In this paper a surrogate to traditional utility optimization is presented. This approach is based on multiple criteria decision making techniques through a theorem which connects utility function optimization with compromise programming. Apart from common assumptions in the literature the only specific assumption underlying the approach seems realistic, and is markedly related to traditional analysis.

In Croatia, the Croatian Privatization Fund (CPF) takes control of the privatization of the public enterprises and services in the state portfolio. In order to provide potential investors with a fair and transparent transaction process CPF established tender procedures. The success of a privatization is highly dependent on the selection of a good investor which is done according to multiple criteria such as the price, further investments, the time of keeping current employees and others. In order to help CPF in this selection process we developed a decision support system (DSS) based on compromise programming, grouping of privatization bids according to their similarities and Monte Carlo simulations. This DSS is the improved version of the DSS developed in (Vlah et al. 2007).

In this paper, analyses of uncertainty in the results of modelling irrigation demands in two irrigation areas are presented. The Next GENeration IRRigation (NGenIrr) demand model has been used for the analyses. This model incorporates behavioural and biophysical irrigation demand factors and associated uncertainties. On-farm decision making is represented using compromise programming, where tradeoffs between conflicting objectives are modelled, e. g. when deciding on crop areas at the start of an irrigation season, the model chooses crop mixes that achieve a compromise between maximising gross margins and minimizing risk of suffering a water shortage during the season. In the NGenIrr model, behavioural factors affect crop areas and irrigation scheduling. Biophysical factors affect crop water usage, soil water balances and on-farm storage volumes. Several irrigation seasons with varying climatic and water availability conditions were simulated for Shepparton and Coleambally Irrigation Districts. After establishing satisfactory performance of the model for the two districts, the uncertainties in behavioural and biophysical parameters were each varied systematically. The measure used to determine the effects of these changes was the number of observed data points remaining outside the 90% confidence interval of the model outputs. The modelling results show that the contribution of uncertainty in demand estimates from uncertainty in behavioural and biophysical parameters are likely to vary from region to region. In annual cropping regions, uncertainty in human behavioural factors can play a more important role than uncertainty in biophysical factors. Thus for the Coleambally Irrigation District, where annual cropping dominates, the uncertainty in behavioural factors contributed more to the uncertainty in demand estimates. Equity in the Police Districting Problem: Balancing Territorial and Racial Fairness in Patrolling Operations

Objectives The Police Districting Problem concerns the definition of patrol districts that distribute police resources in a territory in such a way that high-risk areas receive more patrolling time than low-risk areas, according to a principle of territorial fairness. This results in patrolling configurations that are efficient and effective at controlling crime but that, at the same time, might exacerbate racial disparity in police stops and arrests. In this paper, an Equitable Police Districting Problem that combines crime-reduction effectiveness with racial fairness is proposed. The capability of this model in designing patrolling configurations that find a balance between territorial and racial fairness is assessed. Also, the trade-off between these two criteria is analyzed. Methods The Equitable Police Districting Problem is defined as a mixed-integer program. The objective function is formulated using compromise programming and Goal programming. The model is validated on a real-world case study on the Central District of Madrid, Spain, and its solutions are compared to standard patrolling configurations currently used by the police. Results A trade-off between racial fairness and crime control is detected. However, the experiments show that including the proposed racial criterion in the optimization of patrol districts greatly improves racial fairness with limited detriment to the policing effectiveness. Also, the model produces solutions that dominate the patrolling configurations currently in use by the police. Conclusions The results show that the model successfully provides a quantitative evaluation of the trade-off between the criteria and is capable of defining patrolling configurations that are efficient in terms of both racial and territorial fairness.

Decision-making processes in water resources projects are often multi-criteria, and numerous techniques have been developed for evaluating these projects. The main concern in utilizing multi-criteria decision-making (MCDM) techniques is that different techniques may result different outputs, therefore, selecting an appropriate technique is crucially important. Most decision makers prefer simple and transparent decision-making approaches which simultaneously show the trade-offs among the different decisions. This study utilizes multiple comparisons of MCDM techniques to interpret the similarities and dissimilarities of those methods and their consequences in the same project, which is multi-criteria management of stochastic floods in the Sunland Park area (Diez Lagos) in southern New Mexico. The objectives of the Diez Lagos flood control system are flood damage reduction (FUR), increasing usable water supply (WS) from stochastic floods, E. coli remediation (ER) from storm water, riparian habitat restoration (RHR), and human health and safety (HHS) in the study area. For all techniques, we simulated the same decision in the form of a decision matrix with m alternatives (flood control rules) against n criteria (FDR, WS, ER, RHR, HHS, and related Costs). We investigate six techniques: TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), VIKOR (in Serbian: VIseKriterijumska Optimizacija I Kompromisno Resenje), SAW (Simple Additive Weights), AHP (Analytic Hierarchy Process), ELECTRE (Elimination et Choice Translating Reality), and compromise programming (CP). The evaluation of the numerical results from this study can lead to the selection of the best decision-making technique, which can be extended to other projects.

This paper has presented a novel multi-criteria formulation for the topology optimization design of compliant mechanisms by using sequential convex programming approach. Both structural strain energy and mechanical efficiency are shaped together through compromise programming method to develop a new combined formulation to meet the optimal design according to the demands of minimizing structural compliance and maximizing mechanical function specification. The artificial spring model is resorted to reveal the relationship between the work-piece and the compliant mechanism, and the dummy load method is used to further engrave the formulation pattern by superposition of two load cases. Displacement limitation and material usage are imposed as external constraints to narrow the design domain. A sequential convex programming using the approximations of the method of moving asymptotes (MMA) is applied to solve the optimization problem. SIMP interpolation scheme is used to indicate the dependence between the elastic modulus upon regularized element densities. Numerical examples have been applied to demonstrate the validation of the proposed methods.

Assessing the global productive efficiency of Chinese banks using the cross-efficiency interval and VIKOR

The banking industry plays an essential role in China's economic growth, and the assessment of bank efficiency has attracted increasing interest in the past two decades. Given that the data envelopment analysis cross-efficiency method can provide a more reliable reference set, a large number of studies targeting performance evaluation and its applications adopt this method. Few studies, however, address the issue of the non-uniqueness of weights in cross-efficiency evaluation. Whereas, this paper proposes a cross-efficiency interval considering all weighting schemes along with a VIKOR aggregate model to gauge the universal productive efficiency of 16 major Chinese commercial banks of China and rank them for the period of 2007-14. Specifically, we use the cross-efficiency interval to generate the global performance of each bank based on internal and external assessment while using VIKOR to compare the solution with the attitude index which ranks all of the banks. The results indicate that the cross-efficiency interval can provide more information than the traditional DEA model, that the banking system efficiency of China has been improved during the study period, especially for SOBs;that JSBs are more efficient compared with SOBs;and the efficiency gap narrowed during the study period. Optimising policies to achieve agricultural transformation objectives: an application for Ethiopia

Policymakers seek objectives that can be conflicting under a budget constraint. Solving this problem requires a multi-criteria decision-making technique whereby equations of a dynamic computable general equilibrium model are constraints to a policy optimisation problem. We illustrate this approach in the framework of agricultural transformation objectives. Using data for Ethiopia we show the potential conflict between policy objectives and how policies are optimally determined to arrive at the best possible compromise. Should Ethiopian policymakers pursue increasing agri-food GDP, rural household welfare, or agri-food exports, for example, they will not necessarily observe strong trade-offs between these objectives. However, if they invest in different agricultural sectors to achieve such objectives, the way in which they finance the investment will result in macroeconomic trade-offs. Only when the new investment is mostly allocated to oilseeds and coffee will there be not only simultaneous but also maximised improvement in all three policy objectives.

This article describes the embedded methods of a recently developed multi-criteria analysis (MCA) software containing both multi-criteria analysis functionality and solution methods. It is primarily developed to help natural resources management decision makers to choose a subset of available decision options which return a maximum benefit score whilst adhering to constraints such as budget. The benefit scores are computed with the well known compromise programming technique. To optimise the selection of options subject to the constraints, two meta-heuristics, Local Search and Tabu Search were coded and applied. The MCA and the meta-heuristics are both integrated in the multi criteria analysis tool (MCAT) which is primarily developed to optimise water management decision making in Australia however MCAT is ready to be applied in other fields of natural resources management as well. Here, we illustrate the use of MCAT through a hypothetical case study where nature conservation sites across the state of Queensland were appraised and selected according to a budget constraint. Since many environmental programs have multiple policy objectives and face budget constraints we believe that MCAT has potential for widespread application.

Social and Economic Wellbeing in Europe and the Mediterranean Basin: Building an Enlarged Human Development Indicator

This paper calculates a human Wellbeing Composite Index (WCI) for 42 countries, belonging to the European Economic Space, North Africa and the Middle East, as an alternative to the shortcomings of other well-known measures of socio-economic development (i.e. Gross Domestic Product per head and Human Development Index). To attain this goal, different data envelopment analysis (DEA) models are used as an aggregation tool for seven selected socio-economic variables which correspond to the following wellbeing dimensions: income per capita, environmental burden of disease, income inequality, gender gap, education, life expectancy at birth and government effectiveness. The use of DEA allows avoiding the subjectivity that would be involved in the exogenous determination of weights for the variables included in WCI. The aim is to establish a complete ranking of all countries in the sample, using a three-step process, with the last step consisting in the use of a model that combines DEA and compromise programming, and permits to obtain a set of common weights for all countries in the analysis. The results highlight the distance that still separates Southern Mediterranean countries from the benchmark levels established by some European countries, and also point to the main weaknesses in individual countries' performance. Nordic countries, plus Switzerland, top the list of best performers, while Mauritania, Libya and Syria appear at the bottom.
