This paper investigates rural informatization policies in China using a bibliometric method. Co-wording, social networks, and citation analyses were used to research issue dates, content, issuing agencies and administrative impacts of policies. The results indicate that the number of rural informatization policies has significantly increased since 2006, and in three clusters in particular: information and communication infrastructure, information management and service, and information and agricultural technology, whereby the first cluster has been emphasized increasingly as the other two clusters are. Most policies were issued by a small number of agencies, and more agencies have come to participate in policy-making. The administrative impact of rural informatization policies is polarized. And the frequently cited policies focus on the development of science and technology and the construction of the new socialist countryside.

The paper presents a method that addresses the problem of using catastrophe theory to evaluate the informatization level in four Chinese regions. We developed an index evaluation system that consists of five categories (secondary indices) of Economic strength, Information infrastructure, Information terminal equipment, Human resources and Information utilization, and fourteen tertiary indices as the evaluation index system for the rural informatization level. The effectiveness of this method is tested by evaluating the level of information technology application in four Chinese rural regions (eastern, central, western, and northeastern regions). The results show that the catastrophe progression values (CPV) averaged at 0.806 in mainland China. The CPV for the eastern region is ranked the highest at 0.871, the northeast region second at 0.841, the central region third at 0.553, and the western region the lowest at 0.213. The results are found to be consistent with a priori expectations proving that the catastrophe progression method works well. (C) 2012 Elsevier Ltd. All rights reserved.

Providing Information and Communication Technologies (ICT) to rural areas often involves a complex interplay among economic development, bureaucratic systems, technical training and support. Nowhere are these dynamics more pronounced than in China, where a wide range of economic and institutional factors characterize the highly uneven state of informatization(2) throughout the country. Through a case study on Guangdong Province, China, this paper offers an in-depth examination of institutional issues in rolling out advanced information services (such as Internet) in rural China. The experiences from Guangdong help identify a number of systemic issues: (1) inefficient and wasteful spending resulting from interdepartmental rivalry (2) lack of policy continuity and institutional learning (3) lack of accountability and credible measurements (4) central planning resulting in gap between services and local needs. This paper calls for more emphasis on outcome assessment and coordination. First of all, in order to reduce waste and more fully exploit the benefits of system-wide reform, the incorporation of better assessment methods into policy measures should precede large-scale network rollout. Meanwhile, high level officials should be appointed to coordinate various departments and legislation may help to achieve coordination and policy continuity. (c) 2012 Elsevier Ltd. Coordinating development between urban and rural areas is the fundamental requirement of China's modernization, rural informatization is of great importance in the process. In this study, the Data Envelopment Analysis (DEA) method was applied to evaluate the relative efficiencies of rural informatization development in China. Empirical results indicate that rural informatization in the east, middle and west China shows different patterns of inefficiency. Suggestions for improving development efficiencies are also discussed.

However, the rural informatization is a comprehensive and systematic project, not only to increase the investment in the rural basic hardware facilities, but also to improve the self-cultivation of the villagers. Enhance the "soft power" of the villagers to cultivate a new generation of villagers with high information literacy. In order to promote the construction of "beautiful countryside" and improve the information literacy of villagers, this paper analyzes the bottleneck of rural information literacy education, and puts forward relevant countermeasures. This paper developed a methodology based on the catastrophe theory for estimating the rural informatization level in central China, and took evaluation of the rural informatization level amorig the six provinces of central China as an example to test the effectiveness of the method. Taking data from reference and constructing the hierarchy based on catastrophe progression method, it was calculated the scores of rural informatization level among the six provinces of central China using normalizing formula. The results are found to be coincident with practical situation, so it proves the catastrophe progression method works well.

Grey system theory has been widely applied to many domains such as economy, biology, agriculture, control and so on. Based on the theory of grey system, this paper established GM(1,1) grey predict model for the first time to forecast Chinese every hundred rural households owned computers and every hundred rural households owned mobile phone. The predicting results are almost close to the actual values, and this shows that the model is reliable. Finally, these models are used to forecast the two factors in the future years. The research provides a new seientific method for predicting rural informatization development.

The integration of "access" and "applications" into a single national program, as demonstrated in the Chinese case, once succeeded, may constitute a milestone in the arena of universal service policy and implementation. Despite scholarly consensus on the relevance of institutions, none has been found on a systemic examination of institutional variables in explaining the effectiveness of policy and implementation, let alone knowledge gap in a transitional context. Following historical institutionalism and case method, this and the companion paper bridge the gap by synthesizing a conceptual framework which integrates various institutional dimensions and policy elements underpinning the implementation of universal service initiatives. This paper provides a formal institutional perspective on the analysis and assessment, ex ante or ex post, of universal service policy and projects in China. The conceptual framework may serve as the basis for the analysis and assessment of China's rural informatization regime and projects. Meanwhile, the ecosystem model proposed in this paper has a potential of being extended to other countries. This study may collaterally further understanding of China's ongoing market reform from a nonmarket perspective. (C) 2015 Elsevier Ltd. All rights reserved.
