The spectrum of business process workflow models goes from prescriptive approaches, which enforce a particular behavior to achieve the business process goals, to descriptive approaches, which state what are the goals to achieve but do not define how they can be achieved. The former promote the standardization of the organizational behavior whereas the latter empower the worker, knowledge worker, to apply its domain-specific knowledge whenever unexpected situations occur. I propose an approach that integrates these two different perspectives of the same business process. I use a formalization, using the Alloy specification language, that integrates two different models of the same business process, an activity model, which enforces a particular set of paths of execution, and a goal model, which only enforces the minimal set of conditions necessary to achieve the business goal, such that a larger number of execution paths is allowed. Alloy is used to verify the correctness of the design process of the two models, activity and goal, which preserves their inter-consistency. Therefore, the business process goals can be achieved according to any of the models, and any intermediate state of the execution, in both the activity and goal models, preserves a set of model invariants. This approach merges the best of both worlds by integrating two different models of the same business process. Some recent research also proposes the mapping between different representations of business processes but consider one of them as primary, the one which is used for execution.

Despite the abundance of workflow analysis techniques from control-flow perspective, there is hardly any method for workflow verification from data processing perspective. In this paper, we restrict the WFCP-net, a Colored Petri Net with WF-net structure, to formally describe the key business entities in a data-centric workflow model. Then, we use ASK-CTL logic to describe the workflow requirements on business data processing perspective. The model checking method is adopted into our verification approach, which can explore some of the business contraventions of data perspectives in the workflow models. The effectiveness of our works has been validated with the CPN Tools.

A focus on organizing and implementing workflows in government from a standpoint of data awareness, or even datacentricity might provide opportunities to address several of the challenges facing governments efforts to improve government effectiveness and efficiency as well as interoperation between government entities. The notion of data-aware, as opposed to data-unaware, or just process-centricworkflows, is based on taking into account and using the particular enactments and instance-specific data in the workflow itself and beyond its single instance. In other words, on the one hand, workflows "process" data; however, through their enactments and instances, on the other hand, workflows "are" data--ready as inputs for other workflows including cross-process enactment mining and *** be useful as a strategy in government, we need to explore how data-centric approaches can tackle the specific challenges of government such as the ill-structured or semi-structured workflows found in emergency and disaster response management and we need to better understand the specific constraints, under which (intra- and cross-agency) data-centric workflows can be designed and implemented. This paper lays out a research agenda that will inform questions about the issues with and the potential of the data-centric approach in the context of government.
