Free education is changing how people think about learning online. The rise of Massive open Online Courses (MOOCs) (1) shows that large numbers of learners can be reached. It also raises questions as to how effectively they support learning (2). There is a timeliness in the introduction of MOOCs, reflecting the right combination of online systems, interest from good teachers in reaching more learners, and banks of digital resources, predicted as a “perfect storm of innovation” (3). However, learning at scale, at a distance, is not a new phenomenon. Seeing MOOCs narrowly as a technology that expands access to in-classroom teaching can miss opportunities. Drawing on decades of lessons learned, we set out aims to help spur innovation in science education.

Indonesia is a developing country that began to utilize information technology in education. A form of its implementation is the use of e-learning. However, in practice there are still some obstacles, such as learning resources are not evenly distributed, limited access to services provided, qualified educators resources are concentrated in specific areas. This led to the emergence of disparities educational process, and technology gap due to differences in ICT infrastructure owned by any educational institution. Therefore this study propose an architecture of cloud-based open learning to solve these problems. The term open learning is used in order to encouraging the development of the concept of Indonesia open Educational Resources (IOER) and as well as the adoption of concept of cloud computing. This research through several phases of research including analysis, design, implementation, testing and evaluation. The design of the proposed architecture consists of six layers: (1) Infrastructure, (2) Platform, (3) Application, (4) Service, (5) Access, (6) User. As a results of the implementation from this architecture is a prototype of Indonesia - Virtual open learning System (iVOLS). In experiment, personalization e-learning runs as a service that need large storage and other shared facilities to conduct the program so the system can delivered different learning materials to different learners. The personalization e-learning in cloud environment successed when the learners got the best performance on learning and it shown by their evaluation score. Based on the test results and evaluation showed that the availability on Cloud-Based open learning further meet user needs. This is indicated by the presence of a simple infrastructure services, application services with just one stage and the availability of a wider range of data and the resource sharing. Purpose - Understanding the factors behind successful enterprise policy interventions are critical in ensuring effective programme development. The aim of this paper is to analyse an academic-industry initiative in Sweden developed to support knowledge-intensive businesses in expanding their operations. Design/methodology/approach - This paper describes a case study of a specific policy intervention to facilitate further business growth and development. Since 1986, 490 individuals from 194 companies have attended the Business Development Programme (BDP) organised by Linko "ping University. Through analysing interviews with participants on the programme, the paper examines the origins and motivations behind its creation, management and development. Findings - This study finds that future policy interventions in enterprise development must cultivate an open style of learning, similar to the principles of open innovation, which engages directly with the participants, is based on a process of informality and flexibility, reflects the needs of the business and includes engaged programme leadership based on a successful entrepreneurial track record. Practical implications - The programme has succeeded through an informal, flexible and needs-orientated approach that essentially reflects the needs of the participating businesses. Originality/value - Interventions that are targeted towards supporting established businesses could help to create wealth and employment. However, understanding the factors behind such interventions is critical in ensuring that policymakers design the most relevant programmes to assist support businesses that have the potential to grow.

This paper aims to bridge the literature gap concerning the use of social media to conduct collaboration learning and explore its effect on student performance through cyberstalking (CS) and cyberbullying (CB). To achieve the study objective, this study employed a questionnaire as the main data collection method and distributed it to 538 university students based on both the technology acceptance model and constructivism theory, all of whom use social media. The findings were obtained via a quantitative research method, structural equation modeling. This study found a significant relationship between perceived usefulness, perceived ease of use, and perceived enjoyment with social media use for open learning. However, this study found a negative relationship from social media use on open learning that was dampened by CB, which is considered a dampening factor. Also, open learning was reported to be negatively influenced by perceived usefulness as CS was found to dampen the relationship with open learning.

Animal breeding education is presently facing many challenges. These include rapid changes in breeding knowledge and technology, resource and funding restrictions, and altering demographics of the learner and the animal breeding industry. These challenges can be met via an open learning educational format. This nontraditional approach is based on the needs of individual learners, not the interests of the teacher or the institution. An important feature of open learning is its appropriateness for the professional development audience. Delivery methods include interactive distance courses on the Web, computer-assisted learning, and team-based study. The Canadian dairy breeding industry has expressed the need for ongoing professional development to understand and adopt new animal breeding technologies. The University of Guelph responded by delivering a series of animal breeding short courses (Executive Certificate Program in Animal Breeding) to industry decision makers in 1997. A version modified specifically for farmers and breeding industry personnel was offered in 1998. Through the collaboration of experts from various agricultural institutions and the use of a learner-centered format, this professional development initiative was a pedagogical and financial success. This paper describes how the open learning approach differs from traditional university teaching. Using the University of Guelph example in animal breeding professional development, the framework for a successful open learning program will be examined. The best practices for effective adult education will also be identified and discussed within this case study.
