Emergency vehicle route oriented signal coordinated control model with two-level programming

To minimize travel time of emergency vehicles on the way and improve efficiency of emergency response, an emergency vehicle route oriented signal coordinated control model with two-level programming was proposed based on the different priority types and priority levels of emergency vehicles. The upper level is the dynamic offset model of emergency vehicles, and the lower level is the green wave model of emergency vehicles. At dynamic offset level, latter phase was calculated based on the queue length ahead of the emergency vehicles and their arrival time, in which the former phase was the reference object. At route green wave level, maximum bandwidth of the route of emergency vehicles was calculated, based on the turning movement characteristics and its corresponding capacity reduction. Furthermore, the two-level programming model solution is obtained with genetic algorithm. Finally, simulation results of three control strategies, which are no-signal priority control strategy, isolated control priority strategy and coordinated priority control strategy in this paper, were obtained in micro-traffic simulation software VISSIM, with the case including three intersections in Suzhou roads as the emergency vehicles route. From the simulation results we can conclude that compared to no-signal priority control strategy, coordinated priority strategy can reduce delay, travel time, queue length and stops of emergency vehicles by 27,18, 36 and 38%, respectively, and the average delay of total vehicles at intersection can be reduced by 20%;compared to isolated control priority strategy, these numbers are 14, 6, 12, 21 and 22%, respectively, which means great improvement, and influence on social background traffic was also considered in it.

This paper focuses on interactive decision making methods for random fuzzy two-level linear programming problems. Considering the probabilities that the decision makers' objective function values are smaller than or equal to target variables, fuzzy goals of the decision makers are introduced. Using the fractile model to optimize the target variables under the condition that the degrees of possibility with respect to the attained probabilities are greater than or equal to certain permissible levels, the original random fuzzy two-level programming problems are reduced to deterministic ones. Interactive fuzzy non-linear programming to obtain a satisfactory solution for the decision maker at the upper level in consideration of the cooperative relation between decision makers is presented. The management of water resources system and energy system belongs to different decision-making departments, and there is a certain hierarchical relationship between them. Optimizing the configuration of regional-scale water and energy systems from a global perspective, and considering the correlations between water resources shortage risk and energy shortage risk as well as their joint-risk interaction, can improve the accuracy and efficiency of management decisions. This study aims to propose a copula-based interval two-level programming (CITP) method by integrating a copula-based interval stochastic programming (CISP) method and two-level programming (TP) method. CITP cannot only balance the goals and preferences among different decision-making levels but also analyze the risk interactions between water resources availability and electricity demand. The CITP method is then applied to planning the energy-water nexus system (EWNS) of Henan Province (China), where various decision-making levels and diverse risk-interaction scenarios are analyzed. Results reveal that: during the planning horizon, a) the total electricity-generation amounts can change by 7.31 x 10(3) GWh from S1 to S5;b) the future electricity-supply structure will toward a more sustainable aspect, and the electricity generated from gas-fired, hydro and wind power can increase by 6.2 x 10(3) GWh, 3.7 x 10(3) GWh and 5.8 x 10(3) GWh, respectively. Results can provide decision supports for the coordinated development of regional-scale EWNS management among water, energy, economy and society as well as environment.

There are increasing requirements for collaborative scheduling (CS) in supply chain management (SCM). CS in construction supply chain (CSC), which involves multiple partners, such as general contractor, subcontractors, and material suppliers, can be seen as a multilevel decision-making system with hierarchical structure. Adopting the decomposition-coordination thought of large scale system theory and using the multilevel programming theory, a two-level programming model for CS decision making is established to find satisfactory solution for every partner in CSC. This model has the merit of paying attention to the maximization of profit or minimization of cost of all partners located at different decision-making level in CS process. The algorithm of this model is provided, which is combined with the first level programming adopting simulated annealing algorithm and second level programming using discrete search algorithm. Finally, an illustrative example of CS in a CSC is presented. The two-level programming method provides a new way to improve collaborative decision making in CSC. This research makes a contribution to the body of knowledge of scheduling.

This paper considers two-level linear programming problems involving fuzzy random variables under cooperative behavior of the decision makers. Through the introduction of fuzzy goals together with possibility measures, the formulated fuzzy random two-level linear programming problem is transformed into the problem to maximize the satisfaction degree for each fuzzy goal. By adopting probability maximization, the transformed stochastic two-level programming problem can be reduced to a deterministic one. Interactive fuzzy programming to derive a satisfactory solution for the decision maker at the upper level in consideration of the cooperative relation between decision makers is presented. In this research, focusing on two-level linear programming problems involving fuzzy random variables, we propose a new decision making model through possibility measures. Taking into account vagueness of judgments of decision makers for each objective function, fuzzy goals are introduced. Noting that the degree of the possibility fluctuates stochastically, we propose a probability maximization model in stochastic programming. Through probability maximization, the transformed stochastic two-level programming problem can be reduced to a deterministic one. Interactive fuzzy programming to derive a satisfactory solution for the decision maker at the upper level in consideration of the cooperative relation between decision makers is presented.

In this article, we focus on two-level linear programming problems involving random variable coefficients in objective functions and constraints. Following the concept of chance constrained programming, the two-level stochastic linear programming problems are transformed into deterministic ones based on the fractile criterion optimization model. After introducing fuzzy goals for objective functions, interactive fuzzy programming to derive a satisfactory solution for decision makers is presented as a fusion of a stochastic approach and a fuzzy one. An illustrative numerical example is provided to demonstrate the feasibility of the proposed method.

In this paper, we focus on multiobjective two-level simple recourse programming problems, in which multiple objective functions are involved in each level, shortages and excesses arising from the violation of the constraints with discrete random variables are penalized, and the sum of the objective function and the expectation of the amount of the penalties is minimized. To deal with such problems, a concept of Pareto Stackelberg solutions based on the reference objective levels is introduced. Using the Kuhn-Tucker approach in two-level programming, we formulate as a mixed integer programming problem, and propose an interactive algorithm to obtain a satisfactory solution of the leader from among a Pareto Stackelberg solution set based on the reference objective levels. A numerical example illustrates the proposed algorithm for a multiobjective two-level stochastic programming problem with simple recourses under the hypothetical leader.

In this paper, we deal with a transportation problem in a housing material manufacturer and derive a satisfactory solution to the problem by taking into account not only the degree of satisfaction with respect to objectives of the housing material manufacturer but also those of two forwarding agents to which the housing material manufacturer entrusts transportation of products. The two forwarding agents handle the regular transportation and the small lot transportation, and each of them assigns work force, the transformation tasks properly. There are two objectives in the housing material manufacturer: one is to minimize the transportation cost and the other is to minimize the opportunity loss with respect to transportation time. The objectives of the two forwarding agents are to maximize their profits. We formulate the transportation planning and work force assignment problem as a decentralized two-level integer programming problem, and derive a satisfactory solution by applying an interactive fuzzy programming method.
