This case describes the implementation of an online travel management system at FED-AK, the Alaska office of a U.S. government agency. The previous system was intended to accomplish the same functionality, but due to employee resistance, it was used only as a forms generator in conjunction with a paper- and mail-based process. The new system is integrated, which compels employees to use all the functionality provided. It also incorporates many lessons learned from the old system-in particular, extensive training and online help functions. The system is expected to significantly reduce the cost of travel by minimizing errors, enforcing policies, and reducing transaction costs. The system will also lead to faster reimbursement of employee travel expenses.

Most of new information systemsdevelopment is now being undertaken with Web-based architectures. The objective of this study is to identify and assess the relative importance of the required features for methodologies used to develop Web-based information systems. Critical success factors (CSFs) for the development of Web-based applications were identified from the literature and organized into a hierarchy consisting of their dimensions and sub-dimensions. The relative importance of the dimensions was assessed through an analytical hierarchy process (AHP) method based on data obtained in Korea from IT professionals. Information properties and risk control were found to be the two main dimensions. Within information properties dimension, integrity of information was found to be the most important sub-dimension. Method configuration is a specific type of Method Engineering (ME) that takes an existing organization-wide Information systemsdevelopment Method (ISDM) as its point of departure. Existing assembly-based ME approaches are not well suited to this task. As an alternative, this article suggests a metamethod approach to tailoring organization-wide ISDMs. We refer to this approach as the Method for Method Configuration (MMC). MMC takes into account the need to combine structure, which is one reason for choosing an organization-wide ISDM in the first place, with flexibility, which is essential for making the chosen ISDM fit actual projects. The metamethod is built using a three-layered reuse model comprising method components, configuration packages, and configuration templates. In February 2001, the Charlotte-Mecklenburg Police Department began the rollout of a "mobile" information system that will eventually enable all information relating to incident reports, arrests, and investigations to be collected, distributed, and managed in a paperless, wireless environment. The system, dubbed Knowledge-Based Community Oriented Policing System (KBCOPS), began as a "grass roots" project within the police department to reduce paperwork, increase data accuracy, share knowledge and information, and promote a problem solving analytical framework. The system has been under development for seven years, from concept to implementation. The strategies and approaches used to develop this system, the technologies employed, and, most importantly, the challenges faced in merging wireless, wired, database, and applications technologies while satisfying the user requirements of the police department are detailed in this report.

In dealing with the challenges posed by the ongoing problem of developing and integrating an evermore complex and diverse range of information systems in a timely manner, practitioners continue to grapple with important issues such as increasing developer productivity and bringing quality improvements to the process and product of systemsdevelopment. Many organizations have adopted computer-aided systems engineering (CASE) tools with such outcomes in mind. With few exceptions, previous research into the phenomenon of CASE adoption and use has been survey based in the main, and has resulted in some confusion over the benefits to be derived from the use of CASE tools within the systems development process. This paper extends previous work as part of an interpretive, case-based research strategy to examine the adoption and use of integrated CASE (I-CASE) in a single organization. Such an approach facilitates a deeper understanding of the impact that CASE exerts on the process and product of systemsdevelopment. Based on the experience of practitioners in the organization studied, a set of recommendations is presented. The findings of this study also lend support to the view that an I-CASE development platform does indeed have the potential to exert a positive impact on the developmentprocess and its product.

Various project methodologies have been implemented by organizations seeking to improve systemsdevelopment performance. These efforts have had mixed success. While some organizations have found that implementation of a systemsdevelopment methodology leads to on-time, within-budget project completions with improved productivity, others have experienced reduced productivity. To explain this paradox, both systemsdevelopment and the methodology development are viewed in terms of the 2 key information processes -- uncertainty reduction and equivocality resolution. Project methodologies that are implemented with the procedures, definitions, and policies necessary to reduce the uncertainty and resolve the equivocality associated with the systems development process can be successful if the management of the process allows those mechanisms to be fully utilized. Implementation experiences with a particular methodology in different environments are discussed to demonstrate that equivocality resolution during the implementation process is critical to realizing improved productivity.
