A versatile incremental learning algorithm is introduced for supervised neural network type classifiers. The proposed algorithm, called Learn++, exploits the synergistic expressive power of an ensemble of weak classifiers for learning additional information from new data. Learn++ is capable of learning new classes, without forgetting previously acquired knowledge, even when the previously used data is no longer available. Furthermore, Learn++ is independent of the specific type of the classifier, and adds the incremental learning capability to any supervised neural network classifier.

3GPP has standardized the use of forward error correction for the provision of reliable data transmission in the mobile multicast framework. In this paper we present a study of the impact of application layer forward error correction on power control during mobile multicast transmission. The evaluation is performed with the aid of a novel scheme that allows the simulation of FEC impact on both streaming delivery and download delivery over a multicast session. It is important that the proposed scheme incorporates the properties of an evolved mobile network, as they are determined by the 3GPP specifications.

In the built-in self-test (BIST) methodology, the two major problems which must be addressed are test generation and response analysis. An efficient, unified solution to the problem of test generation is presented. A design procedure that is computationally efficient and produces test generation circuitry with low hardware overhead is proposed. The effectiveness of this approach is demonstrated by detailed comparisons of its results with those that would be obtained by existing techniques.< >

The intelligent online network (iOn) has been designed to leverage the power of the latest technologies and communication infrastructure to empower a forum that enables effective sharing and distribution of knowledge. The system consists of users registered either as clients or experts. A central database is maintained to store all clientele information and archives, and this is used to answer the clients' query if a match is found in the database, using an innovative natural language query-matching method. If no solution could be located in the database archives, the question and list of active experts is submitted to the mobile agent. The agent then traverses the experts online, thus consolidating the solution to be returned to the user. The system makes possible the implementation of disconnected operation mode next-generation networking protocols, while effectively handling load balancing and reliability.

In this paper, the application of discrete-time variable structure control is demonstrated for the control of switching power converters. A generalised design procedure to derive the control law for a tracking system is devised based on the reaching condition called reaching law approach. The properties of the control law is investigated through design examples. The invariance and the robustness features of the control is demonstrated by simulation results.

We introduce ad hoc grids as a hierarchy of mobile devices with different computing and communication capabilities. An ad hoc grid allows a group of individuals to accomplish a mission, often in a hostile environment; examples of applications of ad hoc grids are disaster management, wild-fire prevention, and peacekeeping operations. We are concerned with the interplay between computing and communication in the power-constrained environment of an ad hoc grid.

Estimating Direction of Arrival (DOA) of a signal in three dimensional space is a procedure which is difficult to perform in a reverberant and noisy environment, yet it demands high degree of precision. One of the most reliable techniques under reverberant conditions is Multi-Sensor Steered Response power with Phase Transform filter (SRP-PHAT) but it is computationally exhaustive if performed using traditional calculus based techniques. So this paper proposes a different and computationally efficient approach to solve the DOA problem, one that is based on searching and optimization capabilities of Genetic Algorithms. In this paper, for the purpose of application of genetic algorithm, SRP-PHAT to estimate DOA is modeled as an optimization problem. To speed up the process of global convergence of genetic algorithm, this paper describes a procedure which can act as a precursor for the design and implementation of a parallel architecture for DOA estimation. To prove the efficacy of the solution, various performance curves have been included which show that the proposed solution is superior to traditional techniques and the last section describes the computational load of the proposed technique and compares it with two other conventionally employed techniques.

A method of finding a continuum of power flow solutions starting at some base load and leading to a steady-state voltage stability limit (critical point) of a system is presented. A salient feature of the so-called continuation power flow is that it remains well conditioned at and around the critical point. As a consequence, divergence due to ill-conditioning is not encountered at the critical point, even when single-precision computation is used. Intermediate results of the process are used to develop a voltage stability index and identify areas of the system most prone to voltage collapse. Examples are given wherein the voltage stability of a system is analyzed using several different scenarios of load increase.< >

Computer modeling of relays helps engineers understand how protection systems behave during faults and other disturbances. Simulators can assess the reliability of a protection system, determine the effect of correct and incorrect operation on a power network and if necessary help a relay manufacturer investigate new design ideas. The PSCAD/EMTDC transient simulator was used to model the effect of a fault on the protection and control system in a 132/11kV distribution substation. The operating response of each protection and control relay and the associated circuit breakers were monitored and stored in an event data base suitable for knowledge extraction studies.

There are two types of short-circuit studies of interest to the power engineer. The results of the first type are used to select the withstand and interrupting capabilities of switchgear; whereas, the results of the second type are used to properly select the settings of overcurrent protective devices. Oftentimes, the engineer is in possession of commercial software for the first type of short-circuit study. Thus, a natural question is whether its output can also be applied to the second type. The purpose of this paper is to address this question, in accordance with Chapter 4 of the IEEE Red Book, by comparing the two types of short-circuit studies. The basis for the comparison is the complex impedance network method. A sample industrial power system is used to clarify the findings.
