This paper presents a literature review that aimed at analyzing the use of problem structuring methods in Social-Ecological Systems. These systems are formed at the interface between social and ecological systems, whose complexity is a feature and, therefore, complex problems are quite common. In the Operational Research realm, there is a class of methods that have been developed to deal with this type of problem, the problem structuring methods. They seek to generate a shared understanding of complex problems from the perception of the involved actors, aiming at structuring them before solving them. Thus, it is reasonable to understand that these methods are suitable for handling complex problems in Social-Ecological Systems. This paper verified this statement through a literature review of 28 peer-reviewed papers. It contributes to both extant literature on problem structuring methods and Social-Ecological Systems presenting where the interventions took place;the complex problems addressed;the problem structuring methods applied, and the purpose of these methods in the interventions;the approaches used for collecting input data;the types of participants that participated of the interventions;as well as the main benefits and limitations of these methods in the interventions. It is concluded that problem structuring methods are approaches that can be useful in dealing with complex problems in Social-Ecological Systems, their use should be encouraged, and some advances presented here can improve their application in these types of intervention.

Addressing Grand Challenges (GC), such as navigating climate change or aging societies, is increasingly gaining prominence across the globe. Those researching and addressing such challenges argue that progress requires collaborative, integrated, and coordinated responses from a wide range of stakeholders including organisations, governments, communities, etc. To successfully navigate these challenges, approaches need to be able to engage with stakeholders in two ways. Firstly, in terms of eliciting a comprehensive understanding of the challenge as viewed through the many stakeholder lenses and thus managing the resultant complexity of that data and secondly through attending to the myriad socio-political considerations. problem structuring methods (PSM) through their focus on managing messy, complex, wicked problems are well situated to assist in this endeavour, particularly when coupled with the growing body of work in the field of Behavioural OR (BOR). This paper illustrates how PSM with BOR can address Grand Challenges by mapping the characteristics together and proposing a framework depicting the potential contribution.

The problem structuring methods (PSMs) are a set of interactive and participatory modeling approaches for dealing with unstructured complex problems, which are characterized by the existence of multiple actors, with differing perspectives and conflicting interests, trying to identify alternatives for solving a problematic situation in an environment with uncertainties. In this paper, we provide a literature review about PSMs over the last decade (2010-2020), focusing on verifying the distribution of papers according to year, journals, countries, and authors;to identify the most frequent PSMs and areas of application;and to present methodological and theoretical advances, and emerging topics. The content analysis technique was used to analyze the papers. From 2015 on there was a significant increase in the number of studies that address the PSMs and the years 2018 and 2019 concentrate around one-third of the number of papers. Most of the papers present applications of PSM in different areas that were classified into five categories: business management;environmental management;healthcare sector;social issues;and other areas. Regardless of the application area, the Soft System Methodology (SSM) is the most frequently used PSM and a discussion is provoked about this finding. The paper also presents the theoretical and methodological advances and emerging topics in this discipline.

Dealing with complexity - the contribution of problem structuring methods to management science

Purpose - The purpose of this paper is to examine the contribution that problem structuring methods - a branch of the decision support discipline of operational research - have made in helping managers deal with situations of high complexity. The paper reviews the limitations of traditional operational research and argues that problem structuring methods have expanded the entire discipline and significantly contributed to its holistic nature and problem-solving ***/methodology/approach - The paper provides a critical discussion of the limitations of the traditional operational research approach and examines how the development and successful application of problem structuring methods have opened up a new paradigm of analysis in management *** - In theoretical terms, problem structuring methods have moved the discipline of operational research away from its positivistic epistemology and towards interpretivism and the acceptance of a subjective social reality. In practical terms, they offer managers a broad range of appropriate analytical tools which provide transparency and offer the opportunity to those affected by the problem situation to be actively involved in the entire modelling process within a facilitated ***/value - The paper offers a critical discussion of the contribution that problem structuring methods have made while also identifying the challenges they face as they try to achieve higher levels of recognition and acceptance in management science.

Digital transformation is becoming more common in an increasingly digital world, which has contributed to significant changes in business processes around the globe. In the banking industry, this approach allows banking institutions to provide improved customer experiences. However, the determinants of successful banking digitalization are still unclear, as are their cause-and-effect relationships. This article sought to apply problem structuring methods, namely, fuzzy cognitive mapping and system dynamics, to develop a conceptual model that can be applied to analyses of banking industry digitalization. The results are based on two group sessions that were held with a panel of decision makers who deal with banking digitalization processes on a daily basis. The findings were validated by a senior staff member responsible for banking project assessment and development at Caixa Geral de Depositos S.A.-a Portuguese state-owned banking corporation. The approach adopted in this article is unique because digitalization determinants were collected and analyzed based on the participants' know-how and experience. Static and dynamic analyses produced a deeper, broader understanding of the dynamic cause-and-effect relationships between the identified determinants of banking digitalization, giving rise to a realistic model that can be used to support relevant decision-making processes.

The emergence of problem structuring methods, 1950s-1989: An atlas of the journal literature

Researchers need maps to effectively navigate increasingly voluminous literatures. This is no less the case in the field of problem structuring methods (PSMs). This paper offers an atlas of the journal literature of the theoretical development of, what are currently acknowledged to be, the four main PSMs up to their consolidation in 1989. A thorough contextual appreciation of the structure and dynamics of this literature sets the stage for addressing some of its specific aspects, for which an atlas is especially effective as an orientation device. Substantiated suggestions for exploratory excursions, as well as potential pitfalls, are accentuated, the overall aim being to provide researchers with navigational support that may assist their research objectives. Based on evidence uncovered from the atlas, a number of issues current in the PSM field are discussed, including the use of the collective descriptor 'family', the extent to which PSMs find their origins, and belong, in the wider field of operational research and the identification of sources that have hitherto received little or no acknowledgment but which merit attention as precursors and promising contributors to PSM research. The paper is accompanied by an electronic supplement containing the basic data of the atlas from which additional maps may be designed and constructed.

problem structuring methods (PSMs) are a class of qualitative operational research (OR) modelling approaches that were first developed approximately 40 years ago. Different definitions of PSMs have been proposed, some focusing on the types of problems that PSMs typically address, others on how they address these problems. Despite this, there is no clear framework for what characteristics need to be present in an approach to warrant it being regarded as a PSM. This presents a challenge to understanding what constitutes a PSM and the acceptance of new PSMs. This exploratory paper develops a framework from a literature review to identify similarities between PSMs. The framework reflects that PSMs hold different philosophical assumptions to traditional OR and, thus, the framework is structured according to the four pillars of ontological, epistemological, axiological and methodological assumptions an approach makes. Across these assumptions, the framework poses 13 questions to determine if an approach could be a PSM. The effectiveness of the framework is understood by applying it to eight OR approaches to see if it successfully identifies PSMs. (C) 2018 Elsevier B.V. All rights reserved.

The Value Paradox of problem structuring methods

The use of problem structuring method (PSM) interventions leads to outcomes unique to the circumstances of the problem context. Given the singular nature of these outcomes, a consultant attempting to sell a PSM intervention will struggle to articulate value to clients in terms that are commercially meaningful prior to the intervention being enacted. Thus, in order to win a contract to deliver a PSM intervention, the consultant must first resolve this puzzle. We explore this question by (i) reviewing how the value of PSMs has been assessed previously, (ii) setting out a suitable theoretical position to explore the problem and (iii) presenting empirical data from a commercial organization to build our theoretical position. This starts with agreement with Checkland and Scholes that attempting to sell the (financial) value of a PSM intervention a priori is unlikely to ever succeed. Our theoretical development through analysis of empirical data leads to the recognition that the process of selling a PSM intervention is bound to the interposition of the processes of problematization and interessement and the issue of trust. The recognition of a distinction between these and the actual enactment of a PSM intervention leads us to conclude that the process of selling the consulting engagement is entirely associated with the temporal ordering between them. We thus avoid the bind of the original puzzle only by articulating a paradox. To resolve the paradox, we shift analytical focus to the pre-contractual phase of the relationship between a consultant and client and discuss implications of this paradox for soft OR practice. On Novice Facilitators Doing ResearchResearch in problem structuring methods as Autoethnography

Opportunities for novices to facilitate problem structuring methods (PSMs) workshops are limited, especially because of a lack of access to real-world interventions and confidence in their capabilities. Novices are usually young academics building their careers through publishing. Publishing is challenging if facilitation and opportunities for data collection are limited. To address this challenge, this paper suggests autoethnography as a framework for addressing difficulties that novices face in conducting research and publishing on PSMs. This suggestion grows out of a literature study on autoethnography and PSMs combined with reflections on the author's experience as a PSM novice and young academic. Autoethnography is presented as a means to enable access to real-world interventions, enhance novices' confidence, and identify research and publishing opportunities. The author outlines strengths and challenges associated with PSM novices carrying out autoethnography. Contributions to PSM literature and practice are also provided. Climate change and cities: problem structuring methods and critical perspectives on low-carbon districts

Cities around the world have set climate change mitigation targets, yet actions to implement these targets have so far proved inadequate. Better methodology is needed to support this impetus for action. problem structuring methods (PSMs) enable improvements to be made in wicked problem situations;they appear to have potential to improve climate change mitigation actions but they are difficult to carry out in highly pluralist problem contexts. A case study (STEEP) that applied a PSM to support low-carbon urban energy master planning in three cities is presented. The STEEP methodology was effective in reducing the wickedness of the problem but issues of a lack of clarity on problem ownership and lack of interessement were seen. A reflective boundary critique study found that there was a mismatch between power and interest amongst key stakeholders towards the low-carbon vision. Three key issues identified in the case study were discussed through the lens of critical systems thinking: (i) the need for new competencies, (ii) dealing with wickedness, and (iii) behavioural complexity and discordant reference systems. The paper suggests how these issues might be improved through the application of non-PSM theories which can support the use of PSMs in improving city-level climate change mitigation.
