For urban rail track, it is important to detect the presence of the tram or light train in black spots (like urban tunnels, bridges and low visual contact). The classical solution is to use track circuit which is safety oriented designed. The paper proposes a virtual track circuit as an alternative solution. For this proposal a comparative assessment was done to identify the main issues of this solution. For both systems analysed the authors defined and calculated two special functions: one is safety function which is a probability function (together with a distribution function) and the second one is error function which has the same type as previous one.

The present work presents a general theoretical framework for the study of operators which merge partial probabilistic knowledge from different sources which are individually consistent, but may be collectively inconsistent. We consider a number of principles for such an operator to satisfy including a set of principles derived from those of Konieczny and Pino Perez [14] which were formulated for the different context of propositional merging. Finally we investigate two specific such merging operators derived from the Kullback-Leibler notion of informational distance: the social entropy operator, and its dual, the linear entropy operator. The first of these is strongly related to both the multi-agent normalised geometric mean pooling operator and the single agent maximum entropy inference process, ME. By contrast the linear entropy operator is similarly related to both the arithmetic mean pooling operator and the limit centre of mass inference process, CM infinity.

Stochastic optimization problems with probabilistic and quantile objective functions are considered. The probability objective function is defined as the probability that the value of losses does not exceed a fixed level. The quantile function is defined as the minimal value of losses that cannot be exceeded with a fixed probability. Sample approximations of the considered problems are formulated. A method to estimate the accuracy of the approximation of the probability maximization and quantile minimization is described for the case of a finite set of feasible strategies. Based on this method, we estimate the necessary sample size to obtain (with a given probability) an epsilon-optimal strategy to the original problems by solving their approximations in the cases of finite set of feasible strategies. Also, the necessary sample size is obtained for the probability maximization in the case of a bounded infinite set of feasible strategies and a Lipschitz continuous probability function.

The objective Bayesian program has as its fundamental tenet (in addition to the three Bayesian postulates) the requirement that, from a given knowledge base a particular probability function is uniquely appropriate. This amounts to fixing initial probabilities, based on relatively little information, because Bayes' theorem (conditionalization) then determines the posterior probabilities when the belief state is altered by enlarging the knowledge base. Moreover, in order to reconstruct orthodox statistical procedures within a Bayesian framework, only privileged ‘ignorance’ probability functions will *** serve all these ends objective Bayesianism seeks additional principles for specifying ‘ignorance’ and ‘partial information’ probabilities. H. Jeffreys' method of invariance (or Jaynes' modification thereof) is used to solve the former problem, and E. Jaynes' rule of maximizing entropy (subject to invariance for continuous distributions) has recently been thought to solve the latter. I have argued that neither policy is acceptable to a Bayesian since each is inconsistent with conditionalization. Invariance fails to give a consistent representation to the state of ignorance professed. The difficulties here parallel familiar weaknesses in the old Laplacean principle of insufficient reason. Maximizing entropy is unsatisfactory because the ‘partial information’ it works with fails to capture the effect of uncertainty about related nuisance factors. The result is a probability function that represents a state richer in empirical content than the belief state targeted for representation. This study is performed to find out a main equipment maintenance strategy for distribution networks having the minimum risk assessment function as their objective function. In order to relate proper maintenance to the risk assessment function, first, the conflict between scheduled maintenance and condition maintenance is described to provide basis for further determination of the maintenance risk assessment function. Then, the function expression for risk assessment of distribution networks is presented, and constraints on the objective function designed using the safety-resource-maintenance relation to improve the optimization model. Finally, a PSO-based solution to the optimization model is presented. Empirical data are used to validate the operability of the algorithm, and the results derived under three different scenarios confirm that our integrated risk assessment model is highly superior over others and can provide theoretical reference for the scientific maintenance strategy optimization of China's distribution networks.
