Linking innovation, productivity, and competitiveness: implications for policy and practice

A country's competitiveness is a complex concept that has been widely studied from different perspectives. Given that the competitive performance depends on the formation of intellectual capital and society's capacity to innovate, economic research has identified innovation and productivity as key engines for the increase of competitiveness. There are several alternatives approaches for measuring innovation, productivity, and competitiveness. These approaches lead to different assessments, since there is no universally accepted definition and measuring technique of the aforementioned concepts. Moreover, these definitions appear to have several overlaps and this complicates the analysis of their relations. The aim of this paper is to present a methodological framework for studying the dynamic linkage among innovation, productivity, and competitiveness and explore the implications for policy and practice. For each one of these measures, an overall score is estimated, using a regression-based model that follows the principles of multi-objective mathematical programming. For the purpose of the analysis, a database containing a set of 25 indicators for 19 countries for the period 1998-2008 has been developed. The most important results include a series of contour maps and gap analysis diagrams that illustrate the evolution of the overall innovation, productivity, and competitiveness indices and compare the performance of the examined countries. These results show that, by average, there are no significant gaps among innovation, productivity, and competitiveness, although several variations may be found for particular countries. Designing flexible loop-based material handling AGV paths with cell-adjacency priorities: an efficient cutting-plane algorithm

Automated Guide Vehicles (AGVs) are widely used in material handling systems. In practice, to achieve more space utilization, safety, cost reduction, and increased flexibility, only a limited number of manufacturing cells may be preferred to have direct access to AGV travel paths, and the other cells are chosen to have no or indirect access to them. This paper investigates the problem of determining a single loop in a block layout with two criteria: loop length and loop-adjacency desirability. Unlike the traditional single shortest loop design problem, where all cells must be located next to the loop, the proposed problem considers a more realistic assumption that each cell in the block layout has a different preference with regard to being adjacent to the loop: some cells must be located adjacent to the loop, some must not be adjacent to the loop, and others can be located next to the loop but with different positive or negative priorities. The problem is formulated as a bi-objective integer linear programming model with two exponential-size constraint sets. A cutting-plane algorithm is proposed to solve the model under important methods commonly used to deal with a bi-objective model. The numerical results show the high efficiency of the proposed algorithm in large scales.

This study addresses a two-objective berth allocation problem: ship service quality expressed by the minimisation of delay in ships' departure and berth utilisation expressed by the minimisation of the total service time. In this problem, noninferior solutions are expected to be identified. Two heuristics, which are implemented based on two existing procedures of the subgradient optimisation and genetic algorithm, are proposed for solving this problem. Through numerical experiments, it was found that in most cases the genetic algorithm outperformed the subgradient optimisation. Bi-objective optimization of a project selection and adjustment problem under risk controls

Purpose This study aims to deal with a project portfolio selection problem aiming to maximize the net present value of the project portfolio and minimize the resource usage variation between successive time periods. Design/methodology/approach A bi-objective mixed integer programming model is presented under resource constraints. The parameters related to outlays and net cash flows of existing and new projects are considered to be uncertain. An augmented epsilon-constraint (AUGMECON) method is used to solve the proposed model, and a fuzzy approach is used to find the most preferred Pareto-optimal solutions among those generated by AUGMECON method. The effectiveness of the proposed solution method is compared with three other multi-objective optimization methods. Finally, some sensitivity analyses are performed to assess the effect of changing a number of parameters on the values of objective functions. Findings The proposed approach helps corporations make optimal decisions for rebalancing their project portfolio, through launching some new candidate projects and upgrading some of the existing projects. Originality/value A novel bi-objective optimization model is proposed for designing a project portfolio problem under budget constraints and profit risk controls. Two types of projects including existing and new projects are considered in the problem. Minimization of resource usage variation between successive periods is considered in the model as one objective function. An AUGMECON method is used to solve the proposed bi-objective mathematical model. A fuzzy approach is applied to find the best Pareto-optimal solutions of AUGMECON method. Results of the proposed solution approach are compared with three other multi-objective decision-making methods in different numerical examples.

In this paper, an Integer Linear programming (ILP) problem for a model of multi-objective Optimal PMU Placement (MOPP) is proposed. The proposed approach concurrently deals with two objectives. The first objective is the number of phasor measurement units (PMUs) which should be minimized. The second objective function is measurement redundancy which is the number of observable buses in the case of PMU outage. In fact, whatever the amount of second objective increases, the system would be more reliable. Furthermore, some linearized formulations are defined for each nonlinear formula. In fact, the nonlinear nature of formulation related to redundancy is substituted by linear inequality and so there is no nonlinear formula such that the calculation of the problem would be simplified. Finally, a modified 9-bus test system is implemented to show how the proposed method is effective.

A new multi-objective profit-driven micro-CHP planning model under participation in thermal and electrical markets

Recently, residential micro-combined heat and power (mu CHP) systems have been increasingly used worldwide and simultaneously participated in thermal and electrical markets. To enhance practicality of mu CHP system planning (MSP), this research proposes a new multi-objective optimization model for MSP considering investment costs and participation profits in thermal and electrical markets. A multi-objective optimization problem includes more than one objective and usually these objectives are competing which means that there is no single optimal solution that simultaneously optimizes all of them. Maximizing the participation profits along with minimizing investment costs can more effectively persuade investors to invest on MSP. Additionally, exergy efficiency and thermal discomfort level are considered in the proposed multi-objective model. Moreover, an improved lexicographic weighted Tchebycheff (ILWT) approach is developed for solving the proposed multi -objective MSP problem, which generates effective Pareto optimal solutions with a low computation burden. The proposed MSP model and ILWT solution approach are tested on a real-world mu CHP system. It is shown that the proposed MSP model achieves a significant total cost reduction by the amount of 24.5% compared with conventional MSP model. Also, the proposed ILWT, compared with its nearest competitor, obtains about 3% higher preference with more than 39% lower computation time.

Buildings account for more than one-third of the global primary energy consumption and are responsible for most of the global greenhouse gas emission. As one of the infrastructures of buildings, energy systems are crucial to control overall energy consumption and associated emissions. Despite much consideration on improving the efficiency of buildings energy system and the utilization of renewable energy, there has been little discussion on the carbon footprint quantification of building distributed energy systems as well as the reduction potentiality. In such a context, this paper proposed a life cycle economic and carbon emissions assessment framework by dividing the building distributed energy system into five stages. Subsequently, a multi-objective mathematical model is developed with minimal life cycle cost and carbon footprint, while respecting energy balance and technical constraints, and the optimal energy system and the carbon footprint distribution are obtained by solving the model. Finally, a case study is conducted on the building energy system design in a district in Xuzhou to test the effectiveness of this method. The correlation between optimal energy system carbon footprint by facility attributes, and the distribution of energy system carbon footprint by stage and source are investigated. It's found that the carbon emissions in the operation and maintenance stage accounts for the largest share in the entire life cycle. In addition, the proportion of carbon emissions from natural gas is the highest, accounting for 65 -73% under environmental optimization and 85-88% under economic optimization. Followed by electricity, with a share of 26-34% and 10-14% under environmental and economic optimization, respectively. Finally, a sensitivity analysis is carried out to analyze the impact of energy carbon emission factors. (C) 2019 Elsevier Ltd. All rights reserved.

The Single objective Single Vehicle Pickup and Delivery Problem ( SOSV-PDP ) is a Vehicle Routing Problem ( VRP ) in which the vehicle, based at the depot, has to visit exactly once a set of customers with known demand. Each request specifies two locations: an origin for the picking and one for the delivery. The vehicle must start and finish at the depot and the total handled demand must not exceed its capacity. Moreover, for each request, the origin must precede the destination ( precedence constraints ). In the SOSV-PDP with Time Windows ( SOSV-PDPTW ), each request specifies also a time window. Therefore, the vehicle has to serve the customer within the time window ( time window constraint ). The Single objective multiple Vehicle - PDPTW ( SOMV-PDPTW ) is an extension of SOSV-PDPTW where customers are served by a fleet (usually homogeneous) of vehicles. Therefore, together with the precedencies, for each request, the origin and the destination have to belong to the same route ( pairing constraints ). In the traditional SOMV-PDPTW , only one objective is optimized (usually, the total travel cost); while, in the literature, few multi-objective MOSV-PDPTW exist that optimize at most three criteria simultaneously. The contribution of this paper consists in addressing the MOMV-PDPTW from both a modeling and methodological point of view. In fact, the MOMV-PDPTW is firstly modeled with the aim of optimizing the number of vehicles, the total travel cost and the longest travel cost, simultaneously; then, a two-step solution approach is proposed. In particular, in the first step, a set of feasible routes is generated by properly adapting some meta-heuristics proposed in literature for the SOMV-PDPTW ; then, set partitioning optimization problems are solved within an є-constraint framework . More specifically, each set partitioning problem selects the routes from the feasible set, optimizing one criterion at time, constraining the remaining ones by appropriate upper bounds

This paper proposes an integrated approach that embeds the economic, environmental and social performances in the planning activities of the supply chain (SC). The approach is applied on a realistic case study inspired by the lumber industry where divergent manufacturing processes and various cutting patterns are involved. We first identify the sustainability objectives to be measured. Then, we link these objectives to the SC decision planning. Next, we define performance measures to assess the achievement of each objective. This triptych-based approach is transposed to a multi-objective mathematical programming (MOP) that serves as a performance optimizing and assessing tool. The MOP models a tactical planning problem where the SC is represented as a network of activities. The problem is resolved using the weighted sum method.

An approach to solution of multicriteria optimization problems and its employment when selecting control actions in hierarchic control systems are considered. A man-machine interactive procedure for solution of this problem is given which does not depend on the type of subsystem models. The suggested approach is exemplified by a two-level hierarchic system whose subsystem mathematical models are described by linear functions.
