Application of Multi-Criterion Decision Making Analysis to Integrated Water Resources Management

In the context of integrated water resources management (IWRM), account should be taken of a wide range of factors including economic, social and environmental issues. Multi-criterion decision making (MCDM) approaches are applied to the case study in this paper to integrate different objectives into the planning, management and decision making process. A variety of criteria in terms of economic, social and environmental dimensions are identified and formulated for the purpose of MCDM analysis. A set of different management scenarios is proposed for the desired goals. They include reductions in irrigated areas, improved irrigation efficiencies, increased system loss for groundwater irrigation and changes in cropping pattern. An integrated water resources optimisation model (IWRO) is used to optimise surface and groundwater allocation, through which the identified criteria can be enumerated. compromise programming (CP), which results in a compromise solution located as close as possible to an ideal solution, is adopted to carry out the MCDM analysis for the case study. The sensitivity of different sets of weights and different values of parameters related to CP is investigated. Results indicate that compromise programming is able to lead to satisfactory solutions. Performance of different alternatives is evaluated based on the compromise programming analysis, and potential decisional alternatives are proposed for further investigation.

This paper presents a new multi-objective topology optimization algorithm for continuum structures under multiple loading cases. An expert evaluation method of weights based on grey system theory is proposed to calculate the objective weights when the compromise programming approach is employed as a multi-objective optimization scheme converting the multi-objective problem to a single objective problem. A modified updating scheme with a self-adaptive move limit for design variables is also suggested, SIMP is regarded as density-stiffness interpolation scheme and the optimality criteria method is used as the optimizer. Numerical instabilities, such as checkerboards and mesh dependencies, are also discussed. The validities of these methods in this paper are demonstrated by some numerical applications.

Interactivity and soft computing in portfolio management: Should farmers own food and agribusiness stocks?

This article proposes a fully integrated and interactive elicitation-optimization procedure for portfolio management. A soft computing approach based on fuzzy logic is developed as an alternative to the traditional mean variance model and compromise programming approach. The models are applied to farmers to examine whether they should buy publicly traded food and agribusiness firms stocks rather than invest in a broader market stock portfolio. Results suggest that investments in publicly traded food and agribusiness stocks allow farmers to capture additional benefits beyond those of simply diversifying in the broader market.

Concerns over environmental degradation legislative requirements and growing business needs have fueled the growth of closed-loop supply chains (CLSCs). This paper addresses a bi-objective network design problem for multi-period, multi-product CLSC to minimize the total supply chain costs and to maximize the service efficiency of the warehouses and hybrid facilities. We develop a bi-objective mixed integer linear programming model to assist decisions in (1) location/operating decisions for warehouses, hybrid facilities and manufacturing facilities and (2) production and distribution of products between stages in the supply chain. Goal programming models and compromise programming techniques are used to solve the problem. An application of the model is demonstrated using a case study from the literature.

On the use of the distance in reference point-based approaches for multiobjective optimization

Reference point-based methods are very useful techniques for solving multiobjective optimization problems. In these methods, the most commonly used achievement scalarizing functions are based on the Tchebychev distance (minmax approach), which generates every Pareto optimal solution in any multiobjective optimization problem, but does not allow compensation among the deviations to the reference values given that it minimizes the value of the highest deviation. At the same time, for any , compromise programming minimizes the distance to the ideal objective vector from the feasible objective region. Although the ideal objective vector can be replaced by a reference point, achievable reference points are not supported by this approach, and special care must be taken in the unachievable case. In this paper, for , we propose a new scheme based on the distance, in which different single-objective optimization problems are designed and solved depending on the achievability of the reference point. The formulation proposed allows different compensation degrees among the deviations to the reference values. It is proven that, in the achievable case, any optimal solution obtained is efficient, and, in the unachievable one, it is at least weakly efficient, although it is assured to be efficient if an augmentation term is added to the new formulation. Besides, we suggest an interactive algorithm where the new formulation is embedded. Finally, we show the empirical advantages of the new formulation by its application to both numerical problems and a real multiobjective optimization problem, for achievable and unachievable reference points.

Are South Indian farmers adaptable to global change? A case in an Andhra Pradesh catchment basin

Global changes are already having an impact on South Indian farmers. Climate change is affecting the agricultural sector since it is dependent on climatic conditions and water resource availability. The impacts tend to be greater in semi-arid hard rock areas with few water resources. Furthermore, South India area is experiencing a profound agrarian crisis, which is linked, among others, to debt and credit problems. The study reported in this paper aims to develop a methodology to compare and rank farmers according to their ability to adapt to global change. The definition of adaptive capacity is based on a livelihood assets approach. Indicators are evaluated through individual surveys among farmers, then, weighted using the analytic hierarchy process and aggregated via compromise programming. The result is a standardized score measuring the distance of each farmer from an ideal adaptive capacity. Farmers are ranked according to this distance, which allows a comparison of their relative ability to adapt. At the basin scale, it shows that the geographic position of farmers is a significant factor in adaptation performance. The proximity of an administrative center contributes to an increase of their adaptive capacity. Small farming areas limit the adaptive capacities of marginal and small farmers while the largest farmers are constrained by economic factors such as large loans. These study findings offer interesting indications on the variability of farmers' weaknesses and are bringing a better understanding of the causes of poor performance.

Characterizing compromise solutions for investors with uncertain risk preferences

The optimum portfolio selection for an investor with particular preferences was proven to lie on the normalized efficient frontier between two bounds defined by the Ballestero (J Oper Res Soc 49:998-1000, 1998) bounding theorem. A deeper understanding is possible if the decision-maker is provided with visual and quantitative techniques. Here, we derive useful insights as a way to support investor's decision-making through: (1) a new theorem to assess balance of solutions;(2) a procedure and a new plot to deal with discrete efficient frontiers and uncertain risk preferences;and (3) two quality metrics useful to predict long-run performance of investors.

Integration of fungal production in forest management using a multi-criteria method

Some non-timber forestry products, such as mushrooms, have not typically been included in forest management plans, creating a scenario whereby timber production is the main objective and fungal resources are an afterthought. However, in certain forests, wild mushrooms reach a significant level of production. This paper researches a strategic forest management plan that would include the production of both timber and mushrooms as principal objectives while still adhering to constraints normally considered within forest management. A case study is provided featuring two main groups of edible wild mushrooms, where the two aforementioned objectives have been optimised individually. Lacking a satisfactory solution for the decision-maker, a model based on multi-criteria decision analysis (compromise programming) has been constructed to yield more attractive solutions. Information regarding mushrooms is based on the actual amount collected in the forest and not on potential production. Measured in monetary terms, mushroom production can be easily compared with timber production. Income associated with mushroom production is equal to approximately 20 % of that generated by timber throughout the planning horizon when final inventory and regulation constraints are imposed.

Generating properly efficient points in multi-objective programs by the nonlinear weighted sum scalarization method

This article deals with the scalarization techniques in multi-objective optimization problems (MOPs). In this article, the nonlinear version of the weighted sum method is considered as the scalarization problem, and the relation of the set of properly efficient points and the set of scalarization solutions (optimal solutions of the scalarized problem) is studied. In particular, conditions are determined under which the optimal solutions of the scalarized problem are properly efficient points of the MOP, and the conditions under which the properly efficient points could be characterized in terms of the scalarization solutions are presented.

Equity and efficiency issues in irrigation water distribution

Irrigation water distribution policy should be both efficient and equitable. In most irrigation projects water distribution, particularly during the dry period fails to achieve one objective while trying to improve another, especially in unlined canal projects with a high seepage rate. How to improve both is a complex task. A methodology for choosing an appropriate water distribution policy in public irrigation projects considering both objectives of equity and efficiency is described. Assorted water distribution policies are generated through an optimization model by varying the level of irrigation and the proportion of area of each field plot to be irrigated. Then a simulation model is employed to evaluate the consequences with respect to efficiency and equity measures. Finally a multi-objective analysis is carried out to select a compromise solution. This methodology is applied to select a water distribution policy for irrigating wheat in a case study project.
