Mutually orthogonal complementary sets (MOCS) have been employed in multi-carrier phase-coded (MCPC) signals and Direct-Sequence code Division Multiple Access (CDMA-DS), as well as other radar and communications systems involving multiple carriers or multiple transmit and/or receive stations. We introduce a new, simple matrix formulation for MOCS and show that it is useful for developing constructions of larger MOCS from smaller ones. In addition, We introduce the idea of MOCS cliques, and show they can be used for constructing infinite chains of MOCS of progressively larger sizes. Finally, we identify, for several low-order cases, all existing maximum-size MOCS cliques up to equivalencies.
