Spatial based compromise programming for multiple criteria decision making in land use planning

Today, competing land use is continuing to occur in many developed regions. In the Agricultural Development Zone of Western Sydney Region, which is characterised by complex landscape patterns, land use competition is widespread. From a land use planning perspective, identification of suitable locations for a given type of land use is necessary for decision makers to formulate land use alternatives in different locations, based on existing land potential and constraints. For such a region, use of a simple method that implements a categorical system and considers only inherent land characteristics in the analysis is often inadequate to arrive at an optimal spatial decision. The primary aim of this paper is to develop spatial modelling procedures for agricultural land suitability analysis using compromise programming (CoPr) and fuzzy set approach within a geographical information systems (GIS) environment. Five main sets of spatial data for use as decision criteria were developed by using fuzzy set methodology: a land suitability index (LSI) for maximising the land productivity objective;an erosion tolerance index (ETI) for minimising the erosion risk objective;a runoff curve number (CN) for maximising the water discharge regulation objective;an accessibility (RP) measure for maximising the land accessibility objective;and the proximity to water body (WP) for minimising the water pollution objective. An L-p-metric was used in the analysis utilising different strategies with representative indices ranging from a situation where full tradeoff among criteria occurs to a noncompensatory condition. Different weighting combinations were also applied, and decision analysis was carried out by using values ranging from 0 to 1.0, where 1.0 is considered as an ideal point. The CoPr model demonstrated in this paper yielded a promising result, as several different techniques of sensitivity analysis show reasonably good results. Energy Management in a Network of Grid-Connected Microgrids/Nanogrids Using compromise programming

A new multi-objective optimization model is proposed for efficient integration of a group of microgrids/nanogrids with local energy storage devices into the power grid. In this model, the individual microgrids/nanogrids can exchange power locally among each other as well as with the external electricity grid. A pricing regime is introduced in which differences in the local and grid buy and sell time-of-use prices of electricity incentivize local inter-microgrid/nanogrid exchanges of power over power exchange with the grid. A novel formulation of a multiple-objective constrained optimization is presented for solving the microgrids/nanogrids energy management problem under the proposed electricity pricing regime. This approach is based on minimization of l(1) or l(2) distances of the microgrids/ nanogrids cost vector to a utopia point in the solution space. Components of the utopia point are defined as the minimum cost achievable by the corresponding microgrid/nanogrid when it always uses the favorable local buy/sell prices. The proposed optimization models are in the form of convex linear/quadratic programs without any binary or integer variables for l(1)/l(2) norms. Results of numerical simulations with on-line rolling horizon optimization of the storage device power flow decisions demonstrate the effectiveness of the proposed methods.

FMS design model with multiple objectives using compromise programming

There has been a great change in manufacturing systems toward computer-controlled flexible manufacturing systems (FMS). The design and operation of the FMS involve intricate and interconnected decisions that result in the maximum performance of the system. However, the design and operational decisions have been made separately in consideration of a single-system performance measure. This paper presents a method for simultaneously determining design and control parameters of an FMS with the multiple performance objectives via full-factorial design of experiments, regression analysis and compromise programming. For a numerical example, the SIMAN simulator models a hypothetical FMS with six workstations. Eight design and control parameters are simultaneously determined by compromising four performance measures that are formulated using regression analysis.

Forest management is a complex issue due to the different type of activities considered in the forest territory and to the criteria involved in the manager's decision: in the last centuries, Mediterranean forests have come under human influence and recently, probably as a consequence of rural depopulation in many of these areas, a decline in the potential of these forests to produce economic and environmental services has been observed. Risk of fire and the resulting economic loss is a common problem in Mediterranean areas, mainly in years when climatic conditions are more unfavorable. Specific strategies for dealing with that risk imply costs, have an impact on biodiversity, and are always implemented following different stakeholders' (landowners/farmers and managers) preferences. Furthermore, this kind of decision always implies a conflict of objectives. compromise programming represents a very satisfactory way to combine different stakeholders' preferences regarding the criteria considered. The objective of this work is to present a methodology based on the MCDM approach that facilitates the collaborative planning process in the scope of Mediterranean forests, dealing with multiple criteria and multiple stakeholders in a risky situation. This paper provides a new multi-objective decision making (MODM) method. The method was developed by extending two known approaches: "fuzzy composite programming" and "multi-attribute decision making with dominance in the attributes". The method allows the inclusion of a fuzzy representation of uncertainty relative to the information used through the decision making process. In this way the decision-maker is able to incorporate ambiguity and imprecision, which are common to most of the decision problems. The new methodology also addresses the ambiguity surrounding the relative importance of objectives. Thus, in the decision making process the decision-maker is not required to assign specific weights to the objectives to indicate their relative importance. Only a precedence order in the objectives becomes necessary to achieve a ranking in the alternatives. The MODM was applied to assess six management alternatives for the karstic aquifer management problem presented by previous authors. The design alternatives were evaluated against six objectives, which were grouped in three principal criteria: "Environmental", "Economic", and "Water Quality". The method was also evaluated in light of existing methods. It was demonstrated that, as a distance-based method, the new methodology preserves the characteristics of fuzzy composite programming but, at the same time allows the decision-maker flexibility in the assignment of relative importance between objectives. A Scenario-Based Management of Water Resources and Supply Systems Using a Combined System Dynamics and compromise programming Approach

Long-term sustainability in water supply systems is a major challenge due to water resources depletion, climate change and population growth. This paper presents a scenario-based approach for performance assessment of intervention strategies in water resources and supply systems (WRSS). A system dynamics approach is used for modelling the key WRSS components and their complex interactions with natural and human systems and is combined with a multi-criteria decision analysis for sustainability performance assessment of strategies in each scenario. The scenarios combine population growth rates with groundwater extraction limits against two types of intervention strategies. The methodology was demonstrated on a real-world case study in Iran. Results show scenario-based analysis can provide suitable strategies leading to long-term sustainability of water resources for each scenario externally imposed on the water systems. For scenarios with either no threshold or one threshold of groundwater extraction limit, the only effective strategies for sustainable groundwater preservation are those involving agricultural water demand decrease with an average recovery rate of 130% for groundwater resources while other strategies of agricultural groundwater abstraction (constant/increase rates) fail to sustainably recover groundwater resources. However, all analysed strategies can provide sustainability of water resources with an average recovery rate of 33% for groundwater resources only when scenarios with two threshold limits are in place. The impact of scenarios with population growth rates on groundwater conservation is quite minor with an average recovery rate of 11% compared to scenarios of groundwater extraction limits with an average recovery rate of 79% between no threshold and two threshold limits.

A compromise programming Model to Integrated Urban Water Management

Integrated urban water management is an important and critical matter in every city and country. Many objectives and criteria such as satisfaction of the urban water consumers, the national benefits and social hazards must be considered in the integrated urban water management. So the integrated urban water management can be considered as a multi-objective problem. In this paper, a mathematical model which uses the compromise programming model is presented to optimize this multi-objective problem. Three famous objectives involving water distribution cost, leakage water and social satisfaction level are considered. To evaluate the performance and efficiency of the proposed model, Hamedan potable water network is chosen as a case study. Results show that the proposed model is capable to present effective solutions for the considered problem. So the proposed mathematical model can be used as an efficient tool for the integrated urban water management in every urban area.

This paper analyzes the relationship between compromise programming and a close relative called Composite programming that is based on the use of composite metrics. More specifically, it focuses on the possibility that the results of compromise programming are equivalent to those obtained with a particular case of Composite programming in which a linear combination between the two bounds of the compromise set is established. Several situations, depending oil the number of criteria involved and the mathematical structure of the efficient set, are studied. The most relevant result is obtained when two criteria are involved and the efficient boundary is defined by a continuously differentiable and strictly quasi-convex function. In this case, it is possible to find a unique equivalent value of the control parameter in Composite programming for each metric in compromise programming. It is remarked that this particular case is very relevant ill many economic scenarios. On the other hand, it turns out that the equivalence between both approaches cannot be extended to the case with more than two criteria. (c) 2007 Elsevier Inc. All rights reserved.

Screening the relocation strategies of water quality monitoring stations by compromise programming

Water quality monitoring network designs historically have tended to use experience, intuition, and subjective judgment in siting monitoring stations only sporadically. Better design procedures for optimizing monitoring systems with respect to multiple criteria decision analysis had rarely been put into practice up front when the needs for intensive monitoring became critical. This paper describes a systematic relocation strategy that is organized to identify several significant planning objectives and consider a series of inherent constraints simultaneously. The planning objectives considered in this analysis are designed to enhance the detection possibility for lower compliance areas, reflect the emphasis for different attainable water uses at different locations, promote the potential detection for the lower degradation areas of pollutants, increase the protection degree of those areas with higher population density in the proximity of the river system, and strengthen the pre-warning capability of water quality for water intakes. The constraint set contains the limitations of budget, the equity implication, and the detection sensitivity in the water environment. A case study in the Kao-Ping River Basin, South Taiwan, demonstrates the application potential of this methodology based on a seamless integration between the optimization and the simulation models. It enables identification of the optimal locational pattern stepwise using the embedded screening and sequencing capacity in a compromise programming model. However, a well calibrated and verified water quality model is an indispensable tool in support of this multiobjective evaluation. Extra sampling procedures become necessary for the sites with sparse environmental information. Comparison of planning outcomes of compromise programming is made against previously achieved analyses by using weighted programming and fuzzy programming.

European Energy Performance of Buildings Directives DE promote energy efficiency in buildings. Under these Directives, the European Union States must apply minimum requirements regarding the energy performance of buildings and ensure the certification of their energy performance. The Directives set only the basic principles and requirements, leaving a significant amount of room for the Member States to establish their specific mechanisms, numeric requirements and ways to implement them, taking into account local conditions. With respect to the Spanish case, the search for buildings that are more energy efficient results in a conflict between users' economic objectives and society's environmental objectives. In this paper, compromise programming is applied to help in the decision-making process. An appropriate distribution of types of dwellings, according to their energy performance and to the climatic zone considered in Spain, will be suggested.
