The purpose of this project is to create prison programming that is educational and focuses on deconstructing traditional masculinity. The United States has a long history of mass incarceration with California having some of the highest incarceration rates in the country. Justice impacted people are not adequately given the opportunity for educational personal development programming. Obtaining prison programming is a difficult task in itself. The library staff at California State prison Solano sought to create change and explore solutions for this issue. Specifically, a group of justice impacted men who had previously participated in a library book club wanted teaching curriculum that would add to their “I See Her” book club. This book club taught the men the fight and struggles women have faced in the United States. The men in the book club wanted teaching curriculum that would further educate them on the impact of toxic masculinity on themselves, the women in their lives, and the environment around them. The result of this led to the creation of this thesis project. This original and first of its kind prison program breaks down traditional masculinity and examines ways for group members to analyze masculinity and apply techniques of healthy communication, respect, self-reflection, and personal development.

Prior literature has suggested that prison programs can influence the prevalence of disciplinary infractions in correctional facilities. However, there is less understanding of how the race and ethnicity of program participants may impact this relationship. The current study tests the relationship between prison program participation and misconduct, including how participation in different program categories and participant race and ethnicity are differentially associated with misconduct, using data from the Survey of Inmates in State Correctional Facilities (2004). Findings suggest that overall, participation in most forms of programming is associated with a higher likelihood of prison misconduct, with the exception of religious program participation. Tests comparing coefficients for black, Latino, and white participants across logistic regression models revealed no significant differences in how educational, vocational, and religious program participation relates to prison misconduct. Future research should evaluate time-series data to better account for temporal ordering and also examine how race and ethnicity might impact the relationship between other forms of prison programming and disciplinary infractions.

Participatory action research (PAR) is a methodology that emphasizes the importance and benefits of doing research with people rather than on people. A PAR approach prioritizes people-centered work that can help facilitate change within communities. Past work has utilized a PAR approach to research in corrections, but less is known about how PAR can be used as an intervention in prison. There are also certain aspects of the carceral setting which bring into question whether PAR would be as effective as it is in free communities. The current study uses data from semi-structured interviews with 200 incarcerated women in Arizona to explore whether incarcerated women perceive that including people in prison in the design and implementation of a program is going to enhance that program. Participants are presented with one of four vignettes describing a scenario in which new programs are brought to the prison. Vignettes contain a single variable measure who designed and taught the programs and had four conditions: correctional staff, incarcerated women, university researchers, or incarcerated women alongside university researchers (akin to a PAR scenario). A series of questions are asked after the scenario that measure perceptions of program quality. Results indicate mixed support for the PAR approach to programming and call for PAR researchers to be clear on the intended effects of the approach, particularly as it is applied to social change and developing programming in a prison environment.

Prior research shows employment is an important component of desistance, but there is mixed evidence regarding the effectiveness of prison-based education programs. Therefore, this study examines whether participation in vocational education programs while incarcerated improves recidivism and post-release employment outcomes. In addition, the study controls for the timing of release to examine whether recidivism and employment outcomes varied during the COVID-19 pandemic. Observable selection bias was reduced by using propensity score matching to create similar treatment and comparison groups. After matching, there were no differences in any outcome between those who obtained vocational certificates and the comparison group. The results demonstrate the importance of accounting for selection bias in evaluations of education and employment programs. It is recommended that career-focused educational programs incorporate the risk-needs-responsivity model and the continuum of care principle, build relationships with community employers, and assist with practical barriers to employment.

Custodial prison work and vocation programs are among the most common programs in United States corrections. However, literature suggests ambiguity regarding their effectiveness in producing desired outcomes. Extant systematic reviews and meta-analyses of these programs are dated, focus on post-release programs, and rely on monolithic effect sizes to determine if these programs 'work.' To assess this issue, we conduct a meta-analysis of 31 program evaluations published between 1986 and 2017, focusing on study and program characteristics that moderate conclusions of success. We argue that several issues require attention before researchers can conclude whether and for whom custodial work and vocational programs are successful, including: incomparable outcomes;treatment heterogeneity and treatment effect heterogeneity;program stacking;and conflicting definitions of programs. Implications from this study aid in establishing a cohesive literature to make stronger conclusions about the characteristics of programs and program evaluations that produce effective custodial work and vocation programs.

Most incarcerated individuals do not participate in prison programming, which may be due to the limited availability of programs or the voluntaristic nature of programming. Most incarcerated individuals are provided the opportunity to select their own non-clinical programming. This voluntaristic approach to program participation provides an opportunity to explore the characteristics of who opts into non-clinical programming when given the choice, an inquiry that acknowledges potential practical and ethical limitations to a nonclinical delivery of programming. In this study, we utilize administrative data from a Midwestern state to understand who volunteers for correctional programming in institutional and community settings. Findings reveal days incarcerated and gender are the strongest predictors of volunteerism for a broad array of correctional programs. Implications include a deeper understanding of volunteer characteristics that may assist agencies to adjust strategies aimed at improving correctional outcomes.

Many of the women currently incarcerated in state prisons are mothers. They have similar programming needs as other women in prison, including education, work, counseling, and drug treatment, yet they also have unique needs associated with their motherhood roles and the relationships they have with their children. Utilizing in-depth interviews with incarcerated mothers, this paper examines the program participation and program needs of these women. Specifically, we explore the perceived helpfulness of available programming and discuss programs the participants feel they need but are not receiving. Our findings suggest that incarcerated mothers identify programming as helpful to them and in their role as mothers that includes traditional parenting programs and programs that focus on substance abuse, mental health, trauma and abuse, life skills, and religious services. Incarcerated mothers in the current study apply knowledge and skills learned in other programming areas such as substance abuse programs and anger management to their parenting experiences, even when these programs do not specifically target their parenting roles. The implications for programming include understanding the ways that non-parenting programs might recognize and incorporate issues involving families and children in their approaches to treatment and programming.

Purpose: The purpose of this study was to examine enhanced perinatal support programs for pregnant and postpartum people in six state prisons, describe the service components offered by each program, and discuss similarities and differences of services offered between ***: In-depth, semi-structured interviews were conducted with each program's site lead(s) in order to collect information regarding each program's historical context, conception, and key aspects of the implementation of service components offered at each ***: Program components fell into five broad categories: group-based education and support, one-on-one support, labor and birth support, lactation facilitation and support, and other support services. Results high-light similarities and differences within and across programs and common themes that govern program success. Conclusions: This study provides an initial understanding of the variation in enhanced perinatal programming in six state prisons and offers insights for other states interested in establishing these types of programs. These programs implemented individual components piecemeal to fit site-specific context and needs, instead of adopting the entirety of another program model. Programs' success was largely dependent upon collaboration between program facilitators and partnering prison sites.

Over the last decade, criminal justice scholars have increasingly endorsed evidence-based practices;however, some criminologists have voiced concerns over the varied methodological rigor used by evaluation researchers, differing definitions of evidence, and lack of critical exploration as to why programs may be (in)effective. This article argues that evaluability assessments (EAs) can answer these concerns. Through a case study of an EA used on a prison-based fatherhood program, this article demonstrates how EA's approach leads to a more precise understanding of outcome operationalization, and allows for the democratization of research, which is particularly important in a carceral setting.
