This paper proposes an accelerated High-Efficiency Video Coding (HEVC) transcoder which can promptly provide downscaled video contents to various devices. The quadtree information is first extracted from the decoding process and is transformed for the target resolution. By utilizing the decoded depth information, the encoder can be accelerated by only searching the optimal depths in the quadtree, without losing the video quality. The encoder also adaptively changes the depth search ranges according to the picture order count (POC) for further optimization. Our proposed method shows a maximum encoding speedup of 2.18, with only 0.3% BD-rate increase in the best case.

Technological advances are allowing operators, editors and producers to remotely access media production servers for content editing and repackaging for distribution and archiving-in realtime, anywhere in the world. Advanced remote production gives unprecedented capability to work remotely, enhance content on the fly, and deliver original content to users' second screens. The paper will analyze the technology, challenges, results, and opportunities behind new capabilities that are changing the media landscape. Real-world examples, including multimedia distribution for the 2014 FIFA World Cup—delivering live streams, multi-angle clips, stats, and social network feeds to viewers' connected screens through broadcaster apps—will be explored. The complex World Cup workflow, encompassing live streaming of six HD camera angles and up to 24 multi-angle replays instantly pushed to a central cloud-based platform, access to 3,000 hours of stored content, on-the-go transcoding and distribution to FIFA's Media Rights Licensees (MRLs), drives an estimated 50 million downloaded apps.

A fast macro block mode decision scheme is proposed in this work for arbitrary downsizing video transcoder based on H.264/AVC. For macro block to be re-encoded in downsized frame, the corresponding area in the pre-encoded frame is not aligned with the boundary of blocks when downsizing factor is arbitrary. The concepts of 'mapped block' and 'overlapped block' are proposed in this paper to represent the corresponding area. To reduce the computational complexity, method based on blocks or based on pixels is adopted according to the value of downsizing factor. We compared the compression performance and computational complexity of the proposed method with the full mode search method. The proposal can significantly reduce the computational complexity while the compression performance loss is slight.

The use of interactive multimedia communications is widespread in business and education, providing an enriched user experience in teleconferencing, distance learning and online meetings. Overlays networks are the underlying mechanisms enabling multipoint communication in interactive multimedia platforms. They must cope with constraints on heterogeneity, scalability and availability of communications, making their deployment and management a true challenge. Thus, several issues might affect the resilience of overlay networks, threatening ongoing communications. Overlay networks usually use self-organization and self-stabilization techniques to achieve resilient communications. Techniques implementing other self-management properties such as self-regulation also help in improving the resilience of the overlay. In this paper, the resilience of a reflector-based overlay network is improved with a self-regulation technique based on media transcoding. This balances the workloads of the reflectors of the overlay avoiding excessive usage of network links. As a result, the overlay is more resilient to failures. Extensive simulations have been carried out, and various media transcoding schemes have been compared, proving that self-regulation techniques improve the resilience of the reflector-based overlay network.

This paper presents a proposition for design and realization of a multi-format streaming server framework. Building blocks required to implement this framework are identified, and their implementation described using existing technologies and protocols. Presented framework addresses the problems surrounding the distribution of Digital Television (DTV), as well as local media content, to a wide array of second screen devices (e.g. mobile devices, such as tablets or smartphones). The paper also includes a brief description and interaction analysis of protocols used for aforementioned media content discovery, control and out-of-band transfer.

Real-time video applications, such as video conferencing and video surveillance systems, typically involve the simultaneous transport of multiple video sources to interested parties that consume the content. It may be desirable to mix these multiple source videos into a single video stream at intermediary nodes in the network. This has the advantage of reduced application and transport complexity on the client device and also makes it possible for devices with a single hardware decoder to consume the content. A typical approach is to apply transcoding operations to the original videos, i.e. the videos are decoded, merged and encoded into a single video stream. This paper proposes an alternative solution to video transcoding, which uses the new video coding standard HEVC and has a much lower processing complexity. We consider how our approach can be realized in real-world applications such as a cloud video mixer. Such systems typically require some degree of dynamics and personalization and we provide some insight into how transport signaling complexities can be addressed.

Video hashing finds a wide array of applications in content authentication, robust retrieval and anti-piracy search. While much of the existing research has focused on extracting robust and secure content descriptors, a significant open challenge still remains: Most existing video hashing methods are fallible to temporal desynchronization. That is, when the query video results by deleting or inserting some frames from the reference video, most existing methods assume the positions of the deleted (or inserted) frames are either perfectly known or reliably estimated. This assumption may be okay under typical transcoding and frame-rate changes but is highly inappropriate in adversarial scenarios such as anti-piracy video search. For example, an illegal uploader will try to bypass the 'piracy check' mechanism of YouTube/Dailymotion etc by performing a cleverly designed non-uniform resampling of the video. We present a new solution based on dynamic time warping (DTW), which can implement automatic synchronization and can be used together with existing video hashing methods. The second contribution of this paper is to propose a new robust feature extraction method called flow hashing (FH), based on frame averaging and optical flow descriptors. Finally, a fusion mechanism called distance boosting is proposed to combine the information extracted by DTW and FH. Experiments on real video collections show that such a hash extraction and comparison enables unprecedented robustness under both spatial and temporal attacks.

In this paper, a fast transcoding solution from H.264/AVC to HEVC bitstreams is presented. This solution is based on two main modules: a coding unit (CU) classification module that relies on a machine learning technique in order to map H.264/AVC macroblocks into HEVC CUs;and an early termination technique that is based on statistical modeling of the HEVC rate-distortion (RD) cost in order to further speed-up the transcoding. The transcoder is built around an established two-stage transcoding. In the first stage, called the training stage, full re-encoding is performed while the H.264/AVC and the HEVC information are gathered. This information is then used to build both the CU classification model and the early termination sieves, that are used in the second stage (called the transcoding stage). The solution is tested with well-known video sequences and evaluated in terms of RD and complexity. The proposed method is 3.83 times faster, on average, than the trivial transcoder, and 1.8 times faster than a previous transcoding solution, while yielding a RD loss of 4% compared to this solution.

Paper presents a new algorithm proposed to dynamically adapt jitter buffer, used in video transcoding applications. When the video content provider is moving continuously, the wireless network connectivity conditions changes in time. The resulting jitter should be compensated in video transcoder by selecting jitter buffer high enough to compensate all possible jitter variations. The algorithm, proposed in this paper updates the jitter buffer according to current jitter measurements and jitter prediction results in order to reduce the total latency of the video transcoding in live transmissions.

Most of the previous E-Learning contents developed for Personal Computer (PC) is not accessible on the new device like Smartphone. The problem is the learning contents may not be supported by the current mobile devices technology. In this paper, we propose a method for adapting an old composite PC-based e-learning content and delivering it onto mobile devices. The proposed method performs information extraction, transcoding and then generates a new content as a web service for smartphone application. The method performs 100% successfully on extract the samples content using Microsoft Producer and generate new content for accesing on Smartphone. Usability test show the accepted score 94%.
