A new control system is currently being developed for the 1.2-meter Mercator Telescope at the Roque de Los Muchachos Observatory (La Palma, Spain). Formerly based on transputers, the new Mercator Observatory Control System (MOCS) consists of a small network of Linux computers complemented by a central industrial controller and an industrial real-time data communication network. Python is chosen as the high-level language to develop flexible yet powerful supervisory control and data acquisition (SCADA) software for the Linux computers. Specialized applications such as detector control, auto-guiding and middleware management are also integrated in the same Python software package. The industrial controller, on the other hand, is connected to the majority of the field devices and is targeted to run various control loops, some of which are real-time critical. Independently of the Linux distributed control system (DCS), this controller makes sure that high priority tasks such as the telescope motion, mirror support and hydrostatic bearing control are carried out in a reliable and safe way. A comparison is made between different controller technologies including a LabVIEW embedded system, a PROFINET programmable logic controller (PLC) and motion controller, and an EtherCAT embedded PC (soft-PLC). As the latter is chosen as the primary platform for the lower level control, a substantial part of the software is being ported to the IEC 61131-3 standard programming languages. Additionally, obsolute hardware is gradually being replaced by standard industrial alternatives with fast EtherCAT communication. The use of Python as a scripting language allows a smooth migration to the final MOCS: finished parts of the new control system can readily be commissioned to replace the corresponding transputer units of the old control system with minimal downtime. In this contribution, we give an overview of gthe sytems design, implementation details and the current status of the project.

The field of CPSs is growing rapidly. In recent years, a variety of CPS applications in different domains have flourished. Meanwhile, there have also been more frequent attacks on CPSs. The problem becomes more aggravated as the number of attacks against critical infrastructures increases rapidly. Thus, it is important to develop novel solutions to secure these critical CPSs. This research studies different techniques to infer the critical information of a Cyber-Physical System (CPS) at different levels, leveraging the physics of the CPS. One way of verifying the authenticity and integrity of an operating CPS is to check the fingerprints generated by the static structure and the dynamic operation of the CPS in the "cyber" domain, e.g., network traffic and control programs, or in a side channel, e.g., vibration and sound. A CPS can be physically characterized at three layers, namely, device model and configuration (device), process model (process), and process parameters (parameter) from the lowest to the highest layer. In this research, the correlation between the physics attributes of each layer and its fingerprints in the cyber domains and side channels is studied. Then methodologies to infer critical information of the CPSs from such correlation are studied and evaluated. The outcome from this research can be interpreted as both offensive and defensive techniques. On the one hand, attackers may leverage the device/process/parameter inference techniques to obtain sensitive information about critical infrastructures. Understanding the effectiveness of the inference techniques is a crucial step in discovering the vulnerabilities in these critical infrastructures. On the other hand, for defenders, such inference techniques can also be used to verify the correct operation of the CPS by checking the observed fingerprints against the expected values. These techniques can be used as a basis to develop novel solutions to secure the CPSs.

A project involving the modernization of a kraft mill in Canada required all discrete logic control to be in the programmable logic controller (PLC) and all analog control to be in the distributed control system (DCS). Because control was split, system maintenance was divided between the instrument and electrical departments, each with different documentation requirements. Using a relational database, the authors pioneered a new way of documenting the interface between the DCS and PLC systems that became an integral part of troubleshooting during start-up as well as for ongoing maintenance. The documentation technique was so successful that the mill expanded its use to all projects.

This paper presents a stealthy and persistent attack on a Cyber-Physical System (CPS), namely the smart grid and a multi-layer approach to detect such an attack. The attack on the CPS controller uses a rootkit-based malware. When activated, the rootkit overwrites operator commands to the smart grid relays while evading detection by the operator control station. The rootkit sends valid replies to the operator while corrupting the controller operation through a dynamically loaded library, which is hidden by the rootkit. The attack persists even when the controller stops and restarts since the rootkit automatically restarts the process with the malicious library by using a background daemon, which the rootkit hides from user-space tools. Using a high-fidelity simulation of the smart grid CPS, we show that the attack drastically impacts the CPS, especially when the adversary strategically chooses the target relays to attack. We design an ensemble of detectors to detect the attack and uncover its persistence and insertion mechanisms. The detector uses measures such as hardware performance counters (HPCs), change detection in binary signatures, change detection in system calls, and detection of hidden processes and file system entries.

This paper presents various possibilities of remote control of the electrical disconnectors located on the railway's contact line. The disconnectors's can be controlled remotely by maneuvers made by the railway station dispatcher, when demanded by and with the approval of the railway power dispatcher. Disconnectors are electrically maneuvered by means of an actuator which can be controlled locally (directly from the device's control panel or from the local railway station) and by remote control (from the railway power dispatch). The disconnectors's remote control system is located in the office of the railway station dispatcher and it is composed of a local control panel, conductive elements and an interface relay panel. The local control panel has buttons that send remote control signals and lights that signal the command sent. The conductive elements are connectors between the local control panel and disconnector's motor operating devices. The interface of the relay panel is necessary to obtain the disconnectors's remote control. The implementation of programmable logic controllers, used in both in the command and the disconnectors's status signal was possible by taking information from the interface relays. The traffic information received from railway stations and its integration in supervisory control and data acquisition distribution systems leads to major railway traffic improvement.
