The past few years have seen a dramatic rise in the distribution channels available to media companies. While media companies once distributed their programming through one or two mediums, such as TV broadcasts and video tapes, the same programming is now also distributed through additional mediums such as the Internet and mobile phones. As a result, the IT systems of these companies are now required to handle both new content formats and to ensure that content is simultaneously and successfully prepared in order to meet scheduling and distribution requirements for multiple delivery pathways. This paper describes a solution that was developed to address the problem. The system presented here was implemented by the Taiwan's Public Television Service (PTS) in an effort to improve the effectiveness of daily operation in January 2010 and is currently providing complete support to the company's daily operations. Since implementation, this automated process has increase the average number of transcoding jobs completed daily from 500 to 700 - and increase of 40 percent.

In this paper, we present algorithms for resizing and transcoding of images in the transform domain. The approach is based on wavelet filtering (analysis/synthesis) along with downsampling/upsampling operation in the block DCT space. We use linear filtering in the block DCT domain to perform convolution. To obtain results equivalent to linear convolution, filtering is performed on the three adjacent blocks. To reduce the complexity, we perform sampling rate change and filtering operations in a single combined step. The proposed approach achieves the best performance in terms of quality compared to the DCT domain technique.

The paper presents a significantly fast INTRA mode and direction prediction algorithm for MPEG-2 to H.264/AVC time sensitive transcoders for mobile applications. The mode and direction prediction in H.264/AVC encoder is responsible for a huge portion of the delay in the transcoder. An efficient transcoder would take advantage of the information stored in MPEG-2 bitstream (i.e. DCT coefficients) to simplify the IN-TRA prediction in H.264/AVC. Based on the spatial activity analysis using a smoothness determining factor and an edge orientation detector, an early mode decision technique and an INTRA direction prediction for each mode are proposed. The proposed algorithm utilizes the DCT coefficients of the MPEG-2 to eliminate redundant operations in the H.264/AVC encoder part of the transcoder. The Experimental results; using frames with different resolution; show 92% transcoding time elimination at slight PSNR degradation (less than 3.5%) compared with the conventional transcoder.

QoS is essential for ubiquitous access of media services in real-time distributed video surveillance. In order to have ubiquitous access of desired media through emergency official's different handheld devices, appropriate media transcoding services need to be used. Now, the challenge is to select and compose these services for each of the devices to satisfy the desired QoS demand. To this end, this paper presents a QoS-aware service composition algorithm to select the best composition for the target client. We have implemented a prototype of service composition for video surveillance by using the proposed QoS-aware composition algorithm. Simulation is results shows that the framework is scalable and suitable for real-life distributed video surveillance.

This paper presents an efficient intra mode decision scheme for down-sizing video transcoding in H.264 using support vector machines (SVMs). In order to reduce the high computational complexity of intra prediction in the H.264 re- encoder, the proposed scheme uses SVMs to exploit the correlation between coding information extracted from the input high-resolution bit-stream and the coding modes of macro- blocks in down-sized video, and turns the intra mode decision problem into pattern classification problem to achieve low complexity video transcoding framework. After the SVMs classifier, improbable modes are eliminated and only a small number of candidate modes are carried out using the RDO operations. Hence, remarkable computing time of up to 65.3% can be saved with trivial bit gain and quality loss.

Existing media providers such as YouTube and Hulu deliver videos by turning it into a progressive download. This can result in frequent video freezes under varying network dynamics. In this paper, we present CloudStream: a cloud-based video proxy that can deliver high-quality streaming videos by transcoding the original video in real time to a scalable codec which allows streaming adaptation to network dynamics. The key is a multi-level transcoding parallelization framework with two mapping options (Hallsh-based Mapping and Lateness-first Mapping) that optimize transcoding speed and reduce the transcoding jitters while preserving the encoded video quality. We evaluate the performance of CloudStream on our campus cloud testbed.

This paper first illustrate general features of MAM system, which include management tasks and decisions surrounding the ingestion, annotation, cataloguing, storage, retrieval and distribution of media assets. Then we put forward a logical function framework of MAM system. Finally, we discuss some novel solutions aimed at existing problems of MAM based on the framework. After cleaning up these problems, we will spread the use of MAM system in more fields involving media asset.

For video delivery over heterogeneous networks, the band width mismatch at the receiver edge often leads to inevitable degradation of video quality during adaptation. While most studies in this field are based on maximizing PSNR (peak signal-to-noise-ratio), many psychophysical experiments discover that viewing quality is not correlated well with PSNR but significantly influenced by the viewing conditions (e.g. display size and viewing distance), which are determined by the receiver device. In this research, we show that major picture quality evaluation schemes are not suitable for subjective quality driven video adaptation because they are unable to track the correspondence between viewing condition and viewing quality. In this paper we investigate a novel paradigm that performs adaptation with respect to the target display scenario in order to maximize the viewing quality. We demonstrate that viewing ratio (VR) plays a key role in linking viewing conditions and perceptual quality of given video signals. We convert the linkage between VR and perceptual quality into a computationally feasible algorithm for video adaptation. Experimental results show the VR based video adaptation scheme not only outperforms the benchmarks in terms of quality-of-experience for designated viewing scenarios, but also provides generally an improved visual quality for mobile devices with bandwidth constraint.

Streaming service is becoming more popular for many users to access multimedia content. With different demand of clients and different service charge given, streaming servers must provide different levels of quality of service (QoS) and apply more effective resource management scheme. This paper proposes an enhanced model of harmonic proportional bandwidth allocation scheme to re-utilize the released bandwidth. Our proposed strategy uses one part (defined as β) of the released bandwidth to raise service quality of clients and increase total bandwidth utilization. The rest part (i.e., 1-β) of the released bandwidth reduces the delay time of clients by serving more clients who are not allowed to be served originally, where β is between 0 and 1. In the simulation, we discuss what the value of β is better when simultaneously considering the two factors including the total bandwidth utilization and the delay time of users, respectively. Furthermore, our proposed strategy is validated through the simulation that the high utilization and lower delay time properties for streaming servers can be obtained no matter whether the probability of clients that leave services is high or low even in different request scheduling policies.

Efficient broadcasting of video content to end-users often requires one or more adaptations of the bitstream, due to varying network conditions and different end-user device characteristics. To ensure a high quality of experience for all end-users, the highest possible quality of the bitstream and, contradictory, connectivity for low bandwidth devices should be guaranteed. H.264/AVC allows only a single (high quality) bitstream. Therefore, the lower bit rates need adaptations of the input bitstream, requiring processing power, delay and energy. By transcoding the existing H.264/AVC bitstream to SVC, bit rate adaptations can be efficiently performed in the network. Consequently, only the cost of one transcoding step is required. To ensure optimal transcoding, we present a low-complexity solution for transcoding H.264/AVC bitstreams to SVC. The proposed system can be applied in a broadcasting environment, since less than 10% of the normal transcoding complexity is needed, while coding efficiency is maintained.
