In the 1990s, the 'Decade of the Brain', a number of digital and electronic resources have been created to enable the rationalization and integration of the various sub-fields of neuroscience. This approach has been described as 'neuroinformatics'. An important subset of tools (atlases of the brain) developed in the Human Brain Project is examined in detail in order to understand how the use of these tools changes the practice of science. In the course of the development of atlases, what constitutes 'objective' neuroscientific knowledge is redefined in important ways, according to both technological possibilities built into these tools and to the constraints of standardization inherent in projects that involve multiple measurements. The constitution of objectivity is examined across a number of levels (ontological, epistemic, pragmatic) and the concept of 'digital objectivity' is suggested as a label for a particular configuration of ideals, techniques and objects of knowledge in cyberscience.

Objective: Electronic Health Records (EHRs) increasingly include designated fields to capture social determinants of health (SDOH). We developed measures to characterize their use, and use of other SDOH data types, to optimize SDOH data integration. Materials and Methods: We developed 3 measures that accommodate different EHR data types on an encounter or patient-year basis. We implemented these measures-documented during encounter (DDE) captures documentation occurring during the encounter;documented by discharge (DBD) includes DDE plus documentation occurring any time prior to admission;and reviewed during encounter (RDE) captures whether anyone reviewed documented data-for the newly available structured SDOH fields and 4 other comparator SDOH data types (problem list, inpatient nursing question, social history free text, and social work notes) on a hospital encounter basis (with patient-year metrics in the). Our sample included all patients (n = 27 127) with at least one hospitalization at UCSF Health (a large, urban, tertiary medical center) over a 1-year period. Results: We observed substantial variation in the use of different SDOH EHR data types. Notably, social history question fields (newly added at study period start) were rarely used (DDE: 0.03% of encounters, DBD: 0.26%, RDE: 0.03%). Free-text patient social history fields had higher use (DDE: 12.1%, DBD: 49.0%, RDE: 14.4%). Discussion: Our measures of real-world SDOH data use can guide current efforts to capture and leverage these data. For our institution, measures revealed substantial variation across data types, suggesting the need to engage in efforts such as EHR-user education and targeted workflow integration. Conclusion: Measures revealed opportunities to optimize SDOH data documentation and review.

We explore Rob Kling's conceptual scaffolding for social informatics: his integration of theory, method and evidence and philosophical underpinnings and moral basis of his commitment to a critical stance towards computers and social life. He extended his focus on organizational practices and a lifelong meditation on democracy, value conflicts and social choices to the discourses of computerization and social transformation and to the education of the information professional. He came to his project through careful observation of organizational life and a critical reading of research conducted by other scholars and the rhetoric about ICTs, As Kling conceptualized it, the project of social informatics was to intervene in the social construction of the meaning, value, use and even design of technologies as shaped by discourse and education.

This paper aims to summarize existing work on STINs, identify key themes, strengths, weaknesses and limitations, and to suggest trajectories for the future of STIN research. The STIN strategy for research on socio-technical systems offers the potential for useful insights into the highly intertwined nature of social factors and technological systems, however a number of areas of the strategy remain underdeveloped and offer the potential for future refinement and modification.

This work in progress paper argues that a reason why reuse of software components in information systems development is not more common and why users do not and cannot understand the systems they use partly depends on the implementation of the current IPR1 system and the repercussions it has for the proprietary software model. A full blown anti-IPR system, modified from the GNU GPL and CC Attribution-ShareAlike licenses, is offered in its place. Furthermore, reasons why both reuse of software components and understanding of software would be enhanced are given. Also, some business models viable in that environment are tentatively suggested. Building smart city systems has become a popular strategy for urban planners and developers. Applying the perspectives of social informatics to a dataset comprising 12 cities in the USA, this paper explores the adoption of smart city initiatives in small, medium and large cities. Complementing previous studies, the analysis builds on a comprehensive conceptualization of the smart city concept that includes the dimensions of government, physical environment and society. Our findings suggest that all cities in the sample experience significant pressures from population growth, and that smaller cities have less complex approaches to smart city adoption. In addition, medium cities appear to emphasize more on the social dimension of smart cities.

As information technology is increasingly embedded in our cities, opportunities arise to design novel applications that benefit urban communities. We describe the design and evaluation of ZWERM (Dutch for the term 'swarm'), a public game that was specifically designed for augmenting community participation in urban neighborhoods. A network of ten components has been designed, some of which had different interfaces and design approaches: from totem-like Trees for gathering around with RFID cards to playful Sparrows that react on whistle sounds. After implementing the urban game in two city neighborhoods, we investigated the impact of each of these components on their communities. Our insights are useful for the public interaction design of future urban, interactive networks that aim to positively influence community participation and social cohesion.

Purpose: This paper is an extension of a panel presentation delivered in response to a joint call for panels by the social informatics and Information Ethics and Policy Special Interest Groups for the 2022 Association for Information Science and Technology conference. The purpose is to introduce critical race frameworks and tenets as a lens to develop, assess and analyze the social informatics (SI) within information science (IS) research, professional discourse, praxis and pedagogical paradigms. This paper spotlights one of the presentations from that panel, an iteration of Critical Race Theory (CRT) designed specifically for information studies: CRiTical Race information Theory (CRiT). Design/methodology/approach: Just as importantly, using SI as part of the context, the paper also includes a discussion that illustrates research and theory building possibilities as both counter and complement to the technocratic advances that permeate society at every level (macro, mezzo and micro), which can also be reasonably framed as the information industrial complex. Thus, CRiT joins other forms of critical discourse and praxis grappling with deconstructing, decolonizing, demarginalizing and demystifying the influence and impact of information technologies. While CRiT has global intentions and implications, this specific discussion has an extensive American focus. Findings: If we consider the rapid pace in which techno-determinism is moving toward the vise grip of techno-fatalism controlled by frameworks generated from the information industrial complex, we can reasonably consider that humanity on a global basis is living within a meta-large technocratic crisis moment. This crisis moment is both acute and chronic. That is, the technocratic crisis is continuously moving quickly while simultaneously worsening over an extended period of time with no remedies and few responses to substantively address the crisis.
