prescriptive analytics in public-sector decision-making: A framework and insights from charging infrastructure planning

In this work, we investigate the challenges public-sector organizations face when seeking to leverage prescriptive analytics and provide insights into the public value such data-driven tools and methods can provide. Using the strategic triangle of value, legitimacy, and operational capacity as a starting point, we derive a framework to assess public-sector prescriptive analytics initiatives, along with six guiding questions that structure the assessment process. We present a case study applying prescriptive analytics to the placement of charge points in urban areas, a critical challenge many municipalities are currently facing in the transition towards electric mobility. Reflecting on the analytics application as well as its development and implementation process through the guiding questions, we derive key lessons for public-sector organizations seeking to apply prescriptive analytics. Business analytics aims to enable organizations to make quicker, better, and more intelligent decisions with the aim to create business value. To date, the major focus in the academic and industrial realms is on descriptive and predictive analytics. Nevertheless, prescriptive analytics, which seeks to find the best course of action for the future, has been increasingly gathering the research interest. prescriptive analytics is often considered as the next step towards increasing data analytics maturity and leading to optimized decision making ahead of time for business performance improvement. This paper investigates the existing literature pertaining to prescriptive analytics and prominent methods for its implementation, provides clarity on the research field of prescriptive analytics, synthesizes the literature review in order to identify the existing research challenges, and outlines directions for future research.

The FIFA World Cup, comprising sixty-four matches spanning an entire month, has, in recent years, been attended by about three million spectators of which over half a million are visitors requiring lodging. Planning lodging capacity for an event of this magnitude is necessary for host nations where pre-existing infrastructures are either inadequate or lacking. This paper develops an optimization analytics framework that sequentially employs two integer programming models for foreign spectator analysis and the consequent lodging requirements. The framework is applied to assess the preparedness of lodging infrastructure in Qatar for FIFA 2022.

prescriptive analytics is a mechanism that provides the best set of actions to be taken to prevent undesirable outcomes for a given instance. However, this mechanism is prone to privacy breaches if an adversary with subsidiary data is allowed multiple query access to it. So, we propose a differential privacy mechanism in prescriptive analytics to preserve data privacy. Differential privacy can be achieved with the help of sensitivity of the given actions. Roughly speaking, sensitivity is the maximum change in the given set of actions with respect to the change in the given instances. However, a general analytical form for the sensitivity of the prescriptive analytics mechanism is difficult to derive. So, we formulate a nested constrained optimization to solve the problem. We use synthetic data in the experiments to validate the behavior of the differential privacy mechanism with respect to different privacy parameter settings. The experiments with two real-world datasets-Student Academic Performance and Reddit dataset, demonstrate the usefulness of our proposed method in education and social policy design. We also propose a new evaluation measure called the prescription success rate to further investigate the significance of our proposed method.

prescriptive analytics is considered as the next frontier in the area of business analytics. It provides organizations with adaptive, automated, and time-dependent courses of actions to take advantage of likely business opportunities. Given enterprises' objectives, prescriptive analytics assists them maximize their business values and at the same time mitigates their likely risks by recommending optimal sequences of actions. In this work, a federated prescriptive analytics framework comprising descriptive, predictive and prescriptive components is proposed. The framework also links the extracted insight from the data to their pertinent generated actions. Finally, a few indicative use cases are presented to indicate the necessity of this new analytics paradigm.

At the present time, there is no mechanism for Air Navigation Service Providers (ANSPs) to probe new flight plans filed by the Airlines Operation Centers (AOCs) against the existing approved flight plans to see if they are likely to cause conflicts or bring sector traffic densities beyond control. In the current Air Traffic Control (ATC) operations, aircraft conflicts and sector traffic densities are resolved tactically, increasing workload and leading to potential safety risks and loss of capacity and efficiency. We propose a novel prescriptive analytics System to address a long-range aircraft conflict detection and resolution (CDR) problem. Given a set of predicted trajectories, the system declares a conflict when a protected zone of an aircraft on its trajectory is infringed upon by another aircraft. The system resolves the conflict by prescribing an alternative solution that is optimized by perturbing at least one of the trajectories involved in the conflict. To achieve this, the system learns from descriptive patterns of historical trajectories and pertinent weather observations and builds a Hidden Markov Model (HMM). Using a variant of the Viterbi algorithm, the system avoids the airspace volume in which the conflict is detected and generates a new optimal trajectory that is conflict-free. The key concept upon which the system is built is the assumption that airspace is nothing more than horizontally and vertically concatenated set of spatio-temporal data cubes where each cube is considered as an atomic unit. We evaluate our system using real trajectory datasets with pertinent weather observations from two continents and demonstrate its effectiveness for strategic CDR.

prescriptive analytics leverages predictive data mining algorithms to prescribe appropriate changes to alter a predicted outcome of undesired class to a desired one. As an example, based on the conversation of a reformed addict on a message board, prescriptive analytics may predict the intervention required. We develop a novel prescriptive analytics solution by formulating a constrained Bayesian optimization problem to find the smallest change that we need to make on an actionable set of features so that with sufficient confidence an instance can be changed from an undesirable class to the desirable class. We use two public health dataset, multi-year CDC dataset on disease prevalence across the 50 states of USA and alcohol related data from Reddit to demonstrate the usefulness of our results.

prescriptive analytics Systems (PAS) represent the most mature iteration of business analytics, significantly enhancing organizational decision-making. Recently, research has gained traction, with various technological innovations, including machine learning and artificial intelligence, significantly influencing the design of PAS. Although recent studies highlight these developments, the rising trend focuses on broader implications, such as the synergies and delegation between systems and users in organizational decision-making environments. Against this backdrop, we utilized a systematic literature review of 262 articles to build on this evolving perspective. Guided by general systems theory and socio-technical thinking, the concept of an information systems artifact directed this review. Our first objective was to clarify the essential subsystems, identifying 23 constituent components of PAS. Subsequently, we delved into the meta-level design of PAS, emphasizing the synergy and delegation between the human decision-maker and prescriptive analytics in supporting organizational decisions. From this exploration, four distinct system archetypes emerged: advisory, executive, adaptive, and self-governing PAS. Lastly, we engaged with affordance theory, illuminating the action potential of PAS. Our study advances the perspective on PAS, specifically from a broader socio-technical and information systems viewpoint, highlighting six distinct research directions, acting as a launchpad for future research in the domain.

Data analytics has gathered a lot of attention during the last years. Although descriptive and predictive analytics have become well-established areas, prescriptive analytics has just started to emerge in an increasing rate. In this paper, we present a literature review on prescriptive analytics, we frame the prescriptive analytics lifecycle and we identify the existing research challenges on this topic. To the best of our knowledge, this is the first literature review on prescriptive analytics. Until now, prescriptive analytics applications are usually developed in an ad-hoc way with limited capabilities of adaptation to the dynamic and complex nature of today's enterprises. Moreover, there is a loose integration with predictive analytics, something which does not enable the exploitation of the full potential of big data.

We introduce a prescriptive analytics system, InSciTe advisory, to provide researchers with advice of their future research direction and strategy. The system analyzes several thousands of heterogeneous types of data sources such as papers, patents, reports, web news, web magazines, and collective intelligence data. It consists of two main parts of descriptive analytics and prescriptive analytics. Once given a researcher, the descriptive analytics part provides results from activity history and research power w.r.t the designated researcher. Then, prescriptive analytics part suggests a group of role model researchers to the researcher, as well as how to be like the role model researchers. The prescription for the researcher is provided according to 5W1H questions and their corresponding answers. All of the analytical results and their explanations about the given researcher are automatically generated and saved to a report. This researcher-centric prescriptive analytics has not been introduced before and it is useful tool to understand the designated researcher in the perspective of prescriptive as well as descriptive analytics.
