Building a government-owned open data platform for connected and autonomous vehicles

The growing recognition of the societal implications stemming from technological advancements highlights the need for innovative governance approaches, particularly in urban environments. Focused on connected and autonomous vehicles (CAVs), this study proposes an integrated analytical framework for a dedicated open data platform (ODP). By integrating thematic analysis with process landscape and stakeholder analysis methods, we present a holistic CAV-ODP model positioned to optimize benefits across industries, public sectors, and society as a whole. We argue that multiple stakeholders can enhance both supply and demand aspects of the CAV-ODP, catalyzing activities such as data access, management, transformation, incubation, coordination, education, and application. Importantly, it advocates for government-led integration of interests spanning private and public domains, fostering a collaborative social network for data application and innovation. This inquiry not only reveals the social benefits generated by open CAV data but also underlines the significance of the CAV-ODP platform as an innovative governance arrangement, serving as a catalyst for a culture of sharing, bolstering collaborative governance, and preserving public value amid disruptive technological changes. Overall, the concept of government leadership is universally applicable, with the tangible power dynamics among the government, private sectors, and society influencing the expeditious materialization of the proposed framework.

With the growing applications of big data and artificial intelligence, the quality of the service is an outcome of the quality of the data. Nevertheless, there is still a significant lack of data that has practical application value. To solve these problems, we propose SODAS (Smart open data As a Service) as a novel open data platform for efficient data sharing and utilization. We first analyze the major problems in the legacy CKAN and then draw up their solutions through core strategies. We next define four components and nine function blocks of SODAS for each core strategy. As a result, SODAS drives open data Portal, open data Reference Model, dataMap Publisher, and ADE Provisioning (Analytics and Development Environment Provisioning) by connecting the defined function blocks. We confirm that each function works correctly through the SODAS Web portal and apply SODAS to actual data distribution sites to prove its efficiency and practical use. SODAS is the first open data platform that provides secure interoperability between heterogeneous platforms based on international standards and enables domain-free data management with flexible metadata.

In the field o f m obility r esearch, u p-to-date data is needed in order to explore current problems and challenges. Proponents of open Science argue that research data should be Findable, Accessible, Interoperable, and Reusable (FAIR). Adopting the Design Science Research methodology, we derive design requirements, design principles and design features for a suitable platform to realize the FAIR principles. This is based on a literature review, existing solutions, and interviews with mobility researchers (with qualitative and quantitative research backgrounds). In a practical way, and after an evaluation of our prototype, we show how a platform should be designed to allow users, regardless of their level of experience, to participate. We contribute to the discussion in the field of open Science on how artifacts should be designed according to an open design, which also takes into account the different needs of researchers.

Investigating metadata adoptions for open government data portals in US cities

open government data (OGD) is a valuable resource for both policy transparency and government accountability. All levels of the United States government are working hard to promote open data and its portals. However, there is still a lack of studies on local-level OGD portals in the United States, particularly on the quality of metadata adopted by these portals. By examining 200 US cities, a list of 112 local-level portals is sampled and we investigate the current usages of open data platforms for building local-level OGD portals. This study further investigates and discusses the adoption and potential issues of metadata on those OGD portals. Our result findings discuss the platform distributions among US local-level OGD portals, and also highlight several critical issues associated with metadata on the portals. We anticipate the results will inspire further studies on identifying solutions to improve the metadata and enhance the usability of open government data portals.

Governments around the world make their data available through platforms but, disappointingly, the use of this data is lagging behind. This problem has been recognized in the literature and to facilitate use of open datasets, scholars have focused on identifying general user requirements for open data platform design. This approach however fails to take into account the variation of open data practices and specific contexts of usage. This study, therefore, argues that next to general requirements: we also need to collect context-specific user requirements for open data platforms. We take different societal issues as the starting point for open data platform design. To illustrate the value of this context-specific approach, we apply scenario-based design methodology in the Province of Groningen in The Netherlands. The results show that different scenarios result partly in similar but also partly in different user requirements, leading to a deeper and richer understanding of user requirements. We conclude that a context-specific approach thereby connecting data, users and societal issues can be used to guide government agencies and designers in efforts to develop open data platforms that actually meet the needs of citizens.

Recently, Thailand has started initiating the Thailand open government data project that continuously triggers an increment in the number of open datasets. open data is valuable when the data is reused, shared and integrated. Converting the existing datasets to the RDF format can increase the values of these datasets. In this paper, we present the architecture and processes for RDF dataset management for *** based on OAM Framework which supports the entire processes: RDF data publishing, and data querying. Our approach is different from other LOD platforms in that users do not require the knowledge of RDF and SPARQL. Our platform would facilitate data publishing and querying process for novice users and make it easier to use. This framework provides a common ontology-based search interface and RESTFul APIs constructed automatically for the datasets when they are published. With the provided services for the datasets, it can simplify the user's tasks in publishing datasets and create applications for the datasets. In consuming the RDF data, we implemented a sample mash-up application which accessed the published weather and reservoir datasets from the *** website via RESTful APIs.

open data platforms are hoped to foster democratic processes, yet recent empirical research shows that so far they have failed to do so. We argue that current open data platforms do not take into account the complexity of democratic processes which results in overly simplistic approaches to open data platform design. Democratic processes are multifaceted and open data can be used for various purposes, with diverging roles, rules and tools by citizens and public administrators. This study develops a Democratic Activity Model of open data Use, which is illustrated by anexploratory qualitative multiple case study outlining three democratic processes: monitorial, deliberative and participatory. We find that each type of democratic process requires a different approach and open data design. We conclude that a context -sensitive open data design facilitates the transformation of raw data into meaningful information constructed collectively by public administrators and citizens.
