A heuristic application of integer goal programming and Taguchi Method for planning cable cutting process in power plant projects

The Optimization utilization of raw material and components is one of the main challenges in production and project management success. Executives usually face with waste and shortage of raw material which cause delay and cost, however the material and required components are usually provided more than needed. Therefore planning to provide these components from existing spools of material is one of these challenges especially when the number of the needed material pieces and the existing spools are high. For instance, in power plant projects cables are usually provided in form of spools which later cut down to required pieces in the project location. Extraction of each needed piece of cable from specific existing spool is a decision to be made. In this paper, a heuristic method based on integrating integer goal programming and Taguchi Method is suggested to optimize cutting down process of these materials.

Decision Support System for Water Infrastructure Planning Under Budget Uncertainty: A Case Study From Thailand

This paper proposes a decision support system (DSS) for long-term investment planning of water resources infrastructure taking into account the uncertainty inherent in budget availability. The DSS adopts integer goal programming (IGP) to first select the projects that best contribute to the social, economic, and environmental goals of the project areas. Stochastic programming (SP) then selects the budget level that has the highest expected returns for all possible states of the system. The developed DSS recommended planning for a high budget level in the Chiang Mai case study area, which is consistent with the level of funding that was allocated and distributed over the 25-year analysis period. Uncertainty in cost estimation was also found to play a major role in project selection.

Designing marine reserves for fishery management

Recent reports have raised serious concerns about the rapid declines of historically productive marine fishery resources and the degradation of essential fish habitats. This global crisis has spurred development of innovative management strategies to rebuild depleted fisheries and marine ecosystems. One highly touted strategy involves the design and creation of marine reserves (areas off limits to extractive uses) to rebuild fisheries and conserve marine biodiversity. In this paper, we propose an integrated sequence of methodologies that provides an objective, quantitative framework for the design of marine reserves in spatially heterogeneous coastal ocean environments. The marine reserve designs proposed here satisfy the multiple, often-conflicting criteria of disparate resource user groups. This research is the first attempt to explicitly explore the trade-off between the conservation goals of fishery management and coral reef protection and the consumptive interests of commercial and recreational fishing fleets. The spatial distribution and size abundance of reef fish stocks throughout the Florida Keys coral reef ecosystem were estimated from a database consisting of more than 18,000 visual samples taken from 1979 to 2002. These distributions of multispecies abundance and biomass, in conjunction with a geographic database of coral reef habitats, are used to demonstrate an integer goal programming methodology for the design of networks of marine reserves, called plans. Once multiple plans are proposed, a simulation model is used to assess the effects of reserve size and shape on select Florida Keys reef fish populations under dynamic spatial and temporal conditions.

The timetabling problem is generally large, highly constrained and discrete in nature. This makes solution by exact optimisation methods difficult. Therefore, often a heuristic search is deemed acceptable providing a simple (non-optimal) solution. This paper discusses the timetabling problem for a university department, where a large-scale integer goal programming (IGP) formulation is implemented for its efficient optimal solution in two phases. The first phase allocates lectures to rooms and the second allocates start-times to lectures. Owing to the size and complicated nature of the model, an initial analysis procedure is employed to manipulate the data to produce a more manageable model, resulting in considerable reductions in problem size and increase of performance. Both phases are modelled as IGPs. Phase 1 is solved using a state-of-the-art IGP optimisation package. However, due to the scale of the model, phase 2 is solved to optimality using a genetic algorithm approach.

Extensions of Pareto efficiency analysis to integer goal programming

This paper focuses on the design, development and implementation of new Pareto efficiency detection and restoration techniques for integer goal programming. The design of the algorithms and their implementation issues within (an otherwise continuous) goal programming system are detailed. The differences between continuous and integer goal programming regarding Pareto efficiency detection and restoration analysis are described. The integer Pareto efficiency techniques have been applied to a selection of problems from different industrial contexts in order to assess their computational performance. Finally, Pareto restoration and detection techniques are applied to an integer goal programming problem to illustrate the methodology. (C) 1999 Elsevier Science Ltd. All rights reserved.

An approximate solution to a JIT-based ordering system

In this paper we consider a multi-stage multi-product production, inventory and transportation system including lot production processes and develop a goal programming model for a pull type ordering system based on the concept of a Just-In-Time(JIT) production system. We also present a pragmatic approach which reduces the required computational time for the formulated mixed integer goal programming problem using a mathematical programming modeling language. The proposed solution procedure is realized utilizing the post-optimal analysis which can be performed by the modeling language.

Fixed traffic centers (FTC) are usually the dispatching points for traffic patrol units (TPU), Therefore, location of the optimal regional sites of TPU is a major prerequisite for determining the optimal location of FTC. In this paper, a planning model for determining the location and size of FTC is developed through two stages. In the first stage, the optimal regional sites of TPU are determined using a goal integer linear programming approach. Based on the results of the model at the first stage and other relevant data, the second stage determines the location and size of the FTC using a binary integer linear programming technique. The model has been used to determine the regional sites of TPU and the FTC for the Dammam Metropolitan, Saudi Arabia, utilizing historical data.

Coordinated production scheduling in a make-to-order manufacturing environment has not received a great deal of research attention. In such a manufacturing environment, an order represents an end product comprising the muhiple components which are its individual line items. Firms which produce primarily to custom order attempt to coordinate production of the line items such that all these items are produced at or near the same time, and as close to the order due date as possible. This paper describes research done in this southeastern US producer of tapes (i.e., package-sealing reinforcing, masking, and duct tapes). The research encompasses both heuristic approaches which are implemented using microcomputers, and optimization approaches which are implementcd using IBM's-MPSX/MIP code on a large mainframe computer (IBM 3081). This paper describes a modeling approach used to redesign primary response areas (sectors) for an existing county ambulance service. The model employs multicriteria analysis of the problem including goals to minimize and balance travel times and balance workloads among ambulance service units. The model is quite flexible in that optimal designs can be made subject to budgetary and personnel constraints and sector continuousness is maintained. Given inputs such as the location of the ambulance bases and demographic information, the model generates efficient and equitable designs. The model is solved using a modified multicriteria gradient search technique for nonlinear models. The sensitivity of the model to reordering planning priorities is also evaluated. This paper describes the design and analysis of a multiobjective integer linear program for scheduling and staffing multiple clinics with itinerant health personnel in multiclinic regions. Specifically, the optimal assignment of physicians, nurse practitioners, nurses and/or nursing assistants to differing types of medical clinics with differing personnel needs is considered in conjunction with determination of individual clinic operating schedules. The scheduling model incorporates parameters such as distance between clinics, personnel availability, personnel time, demand for services, and the mix of personnel required to meet quality goals, minimize travel costs, and maximize staff preferences for certain assignments. The model is illustrated using data provided by family planning decision makers in a rural health care environment. Analysis of the results shows that the formulation is easily generalizable to multiple settings and that the essence of the scheduling decision can be represented by the mathematical programming framework. Because of the size of the problem, techniques for improving computational aspects are discussed. The model is designed to be used as a benchmark to enable the development of heuristic scheduling methods which can be used on a PC for near optimal scheduling. [ABSTRACT FROM AUTHOR]
