This paper considers using unmanned aerial vehicles (UAVs) to survey remote sites across a city. Suppose that a UAV can take public transportation vehicles (PTVs) like a passenger. Then, it may reach a site that is unreachable by flying only. Based on this UAV-PTV scheme, we investigate a task-UAV assignment problem. We formulate a mixed-integer linear programming (MILP) problem that minimizes the overall energy consumption of UAVs, subject to that every site is surveyed by a certain number of UAVs during a given time window. This problem is NP-hard, and we present a sub-optimal solution. It orders the surveillance tasks according to the time windows. Then, starting from the earliest task, it assigns the tasks one by one to UAVs. The comparison with the brute force method shows that the proposed solution can achieve competitive performance in a reasonable time.

The network-wide urban traffic signal settings are generally optimized with the link-based overall indices, incapable of taking the traffic flow at the path level into account. This paper proposes a mixed backpressure index for a path considering both its throughput and the movement occupancies. With this index, we propose a one-step control to optimize the network-wide signal timing plans every time step embedded with a path-based store-and-forward model and extend it to multi-step by applying model predictive control methodology for the purpose of avoiding erratic switching among stages. Both the one-step and multi-step control are equivalently translated into mixed-integer linear programming problems for computational efficiency. The results of a numerical study on a calibrated network of Caohejing District in Shanghai indicate that the mixed backpressure index based methods provide better performance in terms of delay time as well as maximum queue length than other throughput-optimal methods. Additionally, they allow for relatively fair distribution of delay time associated with paths with appropriate parameter design.

Bandwidth-based traffic signal coordination can effectively improve vehicle travel speed and reduce traffic emissions. This paper presents two bandwidth optimization models which can solve the traffic signal coordination problems of passenger cars and buses in an unclosed traffic network. The first model can maximize the bandwidths under the situation that all intersections in an unclosed traffic network operate with the split phasing. The second model can maximize the bandwidths under the situation that some intersections in an unclosed traffic network operate with the split phasing and some operate with the NEMA phasing. The common cycles, offsets and phase sequences can be optimized simultaneously by the presented models. Moreover, the first and second presented models are formulated as mixed-integer linear programming problems and can be solved by the branch and bound algorithm. Finally, a numerical example is designed to verify the correctness and the practicality of the presented models. A new index for verifying the correctness of the presented models is proposed and the results of the index indicate that the presented models are correct. The traffic signal coordination plans yielded for the numerical example demonstrate that the presented models can simultaneously provide progression bands for passenger cars and buses in the unclosed traffic network.

Aiming at the problem of decreasing frequency regulation capability of multi-source integrated power grids with increasing penetration rate of new energy, this paper proposes a joint frequency regulation method based on traditional conventional unit frequency regulation and supplemented by new energy field stations and energy storage power stations. The frequency modulation dead zone is used as the division interval of the joint frequency modulation strategy, so that the joint frequency modulation of multi-source generators can be applied to the daily operation of the power grid. At the same time, establish a multi-objective joint economic dispatch model that takes into account the cost of frequency modulation, frequency stability indicators and the main operator's income, convert the frequency stability indicators into a penalty cost function, and use the mixed integer linear programming (mixed integer linear programming, MILP) method to solve the model. Finally, the simulation results of a calculation example show that the joint scheduling model can effectively reduce the system scheduling cost and increase the revenue.

Making decisions on expansions of the power system as a result of the growth in electricity demand is essential in order to maintain a reliable network. Since substations take on the role of the intermediate link between electricity supply and demand, substation expansion planning (SEP) is one of the most important planning studies. In this study, the SEP problem is merged with the different geographical configurations of the zones within a mixed integer linear programming framework. The voltage profile and power losses are integrated into the SEP problem by using approximate lumped model of the zones. The effect of voltage constraints and the cost of feeder loss on the SEP problem is investigated and the comparison between the SEP problem with rectangular zones and with triangular zones is performed to show the impact of different geographical configurations on the investment decisions.

Home health care (HHC) services represent a set of medical services given to patients at their homes. The patients require a set of care that must be coordinated and treated by skilled caregivers corresponding to their needs. This study proposes an HHC routing and assignment approach based on a mixed-integer linear programming model that aims to minimize total route cost. The HHC approach takes into account a set of HHC specific constraints and criteria. Secondly, we propose a new robust counterpart HHC model under uncertainty based on the well-known budgeted uncertainty set. The robust counterpart HHC model deals with travel and service times uncertainty. The computational results compare the deterministic model with its robust counterpart model. The small and medium instances have been solved using TSP benchmarks with specific data concerning HHC problems. The models have been implemented using ILOG CPLEX Optimization Studio. The computational results of small and medium instances indicated the efficiency of the proposed approach. Robustness analysis of the obtained results was conducted using a Monte Carlo simulation and indicated the price of robustness. The increase of route cost in comparison with the risk of infeasibility shows the importance of the designed robust routes for HHC routing and scheduling problems.

Optimizing the routes of a research vessel with an hybrid metaheuristic

In many fisheries surveys sampling operations are carried out at predefined locations called fishing stations. According to predefined time windows, a research vessel performs at most m circuits to visit each fishing station once. Each circuit starts and ends at the home port and should not exceed a maximum duration. Depending on its completion time, a visit to an intermediate port may occur. This article presents a mixed integer linear programming model with the objective of minimising the sum of the total travelled distance and the total completion time. To solve the problem a hybrid metaheuristic that exploits the structure of the MILP model is developed. The hybrid approach alternates between a genetic algorithm and a perturbation procedure. In each iteration, a genetic algorithm exploits the routing structure of the model to provide feasible solutions for the problem. Then a perturbation algorithm, based on a dual procedure and Benders decomposition, guides the search of the genetic algorithm towards new and diverse solutions. Computational experience with real and benchmark instances show the effectiveness of the hybrid metaheuristic.

The rapid development of distributed generation (DG) in distribution network challenges the traditional distribution network planning method. In this paper, a new distribution network planning method is proposed. The proposed model optimizes line capacities, DGs' locations and capacities, and considering network reconfiguration simultaneously. Then the model is transformed into a mixed integer linear programming problem so that it can be solved by existing commercial solver. To validate its effectiveness, the proposed joint planning of DG and distribution network model considering reconfiguration is tested on the IEEE 33-bus distribution network system.

With aging populations and increasing life expectancy, Home Health Care (HHC) has become an alternative treatment modality for the elderly who want autonomy and well-being as they live longer and longer. Facing this rise in demand, the organisation and coordination of HHC institutions has become increasingly complex and difficult. This paper addresses a short-term Home Health Care Routing and Scheduling Problem (HHCRSP), formulated by mixed integer linear programming (MILP). The proposed model considers tolerance-based soft constraints in view of both patients and caregivers, with the aim of maximising the total satisfaction of all HHC stakeholders. The problem is solved by the commercial solver CPLEX. We adopt a real dataset extracted from an existing HHC institution. The numerical result on 10 generated instances shows the efficient computing performance for an optimal solution for small and medium-large sizes. Copyright (C) 2021 The Authors.

Carbon capture and storage is considered of fundamental importance to achieve a remarkable decarbonisation of steel, cement and refining sectors. To operate carbon capture and storage at scale and address its inherent complexity, mathematical programming techniques can be exploited to optimise such systems. This contribution proposes a Europe-wide, spatially-explicit, time-dependent, carbon capture and storage chains optimisation, based on mixed integer linear programming architecture. Capture plants can be installed in all significant industrial CO2 emitters, which comprise 25 steel mills, 111 cement plants and 59 refineries. A techno-economic description of capture plants is provided, based on scale effects and different options. Transport can be operated through pipelines and offshore storage is taken into account in the North Sea and Adriatic area. The analysis allows identifying the most promising sectors and optimal specific plants where capture should be operated, and the evolution of the system throughout the time horizon. Considering a time-varying carbon reduction target, the avoidance cost is 75.6 (sic)/t of CO2 for a North Sea targeted network, and decreases by 1.9% when sequestration in the Adriatic Sea is also taken into account.
