Enriching preschool classrooms and home visits with evidence-based programming: sustained benefits for low-income children

BackgroundGrowing up in poverty undermines healthy development, producing disparities in the cognitive and social-emotional skills that support early learning and mental health. Preschool and home-visiting interventions for low-income children have the potential to build early cognitive and social-emotional skills, reducing the disparities in school readiness that perpetuate the cycle of poverty. However, longitudinal research suggests that the gains low-income children make during preschool interventions often fade at school entry and disappear by early elementary school. MethodsIn an effort to improve the benefits for low-income children, the REDI program enriched Head Start preschool classrooms (study one) and home visits (study two) with evidence-based programming, documenting positive intervention effects in two randomized trials. In this study, REDI participants were followed longitudinally, to evaluate the sustained impact of the classroom and home-visiting enrichments 3years later, when children were in second grade. The combined sample included 556 children (55% European American, 25% African American, 19% Latino;49% male): 288 children received the classroom intervention, 105 children received the classroom intervention plus the home-visiting intervention, and 173 children received usual practice Head Start. ResultsThe classroom intervention led to sustained benefits in social-emotional skills, improving second grade classroom participation, student-teacher relationships, social competence, and peer relations. The coordinated home-visiting intervention produced additional benefits in child mental health (perceived social competence and peer relations) and cognitive skills (reading skills, academic performance). Significant effects ranged from 25% to 48% of a standard deviation, representing important effects of small to moderate magnitude relative to usual practice Head Start. A multi-level examination of how the organizational context relates to readiness to implement prevention and evidence-based programming in community settings

Prior theoretical and empirical research suggests that multiple aspects of an organization's context are likely related to a number of factors, from their interest and ability to adopt new programming, to client outcomes. A limited amount of the prior research has taken a more community-wide perspective by examining factors that associate with community readiness for change, leaving how these findings generalize to community organizations that conduct prevention or positive youth development programs unknown. Thus for the current study, we examined how the organizational context of the Cooperative Extension System (CES) associates with current attitudes and practices regarding prevention and evidence-based programming. Attitudes and practices have been found in the empirical literature to be key indicators of an organization's readiness to adopt prevention and evidence-based programming. based on multi-level mixed models, results indicate that organizational management practices distinct from program delivery may affect an organization's readiness to adopt and implement new prevention and evidence-based youth programs, thereby limiting the potential public health impact of evidence-based programs. Openness to change, openness of leadership, and communication were the strongest predictors identified within this study. An organization's morale was also found to be a strong predictor of an organization's readiness. In this concluding article, the authors describe factors that influence the international translation of programs. These include language, control over the translation process, local normative challenges to translation, program adaptation, and globalization. The authors suggest that systematic efforts at language translation, program adaptation partnership, and compromise are general principals needed to surmount these challenges.

The value of spatial analysis for tracking supply for family planning: the case of Kinshasa, DRC

While geographic information systems (GIS) are frequently used to research accessibility issues for healthcare services around the world, sophisticated spatial analysis protocols and outputs often prove inappropriate and unsustainable to support evidence-based programme strategies in resource-constrained environments. This article examines how simple, open-source and interactive GIS tools have been used to locate family planning (FP) services delivery points in Kinshasa (Democratic Republic of Congo) and to identify underserved areas, determining the potential location of new service points, and to support advocacy for FP programmes. Using smartphone-based data collection applications (OpenDataKit), we conducted two surveys of FP facilities supported by partner organizations in 2012 and 2013 and used the results to assess gaps in FP services coverage, using both ratio of facilities per population and distance-based accessibility criteria. The cartographic outputs included both static analysis maps and interactive Google Earth displays, and sought to support advocacy and evidence-based planning for the placement of new service points. These maps, at the scale of Kinshasa or for each of the 35 health zones that cover the city, garnered a wide interest from the operational level of the health zones' Chief Medical Officers, who were consulted to contribute field knowledge on potential new service delivery points, to the FP programmes officers at the Ministry of Health, who could use the map to inform resources allocation decisions throughout the city.

Framework for Best Practices in Family Life Education: A Case Example

evidence-based programming (EBP) in family life education is in high demand because it has a higher likelihood of achieving desired outcomes than non-evidence-based programming. Although EBP can promote program sustainability and fidelity, the implementation of EBP in real-world settings can be challenging. Practitioners sometimes struggle with identifying the best way to adapt EBP to fit their needs. In this article, the Positive Parenting Program (Triple P) is used to provide an in-depth case example of adapting and implementing EBP through the lens of Ballard and Taylor's (2012) Framework for Best Practices in Family Life Education. The authors outline framework elements that guided this adaptation, such as consideration of context and culture, program content and format, program design, and the role of the family life educator. Suggestions are provided for employing this framework to overcome barriers to implementation and ultimately increase program sustainability to improve the lives of families.

What constitutes globalised evidence? Cultural tensions and critical reflections of the evidence-based movement in New Zealand

The evidence-based movement (EBM) is grounded in a well-intentioned desire to ensure resources are invested in high quality initiatives that generate the intended impact. Nevertheless, recent critiques contest the appropriateness of translating an approach rooted in a medical model to socially complex initiatives. Globalised notions of evidence can also be damaging for programs operating in small, culturally diverse countries with limited resources. Given these polemic views, our aim was to examine local perceptions of the EBM in New Zealand, a small, vibrant, bicultural society with a mix of homegrown and imported programs. Using a snowball sampling approach, 79 professionals working in the education and social sectors completed an anonymous online survey that contained a series of closed and open-ended questions. The results show that although participants positively endorsed a variety of quality evidence markers, traditionally positivist methodological leanings received lower and more varied endorsements compared to more inclusive and pluralistic approaches. Many also expressed concern that the EBM emphasises a narrow and colonised view of evidence that does not align with Maori and Pacific worldviews, and undermines innovation. We discuss the implications as an avenue for advancing intervention and social programming research in an increasingly multicultural and globalised world.

The Effectiveness of Dog-Training Programs in Prison: A Systematic Review and Meta-Analysis of the Literature

To date, there are more than 290 correctional facilities across the United States that have implemented dog-training programs. To better understand the effects of dog-training programs on their human participants, this article conducts a systematic review and two meta-analyses of 10 studies that met the criteria for inclusion. The data from these 10 studies were obtained from 310 program participants and 514 controls. Conducting two meta-analyses on externalizing and internalizing outcomes of dog-training program participation, we found significant mean effect sizes for both sets of outcomes, suggesting that dog-training programs have a desirable effect on offenders.

Responding to the needs of survivors of sexual violence: Do we know what works?

During the past twelve months, the issue of sexual violence in conflict and emergencies has received an unprecedented amount of attention at the highest political and institutional levels. In 2013, the United Kingdom's Department for International Development (DFID) launched a Call to Action to mobilize donors, UN agencies, non-governmental organizations (NGOs) and other stakeholders on protecting women and girls in humanitarian emergencies, culminating in the high-level event "Protecting Girls and Women in Emergencies" in November 2013. As of August 2014, over forty partners (including governments, United Nations (UN) agencies and NGOs) had made commitments to the Call to Action. Furthermore, in June 2014 the "Global Summit to End Sexual Violence in Conflict", co-chaired by the UK Foreign Secretary and Angelina Jolie, Special Envoy for the UN High Commissioner for Refugees (UNHCR), gathered 1,700 delegates and 129 country delegations. In his summary, the chair of the Global Summit states: "We must apply the lessons we have learned and move from condemnation to concrete action. We must all live up to the commitments we have made."1 In September 2014, the United States organized a Call to Action event in New York during the UN General Assembly with the purpose of sharing progress on commitments made in November 2013. It thus seems that efforts to raise awareness about sexual violence in conflict and emergencies and advocate for a much stronger commitment to action are well under way. But is this enough? Is there enough evidence from lessons learned to allow us to increase and improve our response?

A Dynamic Model of Client Recruitment and Retention in Community-based HIV Prevention Programs

The study used system dynamics modeling computer simulations to gain a better understanding of the process of delivering small-group, evidence-based HIV prevention programs in the community and to explore implications for public health practice. A model was developed to explain provider-reported challenges associated with recruiting, retaining, and graduating people from smallgroup workshop programs. The model simulations revealed the difficulty in sustaining high rates of recruitment and retention in small-group programs over time. The model simulations provided insight into what processes may lead to suboptimal numbers of people being recruited and positively influenced by these programs.

The Evolution of Balanced and Restorative Justice

Maloney, Armstrong, and Romig presented a portrait of "Joey," who was the exemplar of what was wrong with the juvenile justice system, in 1988 when they published The Balanced Approach in this Journal. In response, they reimagined a juvenile justice system predicated on balancing three fundamental goals-protection of community, accountability to victims, and development of competencies to prepare juvenile court-involved youth for productive roles in their communities. The authors examine the evolution of balanced and restorative justice and re-imagine how Joey's life may have been different at critical junctures of his juvenile court involvement.
