Optimization and analysis of three-part tariff pricing strategies

Service providers usually offer different pricing schemes to consumers, which can simultaneously influence consumers' tariff choices and their usage of the service and thus greatly affect the profits of the service providers or the utilization of the service system. However, little is known about the optimal design and management of three-part tariff pricing schemes because the models are generally not analytically tractable since the arbitrary population of heterogeneous consumers can yield an extremely complex profit function with multiple local optima. This study investigates how to design three-part tariffs, which are pricing plans that are widely used in transportation or telecommunications industries, by formulating a mixed-integer nonlinear programming optimization model. In particular, numerical analyses using GAMS/BARON and metaheuristic approaches including genetic algorithm, particle swarm optimization algorithm, and sine cosine algorithm were conducted to derive the optimal three-part tariffs under specific conditions and to compare several common tariff structures (e.g., the menus of the three-part tariff, single three-part tariff, two-part tariff, and flat rate). This study successfully identified key factors affecting the performance of the different pricing structures. Guidelines for determining the best timing of the use of different pricing structures were also derived.

Tight Convex Relaxations for the Expansion Planning Problem

Secure energy transport is considered as highly relevant for the basic infrastructure of nowadays society and economy. To satisfy increasing demands and to handle more diverse transport situations, operators of energy networks regularly expand the capacity of their network by building new network elements, known as the expansion planning problem. A key constraint function in expansion planning problems is a nonlinear and nonconvex potential loss function. In order to improve the algorithmic performance of state-of-the-art MINLP solvers, this paper presents an algebraic description for the convex envelope of this function. Through a thorough computational study, we show that this tighter relaxation tremendously improves the performance of the MINLP solver SCIP on a large test set of practically relevant instances for the expansion planning problem. In particular, the results show that our achievements lead to an improvement of the solver performance for a development version by up to 58%.

Distribution network design with big data: model and analysis

This study addresses the problem of locating distribution centers in a single-echelon, capacitated distribution network. Such network consists of several potential distribution centers and various demand points dispersed in different regional markets. The distribution operations of this network generate massive amounts of data. The problem is how to utilize big data generated to identify the right number of distribution centers to open and the right assignment of customers to opened distribution centers while minimizing the total handling and operation costs of distribution centers, transportation, and penalty. Restrictions on both network capacity and single sourcing strategy are also considered. This study formulates this problem as mixed-integer nonlinear program. The effects of different scenarios on distribution-center locations as demand, the operation costs of distribution centers and outbound transportation, and the number of customers are analyzed through simulation on randomly generated big datasets. Empirical results indicate that the model presented is appropriate and robust. The operational value of big data in the distribution network design is revealed through a case study in which several design alternatives are evaluated.

RBFOpt: an open-source library for black-box optimization with costly function evaluations

We consider the problem of optimizing an unknown function given as an oracle over a mixed-integer box-constrained set. We assume that the oracle is expensive to evaluate, so that estimating partial derivatives by finite differences is impractical. In the literature, this is typically called a black-box optimization problem with costly evaluation. This paper describes the solution methodology implemented in the open-source library RBFOpt, available on COIN-OR. The algorithm is based on the Radial Basis Function method originally proposed by Gutmann (J Glob Optim 19:201-227, 2001. https://***/10.1023/A:1011255519438), which builds and iteratively refines a surrogate model of the unknown objective function. The two main methodological contributions of this paper are an approach to exploit a noisy but less expensive oracle to accelerate convergence to the optimum of the exact oracle, and the introduction of an automatic model selection phase during the optimization process. Numerical experiments show that RBFOpt is highly competitive on a test set of continuous and mixed-integer nonlinear unconstrained problems taken from the literature: it outperforms the open-source solvers included in our comparison by a large amount, and performs slightly better than a commercial solver. Our empirical evaluation provides insight on which parameterizations of the algorithm are the most effective in practice. Sufficient pruning conditions for MINLP in gas network design

One-quarter of Europe's energy demand is provided by natural gas distributed through a vast pipeline network covering the whole of Europe. At a cost of 1 million Euros per kilometer the extension of the European pipeline network is already a multi-billion Euro business. Therefore, automatic planning tools that support the decision process are desired. We model the topology optimization problem in gas networks by a mixed-integer nonlinear program (MINLP). This gives rise to a so-called active transmission problem, a continuous nonlinear non-convex feasibility problem which emerges from the MINLP model by fixing all integral variables. We offer novel sufficient conditions for proving the infeasibility of this active transmission problem. These conditions can be expressed in the form of a mixed-integer program (MILP), i.e., the infeasibility of a non-convex continuous nonlinear program (NLP) can be certified by solving an MILP. This result provides an efficient pruning procedure in a branch-and-bound algorithm. Our computational results demonstrate a substantial speedup for the necessary computations.

Formulation of a nonlinear water distribution problem with water rationing: an optimisation approach

A mixed-integer nonlinear programming water distribution problem that incorporates water rationing is presented. The city of Bulawayo water distribution problem is implemented and solved using max-min ant system, genetic, tabu search, and simulated annealing algorithms with 100 runs performed for each algorithm. The results show that the city of Bulawayo can save $3158 a day. The max-min ant system produced the best optimal costs compared with the other algorithms. The least run time is obtained by implementing the tabu search algorithm. Water lost through hoarding during water-rationing periods contributes significantly to the total operational costs. Statistical analysis of the results obtained by different algorithms shows that the optimal costs obtained by tabu search, and simulated annealing algorithms are insignificantly different. Future research may be directed toward incorporating priority among water users and formulating a hybrid algorithm that uses both the max-min ant system and tabu search algorithms to solve such problems.

Integrated Production, Inventory, and Location-Allocation Decisions in Designing Supply Chain Networks

This paper studies the design and development of an inventory model for manufacturers with constant production rates considering location and allocation decisions in a three-level supply chain. In this supply chain, the demands of customers and the lead times are assumed to be uncertain. Therefore, each distribution center retains some amount of safety stock to provide suitable service level for customers. The proposed non-linear model aims to minimize location and inventory costs of distribution centers, manufacturers and transportation costs subject to relevant constraints. To solve the model, an efficient imperialist competitive algorithm and a Tabu search algorithm, each using variable neighborhood search, are proposed. The model outputs are decisions such as which distribution centers and manufacturers are opened, the allocation of customers to distribution centers, and distribution centers to manufacturers. Results are also the ordering quantity of each opened distribution center and the production rate of each opened manufacturer. The computational results for several instances of the problem are represented to show the efficiency of proposed algorithm.

Improving Mathematical Optimization Techniques with the Aid of Exergy-Based Variables

The design optimization of energy conversion plants requires sophisticated optimization techniques. The usefulness of mathematical programming approaches has been discussed in several papers. Usually, the quality of the computed solutions, concerning global optimality and the convergence speed, is not discussed in these papers and even the existence of local optimal solutions is not mentioned. Indeed, the optimization of nonconvex mixed integer non-linear problems (MINLP), such as the structural and design optimization of power plants, is a very difficult problem. However, knowledge of the real optimization potential can assist the design engineer in better understanding the optimization procedure. This article deals with the use of exergetic variables for improving the quality of results obtained from mathematical optimization techniques and their convergence speed. LaGO, the solver used to compute the discussed results, can evaluate the obtained solution of the discussed minimization problems by calculating lower bounds of the original problem based on a relaxed convex objective function. Here, the use of exergetic variables can help to increase the lower bounds significantly and thus, to improve the evaluation of the computed solutions and the convergence speed. The method is applied to different optimization tasks.

Siting and Sizing of Facilities under Probabilistic Demands

In this paper a discrete location model for non-essential service facilities planning is described, which seeks the number, location, and size of facilities, that maximizes the total expected demand attracted by the facilities. It is assumed that the demand for service is sensitive to the distance from facilities and to their size. It is also assumed that facilities must satisfy a threshold level of demand (facilities are not economically viable below that level). A mixed-integer nonlinear programming (MINLP) model is proposed for this problem. A branch-and-bound algorithm is designed for solving this MINLP and its convergence to a global minimum is established. A finite procedure is also introduced to find a feasible solution for the MINLP that reduces the overall search in the binary tree generated by the branch-and-bound algorithm. Some numerical results using a GAMS/MINOS implementation of the algorithm are reported to illustrate its efficacy and efficiency in practice.
