The construction of the hierarchical and open system is achieved for the overall process automation control system. The upper automation system is introduced to adjust the setting point of the lower automation system using the various decision-making methods and is connected with the lower automation system to make the hierarchical and overall process automation system. In this paper, the upper intelligent control system is developed for the upper automation system adopting the neural network method and is proposed to apply to the continuous process control for the optimal and real time decision-making. And the object oriented method of the UML(Unified Modelling Language) is used for the reuse and the extendibility of the upper intelligent control system. The developed system was applied the real plant for the coagulant dosing process in water purification system.

This paper presents a new decoding method for the improvement of visual quality in block-coned video sequences. A global decoding approach is performed to tackle artifacts die to compression, such as blocking effects and quantization noise, and simultaneously losses due to transmission, acquisition, or storage. It is based on the optimization of a criterion allowing independent and adapted restoration for the background of the scene and for each moving object. Experimental results on a MPEG sequence with simulated dropouts, and on an uncompressed hut very corrupted old movie are presented They demonstrate the efficiency of the proposed decoding method.

Emergence of multimedia applications requires that appropriate management and control activities be provided and organized in a somewhat integrated framework. Such issues as coordination of operations on the shared information, provision of the user requirements in terms of quality of service and efficient handling of the available network resources result in more critical problems when they regard multimedia objects. Mainly this is due to the time-constrained requirements that arise from the need of synchronization among multiple streams of information which are different in their nature and granularity. In order to prepare the next generation of network management systems, France Telecom/CNET experiments the newly standardized concepts of telecommunication management network. In this context a fault management prototype has been realised using an objectoriented environment. This prototype is composed of a network element simulator and a management system connected through a full Q3 interface. It provides alarm surveillance functions compliant with the OSI network management forum specifications. The software development allowed to prove that objectoriented techniques are well suited to implementation of network management applications, and to assess the various tools and design choices.

In this paper, a new approach to integrating SNMP and CMIP protocols in a network management system is introduced. It is based on the use of proxy systems allowing to integrate SNMP network management agents in a general network management framework based on cmip. The system architecture for marrying the protocols is first presented. Then the key features of a new protocol gateway implementing the proxy function are described, with emphasis on the explanation of the SNMP/CMIP mapping algorithm and the threshold/event reporting functions.

This paper is devoted to the description of recent and prospective decorrelation techniques used in image processing. Two classes are taken into consideration : the universal or generic methods and the adaptive methods. The first class performs signal processing independently of its specificity. These methods only rely on statistical properties of the signal. They are principally based on orthogonal transforms and subband coding. In opposition, the adaptive techniques take the a posteriori contents of the images into account. Some of them adapt universal techniques to the signal content (i.e. adaptive subband coding or hybrid methods). Others are based on feature extraction processes which include more physical entities like edges and regions. For example, object approaches attempt to describe images as collections of regions characterized by their shape and their aspect.

Recent years have seen a rapid evolution in the hardware and in networks used in mobile computing environments. This evolution has opened up new opportunities for mobile computing. Mobile computing allows a mobile user to access various kinds of information any time anywhere. However mobile computing raises the problem of data availability in the presence of disconnections. Thus, distributed applications and middleware in mobile environments must be adapted to cope with disconnections. In this article, we present a state of the art on software caching,for tolerating disconnections in mobile environments. The structure of the article follows the type of entities manipulated by the distributed applications: ordinary files, databases, web pages, objects, and components.
