We propose a superimposition algorithm than can be employed by a substrate to change its behavior according to current conditions or properties of the mobile environment. The algorithm has some interesting features such as it is completely distributed, works on-line, does not generate extra messages, and is based on unstable predicates. The algorithm proposed can be used by multiple local controllers that use information only from the subset of the participating mobile units. This is certainly an advantage over a centralized approach that is likely to be more expensive than distributed decisions since there are delays in the communication and the cost of sending extra messages.

Summary form only given as follows. One of critical concerns in the operation of grid-connected dispersed generating units is the occurrence of islanding. It is known that the islanding may pose hazards to utility personnel and complicate the orderly reconnection of the grid. Hence, in this paper, a new algorithm based on the monitoring of the change in /spl delta/f//spl delta/P/sub L/ to detect the islanding is proposed. By the proposed method, a detection index can be evaluated that serves as a useful reference to activate the protective relays. This approach has been applied to investigate different scenarios, including the loss of grid and the parallel operation. Effects of load change and power-quality disturbances to the detection performance are also examined. From these test results, they help solidify the feasibility and effectiveness of the approach for the applications considered.

In this paper, we present a neural network-based face detection system. Unlike similar systems which are limited to detecting upright, frontal faces, this system detects faces at any degree of rotation in the image plane. The system employs multiple networks; a "router" network first processes each input window to determine its orientation and then uses this information to prepare the window for one or more "detector" networks. We present the training methods for both types of networks. We also perform sensitivity analysis on the networks, and present empirical results on a large test set. Finally, we present preliminary results for detecting faces rotated out of the image plane, such as profiles and semi-profiles.

In this paper, a method of region expanding evenly along edge is presented, meanwhile holes can be detected as byproducts. The complexity of the algorithm is O(n), where n is the quantity of pixels in the region. The source region is selected by 5 contiguous pixels with shape "+", of which the surrounding 4 pixels constitute the original edge. For every edge segment, a pixel out of the edge is checked whether it is similar to region pixels. The region is expanded by one pixel when a positive answer is given. During expanding period, if the pixel to be checked is already an edge pixel, the edge circle is divided into two parts - the one with more pixels remains as the surrounding edge, the other is the inner edge of a hole. Expanding process will stop if no change takes place in a repetition period.

A novel discrete tracking algorithm for mobile user based on velocity estimation in microcellular urban environment is proposed in this paper. By partitioning the mobile path and defining each partition as a state, the proposed algorithm tracks the mobile user based on hidden Markov model (HMM). The short-time Fourier analysis of the received signal strength is employed to estimate the mobile speed. Based on averaged received power (local mean), pathless, velocity estimation and using dynamic programming technique, the proposed algorithm predicts the next state of the mobile user. The proposed tracking algorithm shows good ability to predict user mobility behavior in urban area with multipath fading and shadowing phenomena.

We present improved algorithms for automatic fade and dissolve detection in digital video analysis. We devise new two-step algorithms for fade and dissolve detection and introduce a method for eliminating false positives from a list of detected candidate transitions. In our detailed study of these gradual shot transitions, our objective has been to accurately classify the type of transitions (fade-in, fade-out, and dissolve) and to precisely locate the boundary of the transitions. This distinguishes our work from early work in scene change detection which focuses on identifying the existence of a transition rather than its precise temporal extent. We evaluate our algorithms against two other commonly used methods on a comprehensive data set, and demonstrate the improved performance due to our enhancements.

The paper presents an automatic video segmentation algorithm concerning multiple features. The k-median algorithm is employed to partition an image into a set of homogenous regions. The location of moving objects is determined by change detection and tracked by using region descriptors. Experiments have been carried out on several video sequences and results have shown the efficiency of this approach.

In this paper, we propose a new visual communication system where eye contact is possible by using a virtual image. The virtual image is obtained by view synthesis with stereo matching from two real camera views. We developed a region based dynamic programming (DP) approach with improved matching cost, occlusion cost and vertical smoothness constraint. We also proposed a fast view interpolation method. To achieve real time performance, we developed a hardware system. Furthermore, to avoid the reordering problem in the foreground region, a view change approach with disorder detection is adopted. Experimental results demonstrate the validity of our improved DP matching algorithm and eye-contact visual communication system.

A supervised learning algorithm for obtaining the template coefficients in completely stable cellular neural networks (CNNs) is presented and it is applied for learning edge detection in binary images. The algorithm resembles the well-known perceptron learning algorithm and hence is called the recurrent perceptron learning algorithm (RPLA). The RPLA can be described as the following set of rules: i) Increase each feedback template coefficient which defines the connection to a mismatching cell from its neighbor whose steady-state output is the same as the mismatching cell's desired output. On the contrary, decrease each feedback template coefficient which defines the connection to a mismatching cell from its neighbor whose steady-state is different from the mismatching cell's desired output. ii) change the input template coefficients according to the rule stated in i) by only replacing the word of "neighbor" with "input". iii) Retain the template coefficients unchanged if the actual outputs match the desired outputs. The proposed algorithm RPLA has been applied for training CNNs to perform edge detection. The performance of the templates obtained for the chosen input-(desired)output training pairs has been tested on a set of images which are different from the input images used in the training. It has been observed that the generalization ability of CNN in edge detection is extremely well and the performance of a template found by RPLA is comparable to the performance of Canny's edge detector for two-level images.
