Multicriteria analysis of renewable-based electrification projects in developing countries

The design of wind-photovoltaic stand-alone electrification projects that combine individual systems and microgrids is complex and requires from support tools. In this paper, a multicriteria procedure is presented in detail, which aims to assist project developers in such a design. More specifically, the procedure has been developed under a four-part structure, using support tools and expert consultations to enhance practicality into the rural context of developing countries. First, from a large amount of criteria, a reduced and easy to handle set is chosen, representing the main characteristics to be assessed in rural electrification projects. Second, two iterative processes, one based on the Analytical Hierarchy Process and one based on a typical 1-10 assessment, are tested to assign weights to the criteria, reflecting end-user preferences. Third, some indicators are proposed to evaluate the accomplishment of each solution regarding each criterion, in an objective manner. Fourth, considering the weights and evaluations, the solutions are ranked, using the compromise programming technique, thus selecting the best one/s. The whole procedure is illustrated by designing the electrification project of a real community in the Andean highlands. In short, this paper provides insights about the suitable decision-making process for the design of wind-PV electrification systems and, in addition, shows how different multicriteria techniques are applied to a very local context in rural, remote and very poor areas of developing countries.

Hydrological and meteorological studies demand accurate, continuous, long-term, reliable, and uniformly distributed precipitation data. Considering low density rain gauges with incomplete data in developing nations, a plethora of gridded precipitation products (GPPs) have made their place as an alternative to rain gauge records. However, GPPs house inherent errors depending on the type of data, gauge density, gridding algorithm, etc. Hence, it is crucial to evaluate them prior to their application. This study evaluated monthly products of eight GPPs over 17 years (1998-2014) - Asian Precipitation Highly Resolved Observational Data Integration towards Evaluation data (APHRODITE), Climate Prediction Center (CPC), Climate Hazards Group InfraRed Precipitation with Station data (CHIRPS), Southeast Asian Observed dataset (SA-OBS), Climate Prediction Center Morphing Technique (CMORPH), The Tropical Rainfall Measuring Mission (TRMM)-daily products, Climate Research Unit (CRU), and Global Precipitation Climatology Center (GPCC). An entropy-based weight calculation for each statistical index and compromise programming was employed to rank the GPPs in the selected sub-basins (Nam Ngum River Basin, NRB, and Vietnam Mekong Delta, VMD) of the Lower Mekong Region (LMR) for mean and six extreme precipitation indices. The correlation coefficient (r), root mean square error (RMSE), skilled score (SS), and bias were the continuous statistical indices and probability of detection (POD), false alarm ratio (FAR) and critical success index (CSI) were the categorical indices used in this study. In terms of capturing mean monthly precipitation, GPCC outweighed all other products for both the studied basins. However, APHRODITE ranked first for daily precipitation products based on compromise programming algorithm for NRB. Modeling economic-environmental decision making for agricultural land use in Argentinean Pampas

This research evaluates the economic and environmental impacts of land allocation to crops and extensive livestock production in the Argentine Pampas using compromise programming. Two economic indicators (gross margin, direct costs) and five environmental indicators (organic carbon input to soil, nutrient balances, agrochemicals impact and soil erosion) are considered. The tradeoff between economic and environmental objectives is assessed and the preferred land allocation schemes determined by the multicriteria model are compared to the current land use in the region of Pergamino, North of Buenos Aires, Argentina. Results indicate that it is important to consider not only the environmental-economic tradeoff in farming, but also the conflict across different environmental criteria in order to determine whether it is reasonable to stimulate activities which improve some environmental indicators at the expense of getting less desirable values in others. For instance, an increase of productivity in agriculture enhances soil organic carbon content but it may increase the risk of contamination with agrochemicals and nutrients. Results are consistent with the notion that extensive crop-livestock production systems are more balanced than continuous crop farming. According to model results, optimal land assignment is a combination of crop and livestock activities (62 and 38% of land, respectively) which is associated with lower agrochemical use, greater organic carbon input to soil, better soil protection from erosion and more efficient nutrient cycling. This land assignment presents a decrease of 20% in the economic gross margin compared to the continuous agriculture scheme that maximizes the economic result. The comparison between current land use and the optimal land assignment based on model results show that farmers assign a smaller fraction of land to extensive livestock production (2-4%), than in the most balanced compromise solution (38%). Sire selection with multiple objectives

The principal objective of any dairy breeding program is to increase the profitability of the herd. One way to achieve this objective is through the selection of sires that increase the genetic potential of the herd. However, selecting sires this way is likely expensive and almost surely induces inbreeding problems which may erode future profitability. A decision model for optimal dairy sire selection is developed and solved using American Jersey Association sire data. The model is an integer compromise programming model with three objectives: maximizing net merit, minimizing semen cost, and minimizing inbreeding depression. The results suggest that compromise programming may offer substantial benefits over single objective models given the ability of the technique to quantify the trade-offs associated with multiple, conflicting objectives. Control charts are useful tools to regulate processes. Thereby the quality of products and services is enhanced which makes them more attractive to the customers. While fixed-parameter X-bar charts have been regularly utilized in manufacturing systems since 1931, their incompetent effectiveness in the discovery of small-to-moderate shifts in mean has proven to be a major limitation. A systematic study providing in-depth information on the effectiveness of adaptive X-bar control charts at optimal points within the response space was needed to resolve this issue. While previous research used a forward perspective, evaluating the effectiveness of adaptive models for a specified range of design parameters, we utilized a reverse viewpoint to investigate all feasible sets of design parameters. It allowed obtaining the minimum values for three different performance measures using single-objective and multi-objective optimizations. The guideline provides quality engineers with an in-depth awareness on optimal points to select an appropriate adaptive model.

A multiple criteria decision making approach for electricity planning in Spain: economic versus environmental objectives

Growing social concern about the environmental impact of economic development has drawn attention to the need to integrate environmental criteria into energy decision-making problems. This has made electricity planning issues more complex given the multiplicity of objectives and decision-makers involved in the decision making process. This paper proposes a methodology that combines several multi-criteria methods to address electricity planning problems within a realistic context. The method is applied to an electricity planning exercise in Spain with a planning horizon set for the year 2030. The model includes the following objectives: (1) total cost;(2) CO2;(3) SO2;and (1) NO, emissions as well as;he amount of radioactive waste produced. An efficient social compromise between these conflicting objectives is obtained which shows the advantages of using this model for policy-making purposes.

This note shows that virtually all the multi-objective and goal-programming approaches can be thought of as special cases of a general distance-function model. Although the outcome of this paper cannot be considered completely new, it can, however, help increasing conceptual clarity and precision in future dialogue, showing the actual links between multi-objective programming, goal programming and traditional mathematical programming.

In this paper we present a decision support system that helps to solve multiobjective decision problems considering a multi decision-makers framework. By an iterative procedure this system looks for a single solution that satisfies all decision-makers equally. The negotiation process requires that each decision-maker trade certain benefits in some of the objectives being analyzed for benefits in others. Finally a compromise solution should be obtained.

Solving the location problem of front distribution center for omni-channel retailing

Consumer demand and retailing models nowadays are being upgraded more frequently. More and more retailers are switching to the Omni-channel retailing model. Choosing a reasonable location for a front distribution center (FDC) helps control an enterprise's cost and improves its service level. This is especially true in the existence of fierce competition. In this paper, two important and contradictory objectives are proposed for the first time in the FDC location problem: minimizing the distribution costs from the facility and minimizing the fixed cost of the facility's location. For these objectives, a bi-objective programming model is established by considering the factors of a facility's capacity, demand and rent fluctuation. Meanwhile, the FDC location problem has been solved by compromising programming and elite set multi-objective simulated annealing algorithm respectively. Taking the FDC locations set of an e-commerce enterprise in a region of Beijing as an empirical sample, this paper uses the above algorithms to re-plan the FDC locations of the enterprise. This algorithm provides support for retail enterprises by helping find the best FDC location. Based on the empirical results, some comments and future research directions are also proposed.

A multi-criteria risk-based approach for optimal planning of SuDS solutions in urban flood management

This paper presents a multi-criteria risk-based approach for managing urban flood hazards by using a combination of conventional measures and contemporary Sustainable Drainage Systems (SuDS). A multi-objective optimisation model coupled with a simulation model of UDS in the SWMM software is developed with the three objectives of minimising total costs, the risk of flooding and pollution discharged into receiving waters. K-means clustering technique is used to group the optimal solutions. A few optimal solutions and individual SuDS solutions are then ranked together by using the compromise programming (CP) method. The methodology is demonstrated by its application on a case study of the Golestan city UDS in Iran. The results obtained show there are indirect correlations between non-dominated solutions that minimise the risk of either flooding or pollution. The results also show the selected optimal solutions can provide cost-effective strategies that reduce both flood and pollution risks by at least 27% and 50%, respectively.
