Active network management (ANM) has emerged as the common, collective term in the UK for the automatic management and control of distributed energy resources (DER) in distribution networks. DER is the main driver of research and development in automation in the UK at present but network reliability performance enhancement remains the most common use of automation in power network applications. Power utility industry workgroups, academic/industrial consortia and individual research and manufacturing organizations have initiated major programs of advanced distribution automation investigative activity in recent years. Starting from the main drivers of ANM and progressing through industry wide (government sponsored) activities, this paper summarizes the recently completed and ongoing activities in all phases of research and development in the UK. In addition future directions of advanced distribution automation is discussed. These take account of the extending scope of advanced distribution automation (or ANM) that now encompasses all DER types and several other utility performance and asset management objectives.

Increasing numbers of DER systems are being interconnected to electric power systems throughout the world. As DER technology evolves and as the impact of dispersed generation on distribution power systems becomes a growing challenge -- and a growing opportunity, countries worldwide are recognizing the economic, social, and environmental benefits of monitoring and integrating DER technology within their electric infrastructure. Utilities and DER manufacturers recognized the growing need to have one international standard that defines the communication and control interfaces for all DER devices. Such standards, along with associated guidelines and uniform procedures would simplify implementation, reduce installation costs, permit sophisticated market-driven operations, simplify maintenance, and improve the overall reliability and efficiency of power system operations. In response, the IEC has developed the IEC 61850-7-420 communication standard for DER systems.

Intensive development of electrotechnics in Croatia began in the second half of the 19th century. Just in that time, in a small Croatian town of Križevci, the future “monster of the mind” was born on February 12, 1894. He was the noble Marcel Kiepach of Haselburg, who became known for his patents of the gyro compass, the dynamo for illumination and the electric drives for remote compass indication. His works and inventions belong to the areas of electronics, magnetism, acoustics, transmission of sound signals, and transformers. He died in 1915 as a World War I volunteer at the age of 21.

We report results on speaker diarization of French broadcast news and talk shows on current affairs. This speaker diarization process is a multistage segmentation and clustering system. One of the stages is agglomerative clustering using state-of-the-art speaker identification methods (SID). For the QMMs used in this stage, we tried many different feature parameters, including MFCCs, Gaussianized MFCCs, Gaussianized MFCCs with cepstral mean subtraction, and Gaussianized MFCCs with cepstral mean substraction containing only frames with high energy. We found that this last set of feature parameters gave the best results. Compared to Gaussianized MFCCs, these features reduced the diarization error rate (DER) by 12% on a development set and by 19% on a test set. We also combined clusters resulting from Gaussianized and non-Gaussianized feature sets. This cluster combination resulted in another 4% reduction in DER for both the development and the test sets. The best DER we have achieved is 15.4% on the development set, and 14.5% on the test set.

Information and Communication Technology (ICT) Solutions for a smart environment are in the focus of many research initiatives in Europe. In this paper we present work carried out in the FI-PPP project FINSENY (Future Internet for Smart Energy). ICT Solutions often face the challenge of requirements not covered by current technology and they must avoid restricting themselves to domain specific solutions that limit economies of scale and the emergence of innovative services. Smart Grids are particularly concerned in this context as they are a prerequisite for a reliable, sustainable and cost-efficient future energy supply. In this article we describe a methodology that identified a set of Smart Distribution Grid use cases and utilized them to define an architecture based on Future Internet technologies. In addition, we discuss our main findings, requirements, enabling components and architecture as well as the planned evaluation on test sites in Europe.

The IEC 61850 based DER management is required to manage the safety information of the emergency generator in the VPP infrastructure. To this end, this paper proposes communication interface structure for improving the data processing performance of the IEC 61850 server, and compares the legacy and the proposed data processing performance. The proposed architecture is to reduce the data processing time by using a shared memory method and improves the performance of the minimum of 38.5%. And this paper discusses the system architecture, the components and management procedures for managing the emergency generator.

The accuracy of speaker diarisation in meetings relies heavily on determining the correct number of speakers. In this paper we present a novel algorithm based on time difference of arrival (TDOA) features that aims to find the correct number of active speakers in a meeting and thus aid the speaker segmentation and clustering process. With our proposed method the microphone array TDOA values and known geometry of the array are used to calculate a speaker matrix from which we determine the correct number of active speakers with the aid of the Bayesian information criterion (BIC). In addition, we analyse several well-known voice activity detection (VAD) algorithms and verified their fitness for meeting recordings. Experiments were performed using the NIST RT06, RT07 and RT09 data sets, and resulted in reduced error rates compared with BIC-based approaches.

Electrical power consumption is increasing day by day, complicating the operation of distribution systems. Distributed Energy Resource (DER) integration in distribution system is one of the options which give benefits like loss minimization, peak shaving, over load relieving and improved reliability. This paper presents an algorithm for optimal placement and size of the DER considering system loss minimization and voltage profile improvement as objective functions. This work is tested on IEEE 15, 33, 69 and 85 bus distribution systems. For all cases studied, a new heuristic optimization technique Shuffled Frog Leaping algorithm (SFLA) is applied and current injection based distribution load flow method is employed. Further the results are compared with those results obtained by Particle swarm optimization (PSO) method and found to be encouraging.

This reports on the surface attraction exerted onto Cs(8P), as measured through the selective reflection spectroscopy (SR) technique via a one- photon excitation at 388 nm from the ground state. In a series of experiments on the Cs (6S/sub 1/2/-8P/sub 3/2/) transition in front of a sapphire surface, the accuracy in the van der Waals evaluation, and with an improved fitting method, should be on the order of 10%. Further developments, expected to be reported too, concern the fine structure component Cs (6S/sub 1/2/-8P/sub 3/2/) , along with a study of SR spectroscopy at various interfaces.
