This paper proposes a new scheme of substation area backup protection system based on substation area range of information. A configuration scheme of relay protection in smart substation was proposed firstly, the structure of substation area backup protection (SABP) was introduced, the information matrix of SABP which can reflect the substation topology was established, the protection algorithm of SABP was proposed, the fault-tolerance performance of the proposed protection scheme was also analyzed. According to the analysis of fault direction information, fault current differential information, as well as the information matrix, the SABP can carry out fault location and make a reasonable tripping strategy. The result of case studies shows that the proposed protection algorithm can implement backup protection and circuit breaker failure protection for each electrical element inside smart substation, and has good adaptability to disconnection fault of CT.

Since the interactivity, integrality and instantaneity of the data communication in smart substation have been improved to a higher degree, it can contribute to the construction and realization of substation area backup protection (SABP). In this paper, the structure and characteristics of smart substation were introduced firstly, and the application concept about SABP was presented in detail. According to the comprehensive treatment and judgment for the digital information of whole substation, such as voltage/current samplings of multiple bays, status of circuit breakers, etc., this type protection system can implement the backup protection function for each electrical element inside smart substation. In addition, with regard to the protection algorithm and application structure of SABP, as well as the coordination relationship between SABP and main protection, a few correlation analysis and discussions were carried out. From the analysis results, it can be considered that, the construction of SABP can effectively promote a substation area range of data information sharing and help to enhance the whole protection system's operation performance.

This paper presents an effective algorithm to protect unfused 22.9-kV shunt capacitor banks in grounded-wye connection by improving an existing voltage difference method-based algorithm. It has often been reported that it is difficult to detect ground faults with arc near the input points within the bank using existing algorithms that use only the magnitude of the differential voltage. In this paper, it is shown that ground faults with arc near the input point can be detected by fast Fourier transform (FFT) analysis of the differential voltage and that the proposed algorithm is not impacted by harmonies generated by nonlinear loads which have quantitative influence on the capacitor banks. Consequently, the proposed method using harmonies analysis can be applied as an extended version of the existing detection method. The proposed method is applied to a simplified 22.9-kV real-life Korea Electric Power Corporation system and it is verified that the proposed algorithm can clearly detect faults that are not easily detected by the existing method.

With the help of an example, an original method is also proposed to evaluate the complete sequence of a digital relaying algorithm, based on FIR filtering.
