This paper considers using unmanned aerial vehicles (UAVs) to survey remote sites across a city. Suppose that a UAV can take public transportation vehicles (PTVs) like a passenger. Then, it may reach a site that is unreachable by flying only. Based on this UAV-PTV scheme, we investigate a task-UAV assignment problem. We formulate a mixed-integer linear programming (MILP) problem that minimizes the overall energy consumption of UAVs, subject to that every site is surveyed by a certain number of UAVs during a given time window. This problem is NP-hard, and we present a sub-optimal solution. It orders the surveillance tasks according to the time windows. Then, starting from the earliest task, it assigns the tasks one by one to UAVs. The comparison with the brute force method shows that the proposed solution can achieve competitive performance in a reasonable time.

Commuter operations refer to the transportation of passengers on small capacity aircraft over short distances. These services have historically been plagued by high operating costs, yielding marginally profitable operations. The recent convergence of new technologies in autonomy and electric propulsion brings a step change in aircraft operating efficiency which may significantly improve the economics and environmental footprint of these vehicles. The next challenge is to optimize operations to match the demand and best utilize these assets. To do so, forecasting the demand for these new services is critical. First, we develop a demand model based on an empirically-calibrated generalized cost of travel combined with a multinomial logit model. Next, we investigate the design of sustainable and profitable regional air mobility operations by optimizing the network, schedule, and assignment of aircraft to flights. We develop a novel half-leg half-itinerary mixed-integer linear program to solve the integrated flight scheduling and fleet assignment problem using a multi-objective hierarchical optimization balancing the maximization of operating profits and the minimization of operating emissions. This helps identify promising regional air mobility markets, assess their economical viability, and select an optimum fleet composition to best serve these markets. The proposed framework is implemented in the United States Northeast Corridor using a fleet of three small-gauge electrified aircraft ranging in size from 9 passengers to 48 passengers. Several what-if scenarios are investigated with respect to the battery technology, the relative importance of profit and carbon emission objectives, and the network topology to identify their impact on the operations in terms of number of profitable routes, number of airports served, number of passengers carried, operating profits and operating emissions. This paper addresses the scheduling of offshore oil well construction using drilling vessels. Drilling costs constitute a substantial part of the total development costs for an offshore field, thus planning the efficient use of drilling rigs is crucial to ensure economic feasibility of oil and gas exploration and production (E&P) projects. The objective of this study is to minimize the completion time of all operations involved in the development of subsea wells considering the availability of the drilling rigs. These activities are drilling and completion of the well, and maintenance activities. Technical constraints and availability of the drilling vessels and release dates and precedence constraints of the activities are considered. In addition, vessel eligibility restrictions are respected. A mixed integer linear programming model was developed considering the goals and constraints above. Numerical experiments using instances based on real-world situations show adequate behavior, which demonstrates that it faithfully represents the situation portrayed and can be used, combined with more advanced optimization techniques, to achieve better results.

Software Defined Networking (SDN) is an innovative technology, which can be applied in a plethora of applications and areas. Recently, SDN has been identified as one of the most promising solutions for industrial applications as well. The key features of SDN include the decoupling of the control plane from the data plane and the programmability of the network through application development. Researchers are looking at these features in order to enhance the Quality of Service (QoS) provisioning of modern network applications. To this end, the following work presents the development of an SDN application, capable of mitigating attacks and maximizing the network's QoS, by implementing mixed integer linear programming but also using genetic algorithms. Furthermore, a low-cost, physical SDN testbed was developed in order to evaluate the aforementioned application in a more realistic environment other than only using simulation tools.

Making decisions on expansions of the power system as a result of the growth in electricity demand is essential in order to maintain a reliable network. Since substations take on the role of the intermediate link between electricity supply and demand, substation expansion planning (SEP) is one of the most important planning studies. In this study, the SEP problem is merged with the different geographical configurations of the zones within a mixed integer linear programming framework. The voltage profile and power losses are integrated into the SEP problem by using approximate lumped model of the zones. The effect of voltage constraints and the cost of feeder loss on the SEP problem is investigated and the comparison between the SEP problem with rectangular zones and with triangular zones is performed to show the impact of different geographical configurations on the investment decisions.

This paper considers a single-machine scheduling problem to minimize the total weighted completion time with a weight modifying activity, after which the job weights are discounted by a given factor. The problem is known to be ordinary NP-hard. We propose two mixed integer linear programs (MILPs) and a dynamic programming algorithm to optimally solve the problem. Optimality properties are established and then formulated as pruning constraints to improve the problem-solving efficiency of the MILPs. Special cases are discussed and shown to be solvable by polynomial time algorithms. Complexity status of the studied problem with several instance characteristics is shown. Computational experiments indicate that the optimality properties can reduce the computing efforts and that one of the proposed MILPs can solve instances of 200 jobs in a few seconds. © 2024 Elsevier Ltd

The topic of power system robust operation has been widely explored in recent years. However, the detailed reason why considering renewable energy extreme output is so important is seldom discussed. This paper employs a SCUC (Security Constrained Unit Commitment) model to study the influence of potential extreme output of renewable power generation on power system operation. The results are revealed through a series of case studies via the comparisons of load curtailment. The SCUC model is formulated as a MILP (mixed integer linear programming) problem and solved by customized C&CG (Column and Constrained Generation) algorithm which is implemented on a modified IEEE 24 node system.

In this article, we introduce an extension of the classical shortest path problem for a symmetric directed graph. In our problem, a subset of the arcs in the graph are not initially available to the primary vehicle (referred to as the convoy). These initially unavailable arcs are referred to as impeded arcs, and they represent paths that the convoy cannot use due to some obstruction. For example, a path may have rocks that need to be cleared before the convoy can use this path. Alternatively, a path may potentially have hostile agents that could harm the convoy and so these paths need to be confirmed to be safe before the convoy uses these paths. A secondary vehicle (referred to as the support) is deployed simultaneously to assist the convoy. The support is able to make impeded arcs available for use by the convoy by performing some appropriate action (such as clearing obstacles or confirming the safety of the path). The convoy is unable to use an impeded arc until the support has performed the appropriate action. The objective is then to find a pair of paths for the convoy and support so that the convoy reaches its desired destination in minimal time while using arcs that are either initially available or have been made available through the actions of the support. Coordination problems such as this naturally occur in civil and military applications where vehicles of different types and capabilities are required to work tightly to accomplish a mission. In this article, we present a mixed-integer nonlinear program (MINLP) formulation and use the standard Big-M method to reformulate it as a mixed-integer linear program (MILP). We then solve randomly generated instances of the MILP and compile the computational results. We find that the MILP's difficulty is heavily dependent on the particular instance. We then briefly discuss some potential future work.

This paper focuses on making optimal investment and operational recommendations for a Hybrid Renewable Energy System (HRES). For this purpose we develop a modular composite analytic performance model for HRES investment, which is based on an extensible library of atomic component models, including renewable sources such as solar and wind, power storage, power contracts, and programmable customer loads' switches. The performance model formally expresses feasibility constraints and key performance indicators, including total tost of ownership, environment impact, and infrastructure resilience, as a function of investment and operational decision variables. Based on the performance model, we design and develop a decision guidance system to enable actionable investment recommendations that optimize key performance indicators subject to the operational constraints associated with the network. Finally, we demonstrate the model in a case study based on a real world example for a municipal electric utility.

Optimal patient protocols in regional acute stroke care

In acute stroke care two proven reperfusion treatments exist: (1) a blood thinner and (2) an interventional procedure. The interventional procedure can only be given in a stroke centre with specialized facilities. Rapid initiation of either is key to improving the functional outcome (often emphasized by the common phrase in acute stroke care "time=brain"). Delays between the moment the ambulance is called and the initiation of one or both reperfusion treatment(s) should therefore be as short as possible. The speed of the process strongly depends on five factors: patient location, regional patient allocation by emergency medical services (EMS), travel times of EMS, treatment locations, and in-hospital delays. Regional patient allocation by EMS and treatment locations are sub-optimally configured in daily practice. Our aim is to construct a mathematical model for the joint decision of treatment locations and allocation of acute stroke patients in a region, such that the time until treatment is minimized. We describe acute stroke care as a multi-flow two-level hierarchical facility location problem and the model is formulated as a mixed integer linear program. The objective of the model is the minimization of the total time until treatment in a region and it incorporates volume-dependent in-hospital delays. The resulting model is used to gain insight in the performance of practically oriented patient allocation protocols, used by EMS. We observe that the protocol of directly driving to the nearest stroke centre with special facilities (i.e., the mothership protocol) performs closest to optimal, with an average total time delay that is 3.9% above optimal. Driving to the nearest regional stroke centre (i.e., the drip-and-ship protocol) is on average 8.6% worse than optimal. However, drip-and-ship performs better than the mothership protocol in rural areas and when a small fraction of the population (at most 30%) requires the second procedure, assuming sufficient patient
