Today, data is seen as the starting point for change and innovation in business and management processes. Since the goal of an open data ecosystem is for stakeholders to actively create and use data, their needs must be clearly identified and defined. An analysis of the ecosystem's key elements, characteristics, and modes of operation is required to create an environment that efficiently harnesses the full potential in the creation, use, and reuse of data. This paper proposes an approach for developing a conceptual model of the open data ecosystem in a given environment based on the identified key elements and their characteristics. The following key elements of the open data ecosystem are: Stakeholders, data, Infrastructure, and Policy/Governance. The identified elements require detailed engagement and elaboration within the open data ecosystem. By clearly identifying these elements, a strong and resilient open data ecosystem can be analyzed and built in any industry such as agriculture, transport, education, law, finance and other potential field or specific field in the public sector, contributing to long-term growth and development.

Systemic change, open data ecosystem performance improvements, and empirical insights from Estonia: A country-level action research study

The purpose of this paper is to provide an overview of how Estonia used action research and systems theory to improve the performance their open Government data (OGD) ecosystem. This paper understands performance of OGD ecosystems of as consisting of three parts: 1) OGD supply, 2) OGD usage, 3) communication, interaction, and linkages between OGD suppliers and users. It was believed that by taking a holistic approach, encouraging transparency and co-creation, and manipulating feedback loops it was possible to improve the performance of the ecosystem. The research uses and validates previous research on open government data ecosystems and by doing so also achieved increased levels of performance in Estonia's OGD ecosystem. The paper's main contributions are the creation of a framework based on systems theory, systems thinking, and action research for enacting strategic change in OGD ecosystems, conceptualizing feedback loops as a core part of OGD ecosystems, and the conceptualization of performance in OGD ecosystems. The paper concludes by offering nine core insights related to OGD ecosystems and their performance.

open data ecosystems are complex socio-technical systems. Various research studies analyze the components, actors, roles, and their relations in order to provide a better understanding of the ecosystem and the value it creates. Even though the previous studies identify the basic elements of the open data ecosystems, there is a research gap towards their connection with the infrastructural elements that support their inclusion and well-functioning in the ecosystem. The current study addresses this gap by applying a systematic literature review to identify the actors and their roles, as well as how these roles are connected to the open data infrastructural elements. The open government data (OGD) movement has rapidly expanded worldwide with high expectations for substantial benefits to society. However, recent research has identified considerable social and technical barriers that stand in the way of achieving these benefits. This paper uses sociotechnical systems theory and a review of open data research and practice guidelines to develop a preliminary ecosystem model for planning and designing OGD programs. Findings from two empirical case studies in New York and St. Petersburg, Russia produced an improved general model that addresses three questions: How can a given government's open data program stimulate and support an ecosystem of data producers, innovators, and users? In what ways and for whom do these the ecosystems produce benefits? Can an ecosystem approach help governments design effective open government data programs in diverse cultures and settings? The general model addresses policy and strategy, data publication and use, feedback and communication, benefit generation, and advocacy and interaction among stakeholders. We conclude that an ecosystem approach to planning and design can be widely used to assess existing conditions and to consider policies, strategies, and relationships that address realistic barriers and stimulate desired benefits. Regulation of modern societies requires the generation of large sets of heterogeneous legal documents: bills, acts, decrees, administrative decisions, court decisions, legal opinions, circulars, etc. More and more legal publishing bodies publish these documents online, although usually in formats that are not machine-readable and without following open data principles. Until an open by default generation and publication process is employed, ex-post transformation of legal documents into Legal open data is required. Since manual transformation is a time-consuming and costly process, automated methods need to be applied. While some research efforts toward the automation of the transformation process exist, the alignment of such approaches with proposed open data methodologies in order to promote data exploitation is still an open issue. In this paper, we present a methodology aligned to the open data ecosystem approach for the automated transformation of Greek court decisions and legal opinions into Legal open data that builds on legal language processing methods and tools. We show that this approach produces Legal open data of satisfying quality while highly reducing the need for manual intervention.

The practice of open (public) data (OD) is usually interpreted in the context of open government initiatives. Public data may be opened up for the reason of transparency in support of accountability or with the intent to allow for innovative re-use in value added services. To investigate the resulting complex setting of OD researchers often use the ecosystem metaphor. This approach is based on theories of biology and ecology and over the years the ecosystem view of OD has become the dominant model underlying discussions. The research reported in this paper has been set out with the goal of collecting and analysing the various open data visual models that had appeared in relevant literature. Results of a systematic comparison and categorization indicate that while there have been many papers published utilizing ecosystem as a model to investigate the OD phenomena, there is no common way of how to represent entities and relationships of such an ecosystem in a visual model. The final goal is to to prepare the ground for an open data ecosystem model visual notation.

Purpose. In this paper we compare the open government data ecosystems of Mexico, Russia and the United States in an effort to extract some of the major points of similarity and differentiation between these countries, and to trace how variations in these ecosystems may be related to context-specific historical problems and politics, particularly with regard to the possibility of sustained and institutionalized practice. Methodology. We take a comparative approach, using a set of concepts commonly applied to the three countries to analyze similarities and differences within this group. We gathered textual data and information, our searches for relevant documents guided by a set of concepts or criteria that are frequently employed in studies of government's open data readiness assessment. Findings. We conclude by focusing on the very different national exigencies that have given rise to open data ecosystems in the three countries, the variations in policy vehicles and implementation schemes that have instantiated open data practices within the three ecosystems, and the common challenges that each country faces in institutionalizing open government data programs beyond the tenures of their current executives. Originality/Value. open government data is an information policy with near global relevance and increasing application. Practitioners and scholars alike have used the concept of an "ecosystem" to guide their approach to implementing this policy and to theorizing its scope and benefits. The international comparison is original and adds to our current understanding of an ecosystem approach to open government data.

open Government data (OGD) plays a crucial role in transforming smart cities into sustainable and intelligent entities by enabling analytics, real-time monitoring, and informed decision-making. However, local administrative data remain underutilized due to organizational, technological, and legal barriers, even in advanced countries like Estonia. While Estonia is globally recognized for its digital governance success, its local governments face persistent challenges in OGD adoption. This study explores barriers preventing Estonian municipalities from sharing data, using a qualitative approach through interviews with Estonian municipalities. Drawing on the OGD-adapted Innovation Resistance Theory (IRT) model, it highlights current issues such as limited awareness, skills gaps, and data quality. By identifying overlooked weaknesses in Estonia's open data ecosystem and providing actionable recommendations, this research contributes to a more resilient and sustainable open data ecosystem development. Additionally, by validating the OGD-adapted Innovation Resistance Theory model and proposing a revised version tailored for local government contexts, the study advances theoretical frameworks on data sharing resistance. Ultimately, this study serves as a call to action for policymakers and practitioners to prioritize local OGD initiatives, ensuring the full utilization of OGD in smart city development.
