This paper describes an assortment of techniques and a system to adapt multimedia content. The ability to do so allows service providers to offer a wide range of multimedia services to users with various client capabilities. We present a system that is capable of serving a variety of client devices. To do so, we propose novel transcoding and video summarization algorithms. Additionally, we describe a system that invokes these algorithms dynamically as a function of the network, terminal and user information. The impact on the consumer is the added functionality that can be realized and the quality of their service.

The purpose of this paper is to provide an overview of the signal processing techniques that will allow mobile users to enjoy a wide range of multimedia services. In the near future, mobile terminals will be equipped with the capability to decode and playback a variety of audio-visual formats. With the increase in number of formats and the presence of various network, terminal and user constraints, media conversion is expected to play a key role in the delivery of content to mobile users. transcoding is a process of converting a previously compressed video bitstream into a lower bit-rate bitstream. When some incoming frames are dropped for the frame-rate conversion in transcoding, the newly quantized DCT coefficients of prediction error need to be re-computed. In this paper, we propose a new architecture for low-complexity frame-rate reduction. The proposed algorithm is mainly performed in the discrete cosine transform (DCT) domain to achieve low complexity as well as to reduce the re-encoding error. Experimental results show that, as compared to the conventional transcoder, the new frame-skipping transcoder is more robust, produces smaller requantization errors, and has simple computational complexity.

Active networks allow customized processing of data traffic within the network which can be used by applications to improve the quality of their sessions. To simplify the development of active applications in a heterogeneous environment, we propose "active pipes" as a programming abstraction to specify transmission and processing requirements. We describe how an active pipe can be mapped onto network resources by a shortest path algorithm, and how optimal processing sites and a route through the network can be determined. Additionally, we propose a scalable network software architecture implementing the functionality required for active pipes.

Layered and agent-based transmission schemes have been recommended as the solutions to the inherent heterogeneity problem of video multicast over the Internet. Such schemes either require the integration of a scalable codec and a layered transport protocol, or involve computationally intensive transcoding at the application level. In addition, how to support user interactions for object-based video applications (e.g. MPEG-4) has seldom been considered. To address these problems, we present a novel framework specifically designed for object-based video multicast. First, we propose a novel bit-stream re-organization and packetization scheme by taking: advantage of the error resilience and concealment features in the MPEG-4 object-based codec. Second, we introduce the concept of a Video Transmission Agent (VTA) that eliminates the need for application level transcoding and works well with network-level rate control algorithm. We demonstrate that the combination of such approaches not only enables adaptive rate control more efficiently but also significantly reduces system complexity.

Socially, hand-held devices are becoming ubiquitous; technologically, they are already in a position to mediate access to online news. We argue that current frameworks for news delivery to hand-helds, typically involving transcoding methods by remote proxies layered over generic summarisation techniques are not well suited to the task. This work addresses two questions in this context: the specialised transcoding strategy for a well-defined sub-type of content, namely that of primarily text-based news documents, and the emergence of a summary-for-a-hand-held genre, which exploits advanced linguistic analysis to meet the particular requirements of news skimming on hand-helds. Directly related is the issue of how novel methods for deriving context- and profile-sensitive document abstractions interact with novel metaphors for mediating these abstractions on the basis of who, where, and when is using them.
