Advocates of Transactive Energy (TE) make arguments for the integration of distributed energy resources (DERs) into a market environment from the standpoint of overall energy economics, customer choice, facilitating technology adoption, and encouraging innovation. At a very high level, this is reasonable given the rapid development and adoption of personalized transactions via the web and mobile computing in many domains and the equally rapid proliferation of DERs, at least in some geographic areas.

Speaker diarization in noisy conditions is addressed in this paper. The regression-based DNN is first adopted to map the noisy acoustic features to the clean features, and then consensus clustering of the original and mapped features is used to fuse the diarization results. The experiments are conducted on the IFLY-DIAR-II database, which is a Chinese talk show database with various noise types, such as music, applause and laughter. Compared to the baseline system using PLP features, a 21.26% relative DER improvement can be achieved using the proposed algorithm.

We design a new, fast algorithm for agnostically learning univariate probability distributions whose densities are well-approximated by piecewise polynomial functions. Let f be the density function of an arbitrary univariate distribution, and suppose that f is OPT-close in L_1-distance to an unknown piecewise polynomial function with t interval pieces and degree d. For any γ > 0, our algorithm draws n = O_γ(t(d + 1)/ε~2) samples from f, runs in time O(n), and with probability at least 9/10 outputs an O_γ(t)-piecewise degree-d hypothesis h that is (3 + γ)·OPT +ε close to f. Our approximation factor almost matches the best known information-theoretic (but computationally inefficient) upper bound of 3. Our general algorithm yields (nearly) sample-optimal and nearly-linear time estimators for a wide range of structured distribution families over both continuous and discrete domains in a unified way. For most of our applications, these are the first sample-optimal and nearly-linear time estimators in the literature. As a consequence, our work resolves the sample and computational complexities of a broad class of inference tasks via a single "meta-algorithm". Moreover, we demonstrate that our algorithm performs very well in experiments. Our algorithm consists of three levels: (i) At the top level, we employ an iterative greedy algorithm for finding a good partition of the real line into the pieces of a piecewise polynomial. (ii) For each piece, we show that the sub-problem of finding a good polynomial fit on the current interval can be solved efficiently with a separation oracle method. (iii) We reduce the task of finding a separating hyperplane to a combinatorial problem and design a nearly-linear algorithm for this problem. Combining these three procedures gives a densityestimationalgorithm with the claimed guarantees.

In 2013, New York State Embarked on an ambitious reimagining of the state's electric system-a long-term, customer-centric strategy we call REV-Reforming the Energy Vision. For the past two years, we have been crafting the framework and guiding principles behind REV, putting in place the foundation that will help New York State encourage the cleanest, most advanced, and efficient power system design and operation. Now, in 2016, we begin to put into action the elements that will help us fundamentally change the way energy is produced, consumed, and transacted throughout the state.

Long-term in situ soil and water conservation experiments are rare in sub-Saharan Africa, particularly in Eastern Africa. A long-term experiment was conducted (2005-2013) on a Vertisol to quantify the impacts of resource-conserving agriculture (RCA) on runoff, soil loss, soil fertility and crop productivity and economic profitability in northern Ethiopia. Two RCA practices were developed from traditional furrow tillage practices: (i) derdero+ (DER+) and terwah+ (TER+). DER+ is a furrow and permanent raised bed planting system, tilled once at planting time by refreshing the furrow and 30% of crop residue is retained. TER+ is ploughed once at planting, furrows are made at 1.5 m intervals and 30% crop residue is retained. The third treatment was a conventional tillage (CT) with a minimum of three tillage operations and complete removal of crop residues. Wheat, teff, barley and grass pea crops were grown in rotation. Runoff, and soil and nutrient loss were measured in plastic sheet-lined collector trenches. Significantly different (P < 0.05) runoff coefficients (%) and soil losses (t ha(-1)) averaged over 9 yrs were 14 and 3, 22 and 11 and 30 and 17 for DER+, TER+ and CT, respectively. Significant improvements in crop yield and gross margin were observed after a period of three years of cropping This study demonstrated that RCA systems in semi-arid agro-ecosystems constitute a field rainwater conservation and soil fertility improvement strategy that enhances crop productivity and economic profitability. Adoption of RCA systems (DER+ and TER+) in the study area requires further work to improve smallholder farmers' awareness on benefits, to guarantee high standards during implementation and to design appropriate weed management strategies.

The articles in this special section focus on transactive energy or TE. TE has probably supplanted smart grid and high RPS as the buzzword shortcut to refer to ongoing discussions, pilot projects, and policy considerations. The state of New York has gone so far as to formulate and issue policy around the distribution system platform provider (DSPP), which is a platform of market functions intended to enable customer and third-party market interactions around energy and ancillary service products with distributed energy resources (DER s) on the distribution system or behind the meter. New York is embarking on a program of pilot or proof-concept *** activity throughout the country that involves TE development.

We study high-dimensional distribution learning in an agnostic setting where an adversary is allowed to arbitrarily corrupt an epsilon fraction of the samples. Such questions have a rich history spanning statistics, machine learning and theoretical computer science. Even in the most basic settings, the only known approaches are either computationally inefficient or lose dimension dependent factors in their error guarantees. This raises the following question: Is high-dimensional agnostic distribution learning even possible, algorithmically? In this work, we obtain the first computationally efficient algorithms for agnostically learning several fundamental classes of high-dimensional distributions: (1) a single Gaussian, (2) a product distribution on the hypercube, (3) mixtures of two product distributions (under a natural balancedness condition), and (4) mixtures of k Gaussians with identical spherical covariances. All our algorithms achieve error that is independent of the dimension, and in many cases depends nearly-linearly on the fraction of adversarially corrupted samples. Moreover, we develop a general recipe for detecting and correcting corruptions in high-dimensions, that may be applicable to many other problems.

TESs are a scalable, flexible approach to designing and implementing efficient, reliable, and resilient electrification systems, both large and small scale. They can be implemented within a single building or home, across a campus, or across an entire region, as shown by previous demonstrations and current projects. Because of their ability to address both interoperability issues and optimization and management issues, they're an important technique for future electrification designs and will become even more practical as the process of understanding and assigning value to flexible DER and system objectives (both business and operational) matures. Ultimately, they should enable a broad range of operational, business, regulatory, and incentive models to be supported by future systems.

This paper has focused on the operation of floating battery energy storages (BESes) as a technique to avoid the overloading of an islanded remote area microgrid which does not have access to a utility feeder. A suitable semi-decentralized technique is designed which is highly suitable for remote area microgrids, which mostly lack a communication infrastructure. Proper conditions and constraints for the operation of the battery energy storages are mathematically developed and validated under different scenarios by digital simulations in PSCAD/EMTDC.
