The optimal utilization and distribution of empty freight cars has plagued the railroad industry in the past and will undoubt edly continue to do so in the future. In this paper we present the methodology for a simulation-optimization model, for the movement of empty freight cars in a hypothetical railroad transportation network. The freight car network is modelled in SLAM and integrated with XMP, a sophisticated and compact linear programming software package, to determine optimal movement and prepositioning of empty cars to the various nodes (terminals) in the network.

Problems from optimal plastic design are based on the convex, linear or linearized yield/strength condition and the linear equilibrium equation for the generic stress (state) vector. Having to take into account, in practice, stochastic variations of the model parameters (e.g. yield stresses, plastic capacities) and external loadings, the basic stochastic optimal plastic design problem must be replaced by an appropriate deterministic substitute problem. After considering stochastic optimization methods based on failure/survival probabilities and presenting differentiation techniques and differentiation formulas for probability of failure/survival functions, a direct approach is presented using the construction and failure costs (e.g. costs for damage, repair, compensation for weakness within the structure, etc.). Based on the basic mechanical survival conditions, the failure costs may be represented by the minimum value of a convex and often linear program. Several mathematical properties of this program are shown. Minimizing then the total expected costs subject to the remaining (simple) deterministic constraints, a stochastic optimization problem is obtained which may be represented by a "stochastic Convex Program (SCP) with recourse". Working with linearized yield/strength conditions, a "stochastic linear Program (SLP) with complete fixed recourse" results. In case of a discretely distributed probability distribution or after the discretization of a more general probability distribution of the random structural parameters and loadings as well as certain random cost factors one has a linear program (LP) with a so-called "dual decomposition data" structure. For stochastic programs of this type many theoretical results and efficient numerical solution procedures (LP-solver) are available. In this paper, we present a two-stage stochastic model for an assignment problem in the home health care structures. We search to assign nurses to patients during a planning horizon while considering the nurses’ skills and capacity. Furthermore, we take into account the randomness of the time required to give cares for patients (the nurse's time resource consumption during cares) as the uncertainty parameter in this problem. As aim, we balance the nurses’ workload, reduce their travel load and secure the continuity of the care. We present a two-stage stochastic linear programming model and the computational tests were done using CPLEX. © 2016

One of the important research areas in financial decision making is the optimization of portfolios. The uncertainty of the future returns of portfolios is an important character within this optimization problem. We utilized probabilistic methods together with optimization techniques to handle such problems. We developed two stage stochastic programming with recourse for risk-averse investors and the objective of the stochastic programming models is to minimize the mean absolute negative deviation of the portfolio returns from the expected portfolio returns. We used the so-called "Here-and-Now" approach where the decision-maker makes decision "now" in the first stage before observing the actual outcome in the second stage. We compared the optimal portfolios resulting from the two stage model that hedge against the risk of investment with the single stage mean absolute negative deviation model. These models were applied to the optimal selection of stocks listed in Bursa Malaysia and the returns of the optimal portfolio were compared. The results showed that the optimal portfolios from the two stage model out performed the optimal portfolios from the single stage model.

This paper presents a computer application (CoA) for wind energy (WEn) bidding strategies (BStr) in a pool-based electricity market (EMar) to better accommodate the variability of the renewable energy (ReEn) source. The CoA is based in a stochastic linear mathematical programming (SLPr) problem. The goal is to obtain the optimal wind bidding strategy (OWBS) so as to maximize the revenue (MRev). Electricity prices (EPr) and financial penalties (FiPen) for shortfall or surplus energy deliver are modeled. Finally, conclusions are addressed from a case study, using data from the pool-based EMar of the Iberian Peninsula.

Cloud computing enables the realization of virtual business through outsourcing business functions to online services. Due to the large number of available business services and candidate cloud service providers, the configuration and optimization of the virtual business becomes a key issue for a service-oriented business ecosystem. In this paper, the virtual business is regarded as a series of service processes. Constrained service workflow net (CSWF-net) is developed to describe the component and structure of such service processes. Considering the dynamic and stochastic nature of services in a cloud computing environment, a stochastic decision making approach for CSWF-net is proposed in which the state transition of services is characterized as a Continuous Time Markov Chain (CTMC). Based on the four control structures of service processes, the dynamic Quality-of-Service (QoS) aware selection and composition problem is formulated as a stochastic linear programming (SLP) model. Mixed policies generated by the branch and bound algorithm and modified heuristic approach are used to solve the dynamic QoS-aware selection and composition problem at runtime. In the meantime, the most appropriate business services and cloud service providers can be selected to support the execution of the virtual business effectively.

We present two stochastic models optimizing a hydro-thermal power system;the first from the perspective of a global system and the second from a sub-system's (country or utility) perspective within a liberalized market. Particularly CO2 emission quotas and CO2 certificate prices are taken into account. The first model seeks to compute the electricity system marginal price as well as the CO2 emissions marginal price by minimizing the expected system's cost of operation. In the second model, the expected revenues of the sub-system within a liberalized electricity market while considering stochastic inflows, electricity, fuel and CO2 prices are maximized. The above-mentioned stochastic variables are represented via joint scenarios. The resulting stochastic linear program will be solved via hybrid SDP/SDDP.

Retail is one of the largest industries for financial investments in Russia. There are various mathematical descriptions for the development of retail projects. Earlier in Ill the researchers considered the resource region development model and a corresponding linear stochastic programming problem, where the budget constraints are assumed to vary in a random manner at specified interval;and the methods of its solving. In this paper, we propose new models for planning retail investment projects related to carrying out promo efficiency in the retail chain. As well as in In these models are based on linear stochastic programming problems, where the dimension of the problems increases essentially, and the stochastic parameters appear in market behaviour. To solve this problem, we put forward the method based on its reduction to the deterministic one. For the numerical check of the algorithms we use the data on transactions of the LLC NSK Holdi.

This paper deals with the problem of coordinated operation of wind power with photovoltaic power in order to find optimal bid submission in a day-ahead electricity market. Uncertainty not only due to the electricity market price, but also due to wind and photovoltaic powers is handled in the context of a problem of stochastic linear programming. Additionally, the impact of the increase of the photovoltaic power capacity on the revenue is analysed, as well as the impact of reducing energy imbalance. A case study with data from the Iberian day-ahead electricity market is presented and a comparison between coordinated and uncoordinated operations is discussed.

linear programming has since its inception, always been strongly applied to inventory management. linear programming has also been used extensively in many military stockage problems. In a military context, two general events test and shape the supply chain. The first is the development of inventory control: stockholding and infrastructure capacity policies to meet demands associated with ongoing raise, train and sustain requirements. In this case, the military inventory policies have very similar characteristics to stockholding in a commercial supply chain, where demands are forecasted and corresponding procurement takes place. The second event that shapes the structure of the supply chain is the occurrence of a contingency demands, often termed a surge demand. In the second case, a contingency will have a planned demand, sustainment period and corresponding warning time. While the demand and sustainment period are critical to stockholding decisions, it is the warning time, which in conjunction with the vendors constraints on supplying at surge rates that is critical to developing inventory holdings, capacity and reserve stocks, often called war reserve materiel in the United States Department of Defence. One can often summarise the vendors constraints in supplying at a surge rate through the Contingency Provisioning Lead Time (CPLT), which is defined as that time the vendor can supply at the required contingency throughput rate. The CPLT may be greater than the warning time, indicating the vendor cannot supply at the required throughput rate at the start of the contingency. With the basic input parameters of raise, train and sustain demands;contingency demand;warning time;CPLT;and maximum order quantities;we form a linear program that optimises the infrastructure capacity, reserve stocks and nominal inventory holdings at a Defence logistics installation. This linear program is extended to include an "anytime" contingency, where the inventory constraints are formed
