with variable profits

The orienteering problem (OP) is a routing problem that has numerous applications in various domains such as logistics and tourism. The objective is to determine a subset of vertices to visit for a vehicle so that the total collected score is maximized and a given time budget is not exceeded. The extensive application of the OP has led to many different variants, including the team orienteering problem (TOP) and the team orienteering problem with time windows. The TOP extends the OP by considering multiple vehicles. In this article, the team orienteering problem with variable profits (TOPVP) is studied. The main characteristic of the TOPVP is that the amount of score collected from a visited vertex depends on the duration of stay on that vertex. A mathematical programming model for the TOPVP is first presented and an algorithm based on iterated local search (ILS) that is able to solve modified benchmark instances is then proposed. It is concluded that ILS produces solutions which are comparable to those obtained by the commercial solver CPLEX for smaller instances. For the larger instances, ILS obtains good-quality solutions that have significantly better objective value than those found by CPLEX under reasonable computational times.

Interval-valued intuitionistic fuzzy matrix games based on Archimedean t-conorm and t-norm

Fuzzy game theory has been applied in many decision-making problems. The matrix game with interval-valued intuitionistic fuzzy numbers (IVIFNs) is investigated based on Archimedean t-conorm and t-norm. The existing matrix games with IVIFNs are all based on Algebraic t-conorm and t-norm, which are special cases of Archimedean t-conorm and t-norm. In this paper, the intuitionistic fuzzy aggregation operators based on Archimedean t-conorm and t-norm are employed to aggregate the payoffs of players. To derive the solution of the matrix game with IVIFNs, several mathematical programming models are developed based on Archimedean t-conorm and t-norm. The proposed models can be transformed into a pair of primal-dual linear programming models, based on which, the solution of the matrix game with IVIFNs is obtained. It is proved that the theorems being valid in the exiting matrix game with IVIFNs are still true when the general aggregation operator is used in the proposed matrix game with IVIFNs. The proposed method is an extension of the existing ones and can provide more choices for players. An example is given to illustrate the validity and the applicability of the proposed method.

The reuse of sewage-treated water can be one of the means of securing water resources in areas with poor water. Generally, wastewater treatment plants are built near the sea and rivers, but when considering reuse, such locations are not necessarily optimal in terms of cost. In this paper, with a view to the reuse of reclaimed water, a mathematical optimization model as a decision support is developed. Through a numerical analysis, we will clarify that the optimal location of the secondary and the advanced treatment plants is different from a conventional one.

Following China's pledge to mitigate GHG emissions, natural gas has become an important choice for promoting low-carbon development in the country. China has introduced natural gas-friendly policies to increase the penetration of natural gas into its total energy consumption, causing an increase in the demand for foreign natural gas in China. This study attempts to devise a foreign natural gas import scheme for China by constructing a mathematical programming model. Various aspects of energy security, such as diversification, lower dependency, Supplier export capacity, minimizing the import cost, transport distance and political instability associated with each of the foreign natural gas suppliers, were incorporated in the decision-making model for a foreign natural gas import scheme for the years 2015 -2020. The proposed model optimizes China's strategy by utilizing the existing capacity of the piped natural gas (PNG) infrastructure and gradually increasing the liquefied natural gas (LNG) supply from the top six suppliers in the world, i.e. Qatar, Malaysia, Australia, Nigeria, Indonesia, Trinidad & Tobago and Algeria. Furthermore, the analysis of the existing and planned LNG and PNG import infrastructure suggests that China will have more than enough import capacity to fulfil the demand for foreign natural gas in the country until 2020.
