A new procedure for aerodynamic missile designs using topological optimization approach of continuum structures

This paper presents a multi-objective programming scheme for the conceptual design of aerodynamic missile's structure using topological optimization approaches, in which both the compliance and eigenfrequency are regarded as static and dynamic optimization objectives, respectively. During the conceptual design of the aerodynamic missile with multiple loadings, both the multilevel sequential programming approach and the compromising programming method are coupled together to settle the associated difficulties when the whole structure of the missile body is considered as a pre-defined design domain. The compromise programming method is first applied to describe the statically loaded multi-stiffness topology optimization, and the dynamic formulation is used to establish the subsequent optimization problem mainly concerned with free vibration. The main advantage of the proposed scheme is the flexibility of dealing with optimal topology designs for the whole structures of aerodynamic missiles with complicated loading cases. Solid isotropic material with penalization (SIMP) is used as the interpolation scheme to indicate the dependence of material modulus upon regularized element densities. The sequential convex programming approach is applied to solve the optimization problem. An engineering application is used to demonstrate the characteristics of the presented methodologies based on the commercial software package of *** at Altair(R). (C) 2006 Elsevier SAS. Participatory floodplain management in the Red River Basin, Canada

Floodplain management is a subject in which everyone in the floodplain is a stakeholder. Real participation only takes place when stakeholders are part of the decision-making process. This can occur directly when local communities come together to make floodplain management choices or if democratically elected or otherwise accountable agencies or groups can represent stakeholders. Real participation is more than consultation and requires that stakeholders at all levels of the social structure have an impact on decisions at different levels of floodplain management. A participatory approach is the only means for achieving long-lasting consensus and common agreement. However, for this to occur, stakeholders and officials from water management agencies have to recognize that the sustainability of floodplain management decisions is a common problem and that all parties are going to have to sacrifice some desires for the common good. There is common responsibility for making participation possible. This involves (a) the creation of mechanisms for stakeholder consultation at various scales (from local, over watershed to national) and (b) the creation of participatory capacity, particularly amongst marginalized social groups. This may include awareness raising, confidence building and education, as well as the provision of the economic resources needed to facilitate participation and the establishment of good and transparent sources of information. This work focuses on the methodology for stakeholder participation in floodplain management. Floodplain management problems are characterized by multiple objectives and large number of stakeholders. The solution methodologies adapted for multi-criteria multi participant decision problems are generally based on aggregation of decisions obtained for individual decision makers. Using TOPSIS for assessing the sustainability of government bond funds

The aim of this paper is to provide a methodology to assess the sustainability of investments in sovereign bonds using a technique for order preference by similarity to the ideal solution (TOPSIS). TOPSIS is a multi-criteria decision making technique used to rank a finite set of alternatives based on the minimization of distance from an ideal point and the maximization of distance from an anti-ideal point. The proposal presented herein can be a potential solution to the research works raised with respect to the difficulty of finding a unified measurement of the sustainability performance of investments in order to support investor decision-making process. The assessment presented is according to both the most frequently used sustainability indicators and the most interesting concerns for a particular investor. The Adjusted Net Saving (ANS), the Ecological Footprint (ECF), the Environmental Performance Index (EPI) and the Human Development Index (HDI) have been used in this paper. Our approach has been applied for evaluating government fixed income funds domiciled in three European countries: France, Italy and the Netherlands. In addition, the developed approach is incorporated in a compromise model for portfolio selection of government bond funds. (c) 2014 Elsevier Ltd. All rights reserved.

A multiple criteria decision making framework for regional aquaculture development

Aquaculture development is considered as a viable sourer for providing high quality cheap protein, particularly, for developing countries where protein shortage already exists. However, complexities in such development planning can be difficult without the aid of modern decision-aids such as multiple criteria decision making (MCDM) models. MCDM models are already in use in the business and manufacturing sectors. However, their use in agriculture is limited and their use in aquaculture is almost nonexistent. This paper presents a MCDM framework for the planning of regional aquaculture development. The MCDM model seeks a desirable allocation of resources and activity levels that strikes an acceptable balance among the various development goals under consideration subject to resource constraints, market constraints, and pollution constraints. To accommodate different decision situations, three different MCDM solution techniques are implemented, namely, multiple objective programming (MOP, compromise programming (CP), and weighted goal programming (WGP). The applicability of the framework is demonstrated through applying it to a case study from northern Egypt where aquaculture is a viable industry for supplying cheap and good quality protein, balancing the foreign exchange deficits, and creating employment opportunities. Insight into the precipitation behavior of gridded precipitation data in the Sina basin

This paper examines the performance of three gridded precipitation data sets, namely, Global Precipitation Climatology Centre (GPCC), Tropical Precipitation Measuring Mission (TRMM), and the Modern-Era Retrospective Analysis for Research and Applications (MERRA), for the duration of 25 years using 9 rain gauge data sets of the Sina basin, India. Statistical measures were employed to measure the performance in reproducing the rainfall and to assess its ability to detect the rainfall/no rainfall events, its structure, pattern, and spatio-temporal variations in the monthly and annual time scales. compromise programming (CP) is used to rank the statistical performances of selected gridded precipitation data sets and found that TRMM attained first rank for the 8 stations followed by MERRA. The precipitation concentration index (PCI) checks the pattern and distribution of rainfall and found that observed data shows a uniform distribution in the basin;however, all the three gridded data sets failed to demonstrate uniform distribution. Categorical metrics like Probability of Detection (POD) and False Alarm Ratio (FAR) revealed that TRMM followed by MERRA and GPCC have good capabilities to detect rainfall/no rainfall events at different thresholds. All the trends drawn between observed data set and gridded precipitation data sets revealed that the MERRA data tend to underestimate and the TRMM and GPCC data tend to overestimate the values and intensities of rainfall data sets at most of the stations for both monthly and annual time scales. The data analysis of extreme rainfall points at monthly and annual time scales exhibits better performance of TRMM data sets. Overall, the TRMM data set is capable in replicating different characteristics of the observed data in the study area and could be used for hydro-meteorological and climatic studies when continuous observed data set is not available.

An integrated multicriteria decision making methodology using compromise solution methods for prioritising risk of marine machinery systems

One of the most popular tools used for risk assessment of marine machinery systems is Failure Mode and Effect Analysis (FMEA). With this analysis tool, risk is represented in the form of a risk priority number (RPN) which is computed by multiplying the severity rating (S) by the occurrence probability (O) and the detection rating (D) for all failure modes of the system. This conventional FMEA has been criticised as having several limitations such as inability to aggregate imprecise ratings of multiple experts and inability to incorporate more than three risk criteria. These challenges have been addressed in this paper by developing two novel methodologies for prioritising the risk of failure modes for marine machinery systems. The first methodology integrates an averaging technique with VIKOR (Vlsekriterijumska Optimizacija Ikompromisno Resenje, meaning: Multicriteria Optimisation and compromise Solution). The second methodology integrates an averaging technique with the compromise programming (CP) technique. While the averaging technique is applied as a means of aggregating imprecise risk criteria ratings from multiple experts, VIKOR and CP are used in the ranking of risk of failure modes. The applicability and suitability of these methodologies for risk prioritisation is demonstrated using two case studies. (C) 2015 Elsevier Ltd. All rights reserved.

This paper proposes simultaneous integration of DSM options in a multiobjective framework ( using compromise programming technique) for electric utility planning. The two distinct advantages of this method are: (i) explicit consideration of all associated benefits of DSM options viz. cost reduction, emissions reduction and improvement of supply system reliability (ii) consideration of the integration method specific characteristics of various types of DSM options depending upon the control of utility on their usage. The methodology is applied for an Indian utility (Maharashtra State Electricity System(MSES)) for its integrated resource planning for the period 1990-2000 to illustrate the methodological issues. Various methodological issues related to the specific nature of DSM options and multiobjective framework are discussed in the context of MSES.

Building consensus in environmental impact assessment through multicriteria modeling and sensitivity analysis

Multicriteria decision analysis (MCDA) increasingly is being applied in environmental impactassessment (EIA). In this article, two MCDA techniques, stochastic analytic hierarchy process and compromise programming, are combined to ascertain the environmental impacts of and to rank two alternative sites for Mexico City's new airport. Extensive sensitivity analyses were performed to determine the probability of changes in rank ordering given uncertainty in the hierarchy structure, decision criteria weights, and decision criteria performances. Results demonstrate that sensitivity analysis is fundamental for attaining consensus among members of interdisciplinary teams and for settling debates in controversial projects. It was concluded that sensitivity analysis is critical for achieving a transparent and technically defensible MCDA implementation in controversial EIA.

Reference points and approximation algorithms in multicriteria discrete optimization

Mathematical research on multicriteria optimization problems predominantly revolves around the set of Pareto optimal solutions. In practice, on the other hand, methods that output a single solution are more widespread. Reference point methods are a successful example of this approach and are widely used in real-world multicriteria optimization. A reference point solution is the solution closest to a given reference point in the objective space. We study the connection between reference point methods and approximation algorithms for multicriteria optimization problems over discrete sets. In particular, we establish that, in terms of computational complexity, computing approximate reference point solutions is polynomially equivalent to approximating the Pareto set. Complementing these results, we show for a number of general algorithmic techniques in single criteria optimization how they can be lifted to reference point optimization. In particular, we lift the link between dynamic programming and FPTAS, as well as certain LP-rounding techniques. The latter applies, e.g., to SET COVER and several machine scheduling problems.
