The expected growth in distributed generation will significantly affect the operation and control of todays distribution grids. Being confronted with short time power variations of distributed generations, the assurance of a reliable service (grid stability, avoidance of energy losses) and the quality of the power may become costly. In this light, Smart Grids may provide an answer towards a more active and efficient electrical network. The EU project SmartC2Net aims to enable smart grid operations over imperfect, heterogeneous general purpose networks which poses a significant challenge to the reliability due to the stochastic behaviour found in such networks. Therefore, the key concepts of the EU project SmartC2Net are presented in this paper targeting the support of proper smart grid control in these network environments. An overview on the required ICT architecture and its functionality is provided and a description of the External Generation Site Use Case is given together with the targeted evaluation approaches.

Aggregators are considered to be a key enabling technology for harvesting power system services from distributed energy resources (DER). As a precondition for more widespread use of aggregators in power systems, methods for comparing and validating aggregator designs must be established. This paper proposes a functional reference architecture for aggregators to address this requirement.

The problem of probability density estimation can be used in many areas in signal processing, such as regression and classification. In this paper, a density estimation approach based on Support Vector Machine (SVM) was developed. Our algorithm has robust results and sparse solutions compared with Parzen's method. Besides, we used fundamental splines instead of Gaussian kernels in order to further reduce the computation. The simulations show that SVM method for density estimation has a moderately good performance and high convergence speed. Further more, a Bayesian classifier is constructed using the density estimation algorithm.

The Ocean Color Experiment was one of the six remote-sensing experiments which for the first time were launched and successfully operated on board of the second flight of the Space Shuttle during November 1981. The experiment consists of a multispectral image scanner dedicated to the measurement of water color and its interpretation in terms of major water constituents and circulation patterns. The objectives of the experiment, the test site selection, and associated activities are described. The actual mission and results of an initial data analysis is discussed. Dispersive Ultrasonic Delay Lines Using the First Longitudinal Mode in a Strip

The existence of a dispersive longitudinal mode of propagation of elastic waves in a narrow strip is demonstrated experimentally. This mode corresponds closely to that predicted theoretically for the infinite plate with stress free surfaces. Experimental delay lines using the first longitudinal mode in an aluminum alloy strip have been made. For a midband frequency of about 2 megacycles and a midband delay of about 1 millisecond these delay lines have typical insertion losses of 15 db, typical discrimination to unwanted responses of 40 db over a 10 per cent band, delay changes of about 40 per cent of midband delay for frequency changes of about 15 per cent of midband frequency, and departures from linearity in the dependence of delay on frequency of about 1.2 per cent of midband delay for a frequency range of 15 per cent of the midband frequency. Reactive power management is one of the imperative ancillary services provided by TSO (Transmission System Operator). This reactive power imbalance mainly occurs at transmission levels, and TSO pays generators for managing reactive power. DSO (Distribution System Operator), DER (Distributed Energy Resources), and DG (Distributed Generators) cannot take part in this provision to TSO due to regulations, specifically in Italy. The paper discusses the needs for reactive power management, and comparison of different existing compensation techniques. It talks about the regulatory restrictions, and some proposals for changes, for participation in ancillary market. The paper then discusses about the use of DER as an aggregated virtual power plant to serve as reactive power compensation technique.

Quite often the design of a split phase induction motor is such that the so-called quadrature winding is displaced at some angle other than 90 degrees from the main winding, in which event the motor behaves differently when run in opposite directions. It is the purpose of this paper to indicate a method by which the designer can predict the performance of such a motor. While the emphasis is placed upon the capacitor motor, the treatment is applicable also to motors of other types. COPYRIGHT 1935 by the American Institute of Electrical Engineers.

A hybrid control strategy for the energy management of the microgrid system consisting of a number of electric vehicles and other energy sources is proposed in this paper. The main focus of this paper is on optimal control of power flow by scheduling and demand side management of energy generation system and the load by utilizing electric vehicles' energy storage system. The features of a centralized control and distributed control are combined into the proposed hybrid control strategy to improve the efficiency and reliability of the microgrid system consisting of electric vehicle charging stations. Cost of power generation and value of load equations are presented to compute a "situational aware" power balance. Simulated results utilizing these equations are presented for a residential scale proof-of-concept system.

We study high-dimensional distribution learning in an agnostic setting where an adversary is allowed to arbitrarily corrupt an epsilon fraction of the samples. Such questions have a rich history spanning statistics, machine learning and theoretical computer science. Even in the most basic settings, the only known approaches are either computationally inefficient or lose dimension dependent factors in their error guarantees. This raises the following question: Is high-dimensional agnostic distribution learning even possible, algorithmically? In this work, we obtain the first computationally efficient algorithms for agnostically learning several fundamental classes of high-dimensional distributions: (1) a single Gaussian, (2) a product distribution on the hypercube, (3) mixtures of two product distributions (under a natural balancedness condition), and (4) mixtures of k Gaussians with identical spherical covariances. All our algorithms achieve error that is independent of the dimension, and in many cases depends nearly-linearly on the fraction of adversarially corrupted samples. Moreover, we develop a general recipe for detecting and correcting corruptions in high-dimensions, that may be applicable to many other problems.
