Home visitation has emerged as a key strategy for promoting child and family well-being in the current policy context. This article examines the effectiveness of the Early Head Start (EHS) home-based program for children and families at the end of the program and 2 years later, with a particular focus on the role of program implementation in the impacts of the EHS home-based program on child and family outcomes. There was a pattern of broad, modest effects of EHS home visiting for both children and parents, which were strengthened if the programs were fully implemented according to federal guidelines. In particular, impacts for children in the cognitive and language domain were documented. Implications of these findings for policy and practice are discussed.

Teachers' Perceptions of School Organizational Climate as Predictors of Dosage and Quality of implementation of a Social-Emotional and Character Development program

Organizational climate has been proposed as a factor that might influence a school's readiness to successfully implement school-wide prevention programs. The aim of this study was to evaluate the influence of teachers' perceptions of three dimensions of school organizational climate on the dosage and quality of teacher implementation of Positive Action, a social-emotional and character development (SECD) program. The dimensions measured were teachers' perceptions of (a) the school's openness to innovation, (b) the extent to which schools utilize participatory decision-making practices, and (c) the existence of supportive relationships among teachers (teacher-teacher affiliation). Data from 46 teachers in seven schools enrolled in the treatment arm of a longitudinal, cluster-randomized, controlled trial were analyzed. Teacher perceptions of a school's tendency to be innovative was associated with a greater number of lessons taught and self-reported quality of delivery, and teacher-teacher affiliation was associated with a higher use of supplementary activities. The findings suggest that perceptions of a school's organizational climate impact teachers' implementation of SECD programs and have implications for school administrators and technical assistance providers as they work to implement and sustain prevention programs in schools.

Development and implementation of a Women's Health Promotion program: The Moms for Moms Approach

The Moms for Moms (M4M) program provides mothers the arena necessary to explore new ideas and definitions about mothering as well as skills and strategies concerning parenting, family management, and healthy habits. A participatory approach has been used to understand the development and implementation of the program from the perspective of the participants and community agency staff in an urban city. This approach provides detailed descriptions and interpretations of the shared beliefs, behaviors, and values of the participants as well as how these attributes are shaped by involvement in M4M. The findings from a needs assessment and program feasibility study conducted from August 2006 to June 2008 are used to inform a recently launched Healthy Lifestyles Initiative at a community-based agency for women, to determine if M4M fits within the culture of the organization and to determine the relevance of participatory methods to engage mothers and community agencies in creating health promotion programming.

Factors associated with the implementation of a vegetable and fruit program in a population of Australian elementary schools

implementation of vegetable and fruit programs in schools is less than optimal. This study aimed to identify, using a theoretical framework, factors associated with implementation of a school vegetable and fruit program;that provides a time in class for children to consume a piece of vegetable or fruit they have brought from home. Three hundred and three randomly selected school principals across the state of New South Wales, Australia responded to a 25-min telephone survey. Principals were asked if their school had implemented a vegetable and fruit program, and which of 12 factors from Damschroder's consolidated framework for implementation research had facilitated or impeded implementation. Multiple logistic regression models examined the association between such factors and program implementation. Seventy-eight percent of schools had a vegetable and fruit program. Schools were significantly more likely to implement the program if the principal believed that: the program was effective ( OR = 2.97;P<0.02);they had sufficient resources to implement the program ( OR = 4.22;P<0.0001);the program would not be difficult to implement ( OR = 10.16;P<0.0001) and that the program was as important as other school priorities ( OR = 2.45;P<0.02). Realizing the intended benefits of vegetable and fruit programs requires widespread implementation by schools. Consideration of principal beliefs about the program effectiveness, resources, difficultly and relative importance in program implementation strategies appear key to increasing program implementation.

Design and implementation of a grassroots precollege program for Latino youth

This article discusses the design and implementation of a grassroots culturally and linguistically sensitive program designed to promote the pursuit of higher education among Latino youth. Latinos en Camino al Exito Universitario is an example of a culturally responsive program delivered out of a university counseling center as part of the training for multicultural competency for interns. Participants were 30 middle and high school students with supplementary parental involvement. Although outcome data were limited, positive outcomes included increased knowledge and confidence about college and precollege experiences. This article discusses how the program was developed, from recruitment to implementation, and how it was designed to meet the unique needs of Latino youth.

Objectives The Healthy Start program has taken a community-based approach to improving maternal and child health outcomes among underserved populations for 25 years. Although the program has been evaluated in the past, it has not undergone a national evaluation since it was transformed in 2014. The purpose of this study is to present data from an early component of the latest national evaluation-the 2016 National Healthy Start program Survey, which includes information describing grantees, the risk profile of participants served, and the scope of services offered to meet participant needs. Methods Ninety-five grantees completed the survey, and responses are reported at the aggregate level. Study analyses are descriptive. Results Grantees reported serving a population with a high-risk profile characterized by chronic medical conditions or risk behaviors. Most grantees conduct comprehensive needs/risk assessments for participants upon program entry, yet service delivery strategies were mixed, with some differences found by geographic region. Grantees provide a core set of services to participants, including case management and health promotion/education, and tend to refer participants to community providers for services that are deemed appropriate during individual risk assessments. While most grantees have protocols in place related to these priority services, participants may not have been universally offered all services across sites. Conclusions for Practice Although grantees often highlight their facilitation of service/care coordination with existing resources, findings suggest potential areas on which to focus strategic efforts to ensure that the Healthy Start program is successfully bridging gaps in access and utilization of services for underserved communities.

Purpose Home visiting programs for new families in the United States have traditionally served high-risk families. In contrast, universal home visiting models serve all families regardless of income, age, risk or other criteria. They offer an entry point into a system of care for children and families, with the potential to improve population health. This paper describes lessons learned from the first three years of implementing a universal home visiting model. Description Welcome Family is a universal home visiting program in Massachusetts that offers a one-time visit by a nurse to new mothers up to eight weeks postpartum. The Massachusetts Department of Public Health (MDPH) is piloting Welcome Family in four communities with the goal of expanding statewide. Assessment Welcome Family served over 3000 families in its first three years. program performance measures provided a framework to examine successes and challenges related to outreach and enrollment, program operations, and linkages with community resources. Early challenges included increasing referrals to a new program and limited capacity to serve all women giving birth. Local implementing agencies tested innovative strategies and MDPH made program modifications, such as developing quarterly data reports and establishing a learning collaborative, to address identified challenges. Conclusion MDPH is committed to the success of Welcome Family and uses continuous quality improvement to maximize the impact of the program on families and the system of care in Massachusetts. Lessons learned from the Massachusetts pilot can inform other states' efforts to enhance their early childhood systems of care through expanding universal home visiting.

The design and implementation of a physical education program to promote children's creativity in the early years

The purpose of this study was to design and implement a physical education program to promote creativity in preschool children. The study was based on the following phases: (a) to design and formulate 20 physical education lessons in order to provide children with opportunities to develop their creative thinking through the use of movement elements, motor skills and movement exploration;(b) to train early educators to be able to implement the proposed physical education program;(c) to undertake an initial evaluation of preschoolers;(d) to implement the program;and (e) to undertake a final evaluation of preschoolers. Two hundred and fifty-one children, aged four to five years, were randomly selected from 12 preschool centers and participated in the 10-week physical education program. Quantitative and qualitative data were collected and estimated with a pre- and post-program creative thinking evaluation. The results showed that children improved their creative fluency and imagination and useful information was provided by children's behavior during their participation in the proposed physical education program.
