Innovation systems' response to changes in the institutional impulse: Analysis of the evolution of the European energy innovation system from FP7 to H2020

This study addresses how the institutional impulse developed by the European Union influenced the evolution of the European energy innovation system. Considering the contributing role of innovation systems in the development of new knowledge and technology, it can be stated that the institutional impulse achieved by the European Union through the research framework programmes creates a network of relations between entities and projects. This enables the exchange of information and expertise, which is considered a key element for innovation development. Previous studies have attempted to determine whether institutional impulse is an essential element in understanding the efficiency of innovation systems and their related research policies. However, their investigations have yielded inconclusive results. Using the CORDIS database of the European Commission, this study aims to fill this gap by assessing the European energy innovation system for two periods (2007-2013 and 2014-2020) through two of its research funding programmes-FP7 and H2020-thereby contributing to the literature in the innovation systems field. Social network analysis has been conducted to examine how changes in the institutional impulse, reflected in the new objectives in the research funding programmes, are associated with changes in the structural and topological properties of the innovation systems' underlying networks. The first contribution indicates that the innovation system responds to changes in the goals of funding programmes, as the taxonomy, topology, and structural properties of their underlying networks underwent modifications due to the newly proposed objectives. The second contribution shows that network properties (cohesion and centrality metrics) can explain the efficiency and effectiveness of innovation systems, drawing useful conclusions for policymakers and individual entities. The European Union and Latin America and the Caribbean regions have enjoyed privileged relations since the first bi-regional Summit of Heads of State and Government, held in Rio de Janeiro, Brazil, in 1999, and the lunching of a Strategic Partnership. Health research stands as one of the major areas of research and development expenditure in both regions and has also been the focus of roughly 30% of all bilateral cooperation agreements and ***-LAC Health, a project funded by the European Union from 2011 to 2017, had the main objective to develop a consensus roadmap to enhance and coordinate the bi-regional collaboration between the European Union member states and Latin America and Caribbean countries in health research. From April 2013, EU-LAC Health has also supported the Working Group on Health created and designated by decision-makers at the highest political level to implement a bi-regional Join Initiative on Research and *** article collects and summarises the context, methodology (series of workshops, surveys and iterative deskwork by multiple bi-regional stakeholders) of this project, as well as the main outputs of (1) definition of a strategic roadmap, containing a scientific research agenda, to guide policy-makers in equitable and collaborative health research and innovation;(2) launching of the Joint Initiative on Health Research and Innovation, with the vision of being the reference body on the bi-regional health research and innovation collaboration;and (3) funding of 13 bi-regional health research and innovation ***-LAC Health represents a successful example of bi-regional collaboration and the emerging networks and expertise gathered during the lifetime of the project have the potential to tackle common health challenges affecting the quality of life of citizens from the two regions and beyond. Successful private-public funding of paediatric medicines research: lessons from the EU programme to fund research into off-patent medicines

The European Paediatric Regulation mandated the European Commission to fund research on off-patent medicines with demonstrated therapeutic interest for children. Responding to this mandate, five FP7 project calls were launched and 20 projects were granted. This paper aims to detail the funded projects and their preliminary results. Publicly available sources have been consulted and a descriptive analysis has been performed. Twenty Research Consortia including 246 partners in 29 European and non-European countries were created (involving 129 universities or public-funded research organisations, 51 private companies with 40 SMEs, 7 patient associations). The funded projects investigate 24 medicines, covering 10 therapeutic areas in all paediatric age groups. In response to the Paediatric Regulation and to apply for a Paediatric Use Marketing Authorisation, 15 Paediatric Investigation Plans have been granted by the EMA-Paediatric Committee, including 71 studies of whom 29 paediatric clinical trials, leading to a total of 7,300 children to be recruited in more than 380 investigational centres. Conclusion: Notwithstanding the EU contribution for each study is lower than similar publicly funded projects, and also considering the complexity of paediatric research, these projects are performing high-quality research and are progressing towards the increase of new paediatric medicines on the market. Private-public partnerships have been effectively implemented, providing a good example for future collaborative actions. Since these projects cover a limited number of off-patent drugs and many unmet therapeutic needs in paediatrics remain, it is crucial foreseeing new similar initiatives in forthcoming European funding programmes.

The FlexTiles Platform has been developed within a seventh framework programme project which is co-funded by the European Union with ten participants of five countries. It aims to create a self-adaptive heterogeneous many-core architecture which is able to dynamically manage load balancing, power consumption and faulty modules. Its focus is to make the architecture efficient and to keep programming effort low. Therefore, the concept contains a dedicated automated tool-flow for creating both the hardware and the software, a simulation platform that can execute the same binaries as the FPGA prototype and a virtualization layer to manage the final heterogeneous many-core architecture for run-time adaptability. With this approach software development productivity can be increased and thus, the time-to-market and development costs can be decreased. In this paper we present the FlexTiles Development Platform with a many-core architecture demonstration. The steps to implement, validate and integrate two use-cases are discussed.

Assessing and Improving the Quality of Food Composition Databases for Nutrition and Health Applications in Europe: The Contribution of EuroFIR

Food composition databases (FCDBs) form an integral part of nutrition and health research, patient treatment, manufacturing processes, and consumer information. FCDBs have traditionally been compiled at a national level;therefore, until recently, there was limited standardization of procedures across different data sets. Digital technologies now allow FCDB users to access a variety of information from different sources, which has emphasized the need for greater harmonization. The European Food Information Resource (EuroFIR) Network of Excellence and Nexus projects (2005-2013) has been instrumental in addressing differences in FCDBs and in producing standardized protocols and quality schemes to compile and manage them. A formal, recognized European standard for food composition data has been prepared, which will further assist in the production of comparable data. Quality schemes need to address both the composition data, plus the methods of sampling, analysis, and calculation, and the documentation of processes. The EuroFIR data exchange platform provides a wealth of resources for composition compilers and end users and continues to develop new and innovative tools and methodologies. EuroFIR also is working in collaboration with the European Food Safety Authority, and as a partner in several European projects. Through such collaborations, EuroFIR will continue to develop FCDB harmonization and to use new technologies to ensure sustainable future initiatives in the food composition activities that underpin food and health research in Europe.

In this paper, current intentional electromagnetic interference studies in Europe are summarized. Three projects are addressing the call from the European Commission within the Security theme of the seventh framework programme for Research, with as topic: "Protection of Critical Infrastructure (structures, platforms and networks) against Electromagnetic (High Power Microwave (HPM)) Attacks."The projects HIPOW, SECRET, and STRUCTURES are summarized. The main focus is on the STRUCTURES project. The projects have in common that all three want to develop guidelines for recommendations on protecting critical infrastructures.

Enabling personalized medicine in Europe: a look at the European Commission's funding activities in the field of personalized medicine research

The potential benefits that personalized medicine approaches can bring to healthcare are discussed with much interest throughout the EU. This novel approach is based on a better understanding of the molecular mechanisms of health and disease and it has now begun to show results. There is, however, a long way to go before the area is fully exploited. This special report reviews the European Commission's funding activities related to personalized medicine research. Although the specific focus on personalized medicine is relatively new, the European Commission has already committed significant funding to research in enabling technologies relevant to the field, as well as to specific disease areas for their application. A stocktaking exercise which started in 2010 has helped identify immediate and future challenges in personalized medicine research. The outcome of this exercise, summarized below, will contribute to developing a vision for future research funding at the EU level.

In this paper, we describe GREENET (an early stage training network in enabling technologies for green radio), which is a new project recently funded by the European Commission under the auspices of the 2010 Marie Curie People programme. Through the recruitment and personalized training of 17 Early Stage Researchers (ESRs), in GREENET we are committed to the development of new disruptive technologies to address all aspects of energy efficiency in wireless networks, from the user devices to the core network infrastructure, along with the ways the devices and equipment interact with one another. Novel techniques at the physical, link, and network layers to reduce the energy consumption and carbon footprint of 4G devices will be investigated, such as Spatial Modulation (SM) for Multiple-Input-Multiple-Output (MIMO) systems, Cooperative Automatic Repeat reQuest (C-ARQ) protocols, and Network Coding (NC) for lossy networks. Furthermore, cooperation and cognition paradigms will be exploited as additional assets to improve the energy efficiency of wireless networks with the challenging but indispensable constraint of optimizing the system capacity without degrading the user's Quality-of-Service (QoS).
