The WHDB (Welthandels Datenbank - World Trade database) of the BWK (Austrian Federal Economic Chamber) is a specialised information service which provides Austrian firms, companies and governmental institutions with information and data about worldwide commodity trade statistics. Its second function is to be a leading source for introducing new information media into the department. such as developing a company profile CD-ROM. Only a few parameters are of crucial significance in describing a request for information in the field of import and export statistics. Nevertheless the process of choosing the right source to satisfy the user's demand is often rather tricky and very dependent on experience and skill. In the process of reorganising this information service from a rigid, programmed, host-oriented inhouse data service of the early 1980s to a customer-oriented information service for the 1990s, using online and CD-ROM sources, a number of investigations were made to locate the relevant sources and to evaluate their significance for this service. As a result, a survey of sources of statistical import and export data will be presented. Another result is the perception that attributes like accuracy, precision and individual tuning have priority over offering large amounts of data, automation and sophisticated statistical methods. We concluded with a model of a combined system using internal sources for automatic explorations and external sources for accuracy and flexibility. After one year of intense work with the chosen external sources, a critical revision of some of the assumptions and conclusions was made, leading to a system of using only external sources (online and CD-ROM) for data acquisition, freeing the local computers for subsequent processing, organisation and preparation of this retrieved data. Centralized systems continue to dominate the information retrieval market, with increased competition from CD-ROM based systems. As more large organizations begin to implement office automation systems, however, many will find that neither of these types of retrieval systems will satisfy their requirements, especially those requirements involving easy integration into other systems and heavy usage by casual end users. A prototype distributed information retrieval system was designed and built using a distributed architecture and using statistical ranking techniques to help provide better service for the end user. The distributed architecture was shown to be a feasible alternative to centralized or CD-ROM information retrieval, and user testing of the ranking methodology showed both widespread user enthusiasm for this retrieval technique and very fast response times (on the order of one second for 300 megabytes of data).

In response to the need for finding chemical information we have set up a system to identify and access appropriate data sources. As this system is built to assist scientists in agencies, research institutes and other institutions in their daily work we developed three different training programmes: (1) a training course on retrieval of information on dangerous substances;(2) a seminar on German offline databases in the field of chemicals;and (3) a workshop entitled 'Introduction to the information System for Environmental Chemicals'. These courses are briefly described in this paper. In addition, we discuss both general and chemical substance-related factors to be considered in developing strategies for information access.

As library/information center managers, we face an array of information access choices. With an increased demand for distributed machine-readable information, we are all examining networking alternatives, using either locally loaded tapes or CD-ROM databases, in place of or in addition to online timesharing sources. The decision of what information to provide in which machine-readable format is indeed a complex one for all the players on the information scene - users, librarians/information specialists, systems specialists and commercial information providers. Therefore, we must cooperate and communicate to insure the success of the next generation of information products. Successful managerial decisions will be based on strategic planning and on evaluating a wide range of characteristics beyond the cost and technology factors usually described. This paper examines some of these factors from the perspective of the library manager concerned with serving user needs.

As a follow up to a 1981 on-site sabbatical study, automated projects or activities in academic, public and special libraries or information centers in the Greater Sao Paulo area that developed from 1981 to the end of 1987 are described. Among the 27 Greater Sao Paulo libraries and/or information centers that were surveyed, the Division of Information and Systems of the Institute of Technological Research of Sao Paulo State, the Division of Library, Documentation and Information of São Bernardo do Campo, the Regional Library of Medicine, and the System of Libraries of the University of São Paulo were among those answering the survey questionnaire which indicated having made further advancements in the aspects of functions, processes and/or routines in areas of librarianship. The Library of the Company of data Processing of the State of Sao Paulo and the Sao Paulo School of Business Administration of the Getúlio Vargas Foundation reported automation in several of their library functions. The Library of the Institute of Energy and Nuclear Research, a library almost fully automated by the end of the 1970s, reported even newer automated efforts.
